Improvement of EIA Associated with Greenhouse Gases Subject Matter for the Preparedness of Post-2020 (Post-2020에 연계한 온실가스 항목의 환경영향평가 개선 방안)

  • In orderto cope with the post-2020 in accordance with the Paris Agreement, greenhouse gas (GHG)reduction in Environmental Impact Assessment (EIA) and its contributions to post-2020 were discussed. The 26 Environmental Impact Statement (EIS) administered by Geum-River Basin Environmental Office from 2010 to 2019 were analyzed for reviewing GHG mitigation measures. From the case study, it was found that the assessment of GHG emissions reduction and climate change adaptation were not appropriately performed. In this study, the following measures are proposed to improve the inappropriate assessment of 'GHG subject matter' associated with EIA according to post-2020, 1) allotment of enforced charge on GHG emission during the EIA process, 2) addition of the 'GHG subject matter' in 'establishing permissible discharge standards' which is based on "Act on the Integrated Control of Pollutant-discharging Facilities", and 3) the participation of stakeholders in early EIA stage for governance. Development of Indicators for the National GHG Reduction Technology Selection Based on Delphi Method (델파이 기법을 활용한 국가 온실가스 감축기술 선택 지표 연구)

  • A strategic technology selection for GHG reduction is crucial to secure mitigation means. Especially, a technology selection for a public sector is encouraged to consider integrated perspectives due to various stakeholders under public goals. However, previous studies have mainly focused on technological and economic factors, moreover, consistent criteria have not been applied. This study develops indicators for the GHG reduction technology selection from the public perspective based on delphi method with 22 experts. The result provides valid indicators of technology selection for GHG reduction considering an aspect of technology, economics, environment, policy, society. Specifically, 16 indicators from 5 categories on commercialized technology, and 18 indicators from 5 categories on new technology. We expect that those indicators are useful for a decision-making tool of technology selection. Moreover, provide the basis for the study of judgement criteria to evaluate GHG reduction technology.

  • The International Maritime Organization (IMO) has been seeking measures to prevent climate change caused by shipping and actively discussing the initial strategy of reducing ship greenhouse gas emissions adopted in 2018. Member states are proposing various reduction measures in the IMO's 5th International Working Group on the Reduction of Greenhouse-gas emissions. However, each member country's method of measuring impact assessment differs, making it impossible to objectively compare impact assessment by country. As such, various measures have been proposed by each country to reduce greenhouse gas emissions, and it is necessary to determine a standard impact assessment measurement method that can be applied to all countries before 2023, when IMO's greenhouse gas reduction strategy is implemented. Therefore, this study seeks to develop detailed guidelines for impact assessment to objectively compare the impact assessment results of ships' greenhouse gas reduction measures. Drawing detailed guidelines that can compare the effectiveness of each country's reduction strategies will enable the IMO leading marine environment GHG reduction.

  • This article addresses potential errors in accounting greenhouse gas (GHG) emissions based on the International Council for Local Environmental Initiatives' (ICLEI's) International Local Government Greenhouse Gas Emissions Analysis Protocol (IEAP). The IEAP seems to provide practical guidelines for local governments so that they can measure their GHG emissions. The outcomes are immediately convertible for any national GHG inventory analysis when one is constructed based on the methodology drafted by Intergovernmental Panel on Climate Change. Further, it provides a societal foundation at the global level in order for local governments to collectively deal with 'double-counting' and 'allocation' problems. However, ICLEI's IEAP overlooks two major issues: (1) the protocol does not consider carbon dioxide emissions due to burning biological fuel as a type of GHG emission; and (2) it overlooks the possibility of indirect double-counting when producing emission factors at the local level. Thus, the limitations must be fixed so that the local governments can measure their GHG emissions more precisely, while the accurate GHG inventory will ultimately support reducing the local governments' emissions to mitigate anthropogenic climate change.

