Method: I analyzed the National Statistical Office and related reports to investigate the status of foreign workers. Based on this, the government came up with measures to improve the system. • There have been many critical point of view on the Korean industrial relations arguing that its conflictual nature and combative unions, and too much protective labor laws make the foreign investors to avoid Korea as an investment location. This argument has been raised since IMF' financial bail-out when Korea needed badly foreign FDI. Since then, however, any significant improvement in industrial relations field has not been made. In this kind of dead-lock situation, the Ireland' success story give us an important lesson, in which the strong economic growth had been made through the massive FDI, stimulated by the social partnership between government, unions and employers. Our study has an aim to examine the several success factors for Ireland's economic success, and to take a deep look into the context and characteristics of the Ireland' social partnership, and its outcome. We also try to draw some lessons to Korean economy, in particular, in its economic policy and industrial relations.

This study investigated the information needs and information seeking behaviors of international students in Korea according to the settlement stages (before entry, initial settlement, and present) through Critical Incident Technology (CIT). International students in Korea reported their daily life-related information needs more frequently than their academic-related information needs. International students used multiple information sources for seeking information, such as websites, social media, and friends. Compared to websites, international students demonstrated higher satisfaction with interactive sources such as social media and friends. It was found that the language barrier is the biggest difficulty that international students experience during the information seeking process. Unfamiliarity with Korean society and culture were addressed as another difficulty. Based on the understanding of international students' information needs and seeking behaviors throughout the settlement stages, recommendations for helping international students search for information in their daily life were discussed.
