Effectiveness and Market Friendly Activation of Restricted Stock Units (RSUs) in the Early-Stage Startup Ecosystem: A Focus Group Interview (FGI) Approach (초기창업생태계를 위한 양도제한조건부주식(RSU)의 시장친화적인 활성화 방안: 전문가 포커스그룹인터뷰(이하 FGI)중심으로)

  • This paper aims to examine the effectiveness of Restricted Stock Units (RSUs) in attracting and retaining top talent for startups and venture companies in the context of their implementation in July 2024. The study investigates whether RSUs align with their original intent and identifies additional measures to enhance their effectiveness. Additionally, the paper explores strategies to actively adopt and revitalize RSUs in the business field from the perspectives of experts representing key market participants within the early-stage startup ecosystem in Korea. The study employs a three-pronged approach. First, a pre-study examines how RSUs overcome the limitations of existing stock compensation schemes, the benefits they offer, and the key conditions for ensuring market-friendly effectiveness. Second, experts involved in the RSU bill's early stages identify five issues that need to be addressed to ensure the bill's market-friendly effectiveness: RSU vesting conditions, RSU vesting targets, RSU vesting scope, RSU vesting timing, and RSU vesting-related tax benefits. Third, the study conducts an FGI with experts representing key market players in the early-stage startup ecosystem to examine the effectiveness and activation measures of the proposed RSU scheme, RSU adoption within the early-stage startup ecosystem minimizing conflict of interests with existing shareholders such as venture capital investor. Finally, experts emphasize the importance of clearly defining and communicating RSU benefits to businesses for effective RSU activation. This study's significance lies in its derivation of various insights from FGI research on the effective adoption and activation of RSUs within the early-stage startup ecosystem. Moreover, it is expected to provide a methodology for gauging opinion-gathering procedures for new bills introduced to foster startup and venture company growth.

A Study on the Plans for Effective Use of Public Data: From the Perspectives of Benefit, Opportunity, Cost, and Risk (인터넷기반 공공데이터 활용방안 연구: 혜택, 기회, 비용, 그리고 위험요소 관점에서)

  • With the request for the advent of new engine toward economic growth, the issue regarding public-owned data disclosure has been increasing. The Korean governments are forced to open public-owned data and to utilize them in solving the various social problems and in promoting the welfare for the people. In contrast, due to the distrust of the effectiveness for the policy, many public owned organizations hesitate to open the public-owned data. However, in spite of communication gap between the government and public organizations, Ministry of Government Administration and National Information Society Agency recently planned to accelerate the information disclosure. The study aims to analyze the perception of the public organization for public data utilization and to provide proper recommendations. This research identified mutual weights that the organization recognize in opening and sharing the public data, based on benefit, opportunity, cost, and risk. ANP decision making tool and BOCR model were applied to the analyses. The results show that there are significant differences in perceiving risk and opportunity elements between the government and public organizations. Finally, the study proposed the ideal alternatives based on four elements. The study will hopefully provide the guideline to the public organizations, and assist the related authorities with the information disclosure policy in coming up with the relevant regulations.

Policy Suggestions for Establishing Culture Technology Institute from Economic Point of View (경제성 관점에서 문화기술연구원설립에 대한 정책적 제언 -조직구조, 규모 및 설립시기를 중심으로-)

  • The establishment of Culture Technology Institute is now under discussion. In case of advanced countries (including USA, Japan and EU) practices market-oriented policies in the area of culture and entertainment industry. Therefore it is hard to find out Government-funded Institute which Korea could benchmark. In this situation, there are many different opinions about its organizational structure, size of organization and budget, and when the institute should be established. This study proposed a Consolidated-Decentralized model as a proper organizational structure after evaluating 4 different models based on 4 criterion. And based on results produced by the model developed for our research, this study suggested proposals that the number of research personnel and the size of budget should be larger than 300 persons and 1200 billion won respectively. However, the establishment of institute should be decided by not only economic factor but also various factors such as political element, externality, private company investment and effect on production inducement etc. If new institute focused on different area from ETRI, then the time and size of the institute could be decided by the result of policy analysis.

Benefit Evaluation for Traffic Transfer System using Contingent Valuation Method in Tourist Resort (CVM을 이용한 관광지 환승 교통시스템의 편익 추정에 관한 연구)

  • According to the rapid economic growth and the escalation of recreational tourism activities due to the change of job and working patterns, currently various traffic problems often occur in tourist areas. As tourist traffic, contrary to general traffic, is not regional but rather from outside the area of interest, it is hard to grasp the traffic situation surrounding the tourist area. Furthermore, since the traffic is concentrated during a limited tourist season, it is difficult to examine and solve the problem. In this study, in order to test the feasibility of introducing a traffic transfer system to reduce congestion in tourist areas, the authors considered the differences in traffic congestion between typical and tourist seasons and designed a willingness to pay model. The willingness to pay amount for a shuttle bus fare is assumed as 1,430 Won and 1,650 Won is assumed for a transfer parking charge. These amounts were slightly above the current bus fare in the study area, but many people thought that the introduction of a traffic transfer system would help to relieve the traffic congestion approaching the tourist area and to develop tourism resources. As the willingness to pay appeared high from the persons used in this study, it was indirectly confirmed that the introduction of a traffic transfer system would be a step in the right direction.

Analysis on Efficiency of Hierarchical Structure for a Grid Transit Network (격자형 대중교통 노선망의 위계구조 효율성 분석)

  • This study analyzed whether a transit network with hierarchy is efficient or not, and if transit network hierarchy has cost efficiency, then which condition guarantees the efficiency of the transit network hierarchy. The authors modeled the total cost of the transit network and suggested the conditions in which the transit network hierarchy has cost efficiency through comparing the cost of the transit network with and without hierarchy. The efficiency of transit network hierarchy is guaranteed when the travel cost savings induced by using a higher hierarchy transit network is larger than the increasing non-travel cost, which is the sum of access cost, waiting cost, and operating cost, induced by the introduction of a higher hierarchy transit network. This result is consistent with common sense and with the concept of cost and benefit analysis. If a passenger traveling within the area divided by a higher hierarchy transit network uses only a lower hierarchy transit network and the passenger traveling out of the area divided by the higher hierarchy transit network uses both lower and higher hierarchy transit networks, the travel demand using the higher hierarchy transit network is inversely proportional to the square of the line spacing. This means that the transit network becomes more efficient and small increases of travel demand guarantee the efficiency of the transit network hierarchy as the connectivity of the network becomes higher. This result shows that transit networks have economies of aggregation. This study is the first analytical research on transit network hierarchy and is expected to be a basis for numerical research. However, numerical research should complement this study, since analytical research has some limitations for considering a real network.