  • 2011년 1월부터 일상생활에서 석면에 노출되어 석면관리 질환을 앓고 있는 분들에게 요양급여 및 요양생활수당 등의 구제급여를 지급하는 '석면피해 구제제도'가 새롭게 시행되며, 먹는 물 수질기준 강화 및 항목 확대로 수돗물이 더 깨끗하고 안전해진다. 또한 실내공기질 관리대상 시설이 확대되며 공공하 폐수처리시설 및 폐수배출 시설(1~2종)을 대상으로 "생태독성 배출허용기준"이 새롭게 적용되어진다. 국가 온실가스 감축목표 달성을 위하여 공공부분과 관리업체에 대하여 온실가스 에너지 목표관리제가 새롭게 시행된다. 2011년부터 달라지거나 새롭게 시행되는 환경행정 내용을 정리하였으니 참고 하시기 바랍니다.

A study on the estimation of the renewable energy certificates(REC) weight considering the life cycle assessment(LCA) of greenhouse gas emission (전과정(LCA) 온실가스 평가를 고려한 신재생에너지 공급인증서 가중치 산정 방안 연구)

  • The government continuously improves the RPS system to expand the supply of renewable energy, but there has been criticism that more environmental aspects should be considered to reduce GHG emission. REC weights are differentiated according to renewable energy sources. Greenhouse gas emission is one of the decisive factors, and its value is set by experts' opinion. This study assigns LCA to get accurate value of GHG emission. The LCA calculates emitted greenhouse gases from entire process of fuel production, transportation, power plant construction, operation, and decommission. This study suggests a method to change the greenhouse gas reduction effect from the existing qualitative method to the quantitative method and evaluates them. As a result, the evaluation score is changed, but the tier interval is so large that it does not affect the REC weight. Therefore, this study suggests the way that directly reflect the greenhouse gas reduction effect in the REC weight.

  • 탄소발자국(carbon footprint)은 인간의 생산 및 소비활동 전 과정에서 발생하는 온실가스의 양을 나타내는 지표 중 하나로, 최근 기후변화 대응 전략의 일환으로 국제사회의 주목을 받고 있는 개념이다. 현재 영국, 일본, 스위스, 프랑스, 미국 등 선진국을 중심으로 탄소발자국 산정을 통해 온실가스 배출을 저감하려는 시도가 활발히 진행되고 있으며, 탄소발자국 개념을 물관리 분야로까지 확대 적용하는 방안이 논의되고 있다. 본 연구의 목적은 영국과 미국의 서로 다른 형태의 물분야 탄소발자국 산정 방안을 비교 분석함으로써 우리나라의 효율적인 기후변화 대응 물관리 계획에 적용하는 방향을 제시하는 데 있다. 영국은 2008년 제정된 기후변화법에 따라 탄소 저감 목표를 수립하고 정부 차원에서 마련한 표준화된 탄소 산정 가이드라인을 바탕으로 지역 물회사들로 하여금 탄소발자국 산정 및 온실가스 저감계획을 이행하도록 하고 있다. 반면 미국의 경우, 정부 차원에서 탄소라벨링 시스템이 제도화되어 있지는 않으나, 하천네트워크(River Network)와 같은 비영리 민간단체를 통해 물 분야의 탄소 저감 인벤토리가 구축되어 왔다. 현재 우리나라 수자원 분야에서 한국수자원공사가 일부 지역 정수장의 수돗물 및 병물의 생산 및 공급 전 과정에서 발생하는 탄소를 정량화하고 있으나, 물관리 시스템 전반의 온실가스 인벤토리 구축을 통한 표준화된 저감계획이 수립되지 않은 상태이다. 본 연구에서는 우선 영국과 미국에서 진행되어 온 물 분야 탄소발자국 논의의 배경과 동향 및 시행 체계를 살펴보고, 영국 정부 차원에서 제시한 물 분야 탄소 산정 가이드라인과 미국 민간부문에서 제시한 안을 각 항목별로 분석하였다. 이를 통해 두 나라가 비슷한 시기에 탄소발자국 논의를 시작하였음에도 불구하고 실제 적용 과정에서 나타나는 차이점과 특수성을 분석하였다. 탄소발자국 산정은 오늘날 수자원 분야의 기후변화 대응력을 강화하기 위한 대안으로 그 중요성이 점차 증대되고 있다. 영국과 미국의 사례에서 살펴보았듯이 효율적인 온실가스 감축을 위해서는 총괄적인 온실가스 감축 인벤토리 구축이 선행되어야 한다. 따라서 본 연구의 결과는 국내 물관리 분야에서 저감 잠재력이 큰 곳을 중심으로 한 온실가스 저감계획 및 방향 설정에 유의한 시사점을 제공할 것이다.

