A study on the indicator development for the selection of urban regeneration areas through analytic network process : a case study of Gong-ju (ANP 분석을 활용한 도시재생 활성화지역 선정지표 개발 : 공주시를 대상으로)

  • The purpose of this study was to develop an indicator for the selection of urban regeneration areas through an analytical network process. Therefore, this study derived five criteria and 58 indicators based on previous studies. Five criteria and 16 indicators were derived by taking into account the region and city characteristics of Gong-ju. Next, a survey from 63 urban regeneration experts was performed. The weight values of the criteria were calculated using the super decisions 2.0 program. As a result, population characteristics (0.244) was the most important criteria, followed by the industry economy (0.218), condition of promotion policy (0.193), social culture (0.188), and physical environment (0.158). These results will be used to select potential urban regeneration areas, and will contribute to overall effective urban regeneration.

  • This study aims to analyze in depth the operation of the Public Lending Right(PLR) system that is implemented in 34 countries in the world in order to propose the ideal operation of PLR system. The PLR system is that authors receive payment because they lose the sales opportunities due to the loan of their books by libraries. Among 34 countries implementing the PLR system, 31 are European countries and 20 countries enforce the copyright law for the operation of the PLR system. Fund for the PLR is financed by the budget of the central government in 25 countries and payments are made on the basis of loans data in 20 countries. Writers, illustrators, translators are eligible to receive payments in many countries. 17 countries provide payments to the authors who have contributed to books lent out by libraries.

  • Recently, operation of highway is the complex digital Infrastructure based on complicated IT. The application of IT is increasing more and more in digital Infrastructure. Though IT is very convenient, if unpredicted operating risk of highway occurs, widespread damage can be large. When operating risk of highway occurs, road users are out of smoothly-run service because of the operating interruption. This risk causes unpredicted operating management cost and additional maintenance cost. It will excess over the planned operating cost, which may leads to users's unsafety and operator's insolvency because of income loss. Until now, related studies to find out the risk are not sufficient. The purpose of this study is to suggest risk cost items and to estimate the reasonable risk cost by using simulation method in case of occurring the huge power failure at the operating digitalized highway. This study indicates the several plans to hedge against risk cost and the management of highway project. From now on, it will be used as basic data to confirm the soundness of operating system in Digital Infrastructure.

  • Since SMEs have recognized needs for industrial technique leakage prevention, they tend to construct information security system causing huge consumption of budget, yet they cannot organize information security team to operate integrated information security management system with consistency and it is fact that there only occur instant introductions of certain system. In this study, we designed information security management system for SMEs' industrial technique leakage prevention which is differentiated from those of large enterprises based on current status of SMEs' industrial technique leakage. Specifically we analyzed current status and vulnerability of SMEs' industrial technique leakage and we designed industrial technique leakage prevention management system for SMEs. Then we applied Delphi method to validate appropriateness of study result. We strongly believe that SMEs may estimate a appropriate level of investment on information security and develop countermeasures for control by utilizing this study result.

  • Although the current evaluation system has been revised four times since it was revised in 1996, it is insufficient to utilize it as a basis for predicting the performance degradation from the long-term viewpoint and prioritization decision for the budget input due to the evaluation system limited to securing the structural safety. Therefore, this study proposes a new evaluation system suitable for the performance evaluation of conventional (ASSM) tunnels among the various types of existing road tunnels using Delphi technique and AHP technique. Since the existing evaluation systems and evaluation items in domestic and overseas are limited in scope of evaluation criteria, the survey was conducted in conjunction with closed questionnaires on existing items and open questionnaires for eliciting new items. The validity of the questionnaire results were verified and the performance evaluation factors suitable for conventional (ASSM) tunnels were derived. After calculating weighted value of the derived evaluation item using AHP technique, a new evaluation system is proposed to meet the characteristics of the ASSM tunnel, so that they can be used as reference materials for revising and supplementing detailed guidelines of performance evaluation in the future.

  • Military facilities with masonry construction have a great portion in the whole military facilities. But lots of them have been used for more than 20 years, the degree of deterioration of the facilities are very serious. Futhermore, as small budget for the facilities maintenance and poor maintenance, the performance of the aged masonry facilities have continually decreased. We suggest a structural performance assesment criteria for the military facility through literature review, interview with experts and questionnaire. The assesment of structural performance includes the inclining and sinking degree of the facilities, durability of materials and resisting force of the structural members.

The relationship between security incidents and value of companies : Case of listed companies in Korea (정보보안 사고가 기업가치에 미치는 영향 분석: 한국 상장기업 중심으로)

  • Recently, the risk of security incidents has been increased due to change of IT environment and development of new hacking methods. Event study methodology that measures the effect of a specific security incident on the stock price is widely adopted to analyze the damage cost of security incidents on market value. However, analysis of company's temporary stock price change is limited to immediate practical implication, and reputation loss should be considered as a collateral damage caused by security incidents. We analyzed 52 security incidents of listed Korean companies in the last decade; by refining the criteria presented by Tobin's q, we quantitatively showed that the companies has significantly higher reputation loss due to security loss than the other companies. Our research findings can be used in order that the companies can efficiently allocate its resource and investment for information security.

Architectural Work Cost Rate Analysis of Elementary, Middle, and High School Delivered by BTL (초·중등학교 민간투자사업(BTL)의 건축공사비의 공종별 비율 분석)

  • The accurate estimation of construction cost is critical for effective budgeting and financing of the project. Accurate estimates also allow for informed decisions when considering the responsiveness of bids or proposals and for a contractor to better monitor construction progress. However, current method for construction cost of the public educational facility uses a basic criteria in Korea, e.g, construction cost per unit floor area. Therefore, the purpose of this study is to examine present architectural work cost rate of elementary, middle, and high school delivered by BTL(Build-Transfer-Lease). We examined real construction cost of educational facility according to level of school, such as elementary, middle, and high school. The examination revealed that unit price of BTL educational construction cost are different to the level of school, but the composing rate of architectural work cost of the educational facility are very similar. As a result, it is recommended that future researches are initiated to create specific methods to support the accurate cost estimation of educational facility.

  • Rehabilitation projects for old water mains typically require considerable capital investments. One of the economical ways of pursuing the rehabilitation projects is to focus on a specific area within the entire region under management. In this paper the hierarchical clustering methods that analyze spatial inter-relationship of location data are applied to about 8,000 water leak location data recorded in a case study area from 1992 to 1997. Among the hierarchical clustering methods Single, Complete, and Average Linkage Methods are used to identify clusters of the water leak locations and to divide the area according to the defined clusters. By comparing the clusters identified by the clustering methods, the best clustering method for the case study area is suggested. Prioritization of the area for maintenance is obtained based on the water leak incident intensity for the clustered area using the suggested best clustering method.

  • Advanced water treatment for water supply is being introduced for the treatment of various organic materials which cannot be removed by conventional water treatment methods. While the development of advanced water treatment system appropriate to the domestic enviropment of advanced water treatment system appropriate to the domestic environment is essential, the study on the economic costs and the social impact is also of importance. In this paper, it is shown how to estimate the costs (capital and maintenance) for advanced water treatment facilities, especially those using ozone treatment combined with activated carbon process and membrance separation. Estimated costs were compared with the government budget. Also, a general relation between the system capacity and investment was derived. Four alternatives were considered form the aspect of the amount of water to be produced and the delivery system to the user. These alternatives were applied to the city of Pusan. It turned out that bottled water, produced only for drinking, has best economic advantages in having minimum system capacity without detriment to water quality.
