This research is aimed at proposing the policies for enhancing information services at the GARS. To this end, a survey was carried out over the user group, the staff group, and the external expert group. And then the 3-Partner Approach Model was proposed that accommodates the archivist-centered partnership with users and external experts. Based on this model. the three-aspect policies to upgrade information services were proposed.

본 연구의 주요 목적은 정부에서 추진하고 있는 신재생에너지 보급정책의 현재까지의 성과를 분석하고, 장애요인을 파악하여 개선방안을 제시하는 데에 있다. 따라서 보급정책의 하위 프로그램들의 정성적 평가를 위하여 미국 DOE(Department of Energy) 산하 EERE(Energy Efficiency and Renewable Energy)에서 제시하고 있는 Peer Review Guide(2004)를 따라 외부동료평가(Peer Review)를 사용하였다. 그러나, 미국 EERE에서 제시하고 있는 가이드를 한국에 곧바로 적용함에는 무리가 있기에, 하위프로그램들의 외부동료평가를 실시하기에 앞서서 외부동료평가 설문 평가속성 결정을 위해 전문가 설문을 한 차례 더 진행하였다. 첫 번째 전문가 설문에서는 투입요소의 적정성 (Quality), 생산성 (Productivity), 성취도 (Accomplishments), 연계성(Relevance), 관리 (Management), 전체적 평가 (Overall Assesment) 항목 중 어떠한 항목을 선택해야 하는지, 국문 번역이 적절한지 등을 살펴보았다. 두 번째 설문에서는 이렇게 해서 선정된 항목을 바탕으로 각 프로그램 별로 Peer Review Guide에서 제시한 외부동료평가를 시행할 예정이다.

'재난방송' 이라고 하면, 어떻게 하면 재난정보를 신속하게 피해주민들에게 전달하여 그 피해를 최소화 할 수 있을까 하는데 목적이 있는 것으로 생각하고 있다. 그러나 이는 단지 재난정보를 전달하는 재난전달시스템에 불과하다고 하겠다. 실제로 '재난방송' 이라고 말하면 재난이 발생했을 때 '무엇을' '어떻게' 방송하는 것이 재난피해를 최소화 할 수 있을 것인가에 대한 논의가 본래의 재난방송의 의미라고 하겠다. 즉, 재난방송은 전달하는 내용이나 전달 방법에 따라서 전달효과(impact)가 달라서 재난방송은 사전에 충분히 준비하고 준비된 방송내용과 전달방법이 필요하다고 본다. 본고는 2011년 3 11 동일본대진재 당시 일본의 텔레비전방송은 실제로 '무엇을' '어떻게' 방송했는지를 자세하게 분석해 본다. 구체적으로 일본의 주요방송 3사인 NHK, 니혼TV, 후지TV의 3일간 실시한 재난방송의 (1)기본화면과 (2)전달내용 등을 분석 해 보기로 한다. (1)NHK의 경우는 아나운서나 기자, 해설위원 등 자국 직원이 전달하는 비율이 80%를 넘고 있다. 외부 전문가는 4.4%로 소수에 불과하다, (2)니혼TV는 자국 직원이 대응하는 비율이 75.6%로 비교적 높은 편이나, 외부 전문가도 8%나 된다. 후지 TV의 경우는 직원이 대응하는 비율이 71.4%로 방송 3사 중 가장 낮은 비율을 보이고 있다. 그러나 외전문가로는 13.3%로 NHK에 비해 3배 정도로 외부 전문가를 이용해 객관성을 높이고 있다. NHK 재난방송은 원고로써 정리된 정보를 주로 아나운서나 기자, 해설위원이 전달하는 형태를 취하는 것을 기본패턴으로 하고 있다.

Improvement of operational productivity in container terminals is a continuous demand, and related research using advanced ICT is continuously being conducted. This is a study on how to link an external expert systems in order to reduce the effort required for SW program development, testing, and stabilization according to the use of related technologies such as AI and Big Data in the terminal operating system, which is a key information system for terminal operation.

필수 영양성분인 비타민. 비타민은 소량으로 신체기능을 조절한다는 점에서 호르몬과 비슷하지만 신체의 내분비기관에서 합성되는 호르몬과 달리 외부로부터 섭취되어야 한다. 비타민은 체내에서 전혀 합성되지 않거나, 합성되더라도 충분하지 못하기 때문이다. 외부에서 얻어야하는 꼭 필요한 영양성분이기에 중요한 비타민이지만 잘못된 상식들이 난무하고 있어 일반인들은 물론 전문가들조차 옥석을 구분하기 어려울 정도. 그리하여 주요 비타민에 대해 제대로 알아보는 시간을 갖고자 지난 호에 이은 두 번째 시간으로 비타민A와 비타민B군에 대해 알아본다.