Analysis of Scope 3 Management Characteristics for the Best Greenhouse Gas Management Companies by Utilizing CDP Data (CDP 정보를 활용한 국내외 온실가스 관리 우수기업의 Scope 3 관리수준 분석)

  • This study analyzes domestic and overseas companies' Scope 3 verification, level of management, source and industry characteristics based on the responses of domestic excellent companies and rated 90 points or more global excellent companies which are included in CDP Korea 200 and CDP Global 500. The result of analysis conveys that global excellent companies' Scope 3 management source achieved the average of 2.7 which is one more than domestic excellent companies', according to the Scope 3 guideline of World Resource Institute and World Business Council of Sustainable Development. For domestic companies are tend to focus on business travel, employee commuting, etc. but didn't manage capital goods, leased assets and investments. Global companies' Scope 3 source is similar to domestic companies but shows more actively managing on investment and use of sold products. It seems that domestic companies should actively develop Scope 3 source especially for the capital related items and respond to the future regulations on inter-enterprise management through the Scope 3.

  • 교토의정서의 발효로 인해 전세계적으로 온실가스 감축 활동이 활발하게 진행되고 있으며, 국내 산업계 또한 온실가스 저감을 피할 수 없게 되었다. 특히 교토의정서 이행을 위해 도입된 교토메카니즘 가운데 개발도상국의 온실가스 감축 활동을 위해 CDM 사업이 활성화되고 있으며, 개발도상국인 우리나라도 참여할 수 있기 때문에 국내 기업 및 정부의 관심이 높아지고 있다. 그러나 CDM 사업을 수행하기 위해서는 적용 가능한 CDM 사업 방법론이 필요하며, 방법론이 없을 경우 CDM 사업 방법론을 개발하여야 한다. 방법론에는 베이스라인, 추가성, 배출 감축량 등에 대한 구체적인 방법이 제시되어야 하고 사업의 타당성 확인 및 검증을 위해 방법론을 정확히 이해해야 한다. 따라서 본 CDM 사업 방법론 연구를 통해 CDM 사업 수행 및 방법론 개발을 위해 필요한 주요 항목에 대한 이해를 돕고 국내 CDM 사업의 활성화를 도모하고자 한다.

A Study on Construction Plan of the Statistics for National Green House Gas Inventories(LULUCF Sector) (국가 온실가스 인벤토리 LULUCF 부문 통계 구축방안에 관한 연구)

  • This Study aimed to construction the plan of the statistics for national greenhouse gas inventories of international standards. Currently, the statistics of the greenhouse gas inventories of South Korea, has a problem that is not able to build the changed information. In previous studies, it has been limited to the construction of the information within each category. In order to solve these problems, targeting Gyeonggi province, we analyzed the land use change by utilizing the various information such as satellite images, KLIS, UPIS. As a result, we suggested the following implementation, classification system of LULUCF category, improvement of accuracy by utilizing satellite images of high resolution, additional research for methodology. Based on these contents, we suggested the construction plan of the statistics for national greenhouse gas inventories(LULUCF sector). Frist, it is necessary to construct of land use change informations for the past 20 years, Then, it need to create the matrix of land use change by utilizing satellite images and various land information systems.