In this article, an Expert System for MIDship section design(ESMID) is developed based on a general-purpose expert system shell. The system focuses on the integration of knowledge-based system and design resources such as an engineering database, graphical user interface, and engineering application program for the calculation of section modulus and longitudinal strength of ship structure. The validation of the ESMID system was examined and verified by applying the system to the 64K bulk carrier. The developed expert system can help a novice engineer in designing the midship section of ship.

본 논문에서는 설계 경험이 적은 설계자가 효율적으로 선급규정을 이용하여 선체설계를 할 수 있도록, 범용 전문가시스템 쉘(Shell)인 NEXPERT를 이용하여, 선체 구조설계를 지원할 수 있는 전문가시스템을 개발하였다. 먼저, 선급규정집(LLoyd Rule)과 기존의 rule scantling프로그램으로부터 지식을 추출하고, 이를 바탕으로 객체지향개념에 의해 지식의 그룹핑과 계층화를 시도하였다. 또한, NEXPERT가 갖고 있는 외부 프로그램과의 접속기능 (Cellable Interface)을 이용하여 각종 설계에 필요한 프로그램과 실적선 데이타베이스를 접속하였다. 특히, Motif를 이용한 그래픽 사용자 인터페이스(Graphical User Interface:GUI)를 도입하였고, 설계자가 결과에 대해 검토를 할 수 있도록 Knowledge tracing기능을 부여함으로써, 사용자 지향의 구조부재 치수 결정 지원 전문가 시스템을 개발하였다. 이러한 연구를 통해 범용 전문가시스템이 선박설계에 이용될 수 있다는 가능성을 보였으며, 그 추구해야할 방향을 설정하였다. 특히, 어떤 설계결정에 이르는데 관여한 규칙들을 보여주며, 객체로 정의된 설계부재들의 값을 확인하게 함으로써 설계자가 효율적인 설계를 수행할 수 있게 되었다.

본 연구에서 구축하고자 하는 통합OPAC은 특정 주제의 문헌정보원, 전문가정보원, 통계정보원을 제시해 주는 참고봉사 전문가 시스템, 온라인 열람목록(OPAC), 이용 안내, 외부데이타베이스의 검색 모듈이 결합된 시스템이다. 지식베이스는 문헌정보원 지식베이스, 전문가정보원 지식베이스, 통계정보원 지식베이스로 구성된다. 지시베이스의 추론방법은 전진추론(forword chining) 방식을 채택하였다. 시스템의 구현 환경은 먼저 하드웨어는 IBM 호완기종의 개인용 컴퓨터들(IBM386-DX33이상)을 사용하고 시스템 개발도구로는 전문가시스템과 하이퍼텍스트가 결합된 쉘(shell)인 KPWin++를 이용하였고 문헌정보원, 전문가정보원, 통계정보원에서의 키워드추출 등 정보처리 작업은 터보C를 사용하였다.

In this paper, we analyzed and analyzed the entry path and the capacity of translation competent personnel who participated in the translation project for the last 5 years. For this purpose, the entry path of the translation workforce is classified as 'employee', 'research course', 'vt', and 'external expert'. And the number of manpower and the amount of translated manuscripts were examined by year. In addition, the average amount of manpower for one translator was also examined. As a result of the research and analysis, the proportion of the total translation companies in the translation business was in the order of external experts - from the research course - from the qualification examination - from the staff. The proportion of manuscripts is in the order of from the research course - external expert - from the qualification examination - from the staff. In addition, we surveyed and analyzed the present status of each of the translators and discussed the characteristics and problems of each business sector. In the translation of historical documents, the proportion of manpower is the largest in the research process, but the proportion of manuscripts is the highest in the qualification test, and that of the experts in the translation and special classics is significant. In addition, it was judged that translation work of translator was proceeding inefficiently by analyzing average manpower quantity of translation worker. In order to solve these problems, three plans were proposed: 'Need to plan the use of translation personnel based on business plan', 'Improvement of qualification examination for cross-country and translation committee members', 'Training of translation experts in specialized fields and expansion of entry routes'. Each of these measures must be validated and validated through detailed analysis and research. However, it is hoped that the translator will help the translation project by establishing a more systematic and planned business plan and a plan to utilize the translation workforce.
