The paper aims at evaluating effects of preventive maintenance on life cycle cost(LCC) reduction of bridges. The preventive maintenance activities capable to delay bridge deteriorations can reduce overall maintenance costs and extend service life of a bridge by regularly providing maintenance activities and avoiding larger maintenance(repairs or rehabilitations) costs. Couple of prediction models were proposed in order to calculate LCC of a typical bridge: a health score model and repair rehabilitation cost model. In addition, the maintenance activities such as wash and painting were also suggested in order to consider effects of preventive maintenance in the analysis based on literature reviews. According to analysis results, new maintenance strategy(reactive maintenance + preventive maintenance) can save \0.5 billion per bridge for future life-cycle costs over 100 year analysis or \184 billion for entire HBMS(Highway Bridge Management System) inventory over 20 years. Small investments for preventive maintenance in improved bridge management can have a very significant return when considering the large bridge inventory.

In order to build an effective management system for structures and to propose national policy and vision for advance of safety and maintenance management, 'Fundamental Scheme of Safety and Maintenance Management for Structures' has been established and promoted. As developed countries adopt preventive maintenance management, which is preventive as well as aggressive repair/strengthening for structures, it is needed to introduce life-cycle analysis method for improvement of economical efficiency. Therefore, this paper presents not only analysis of domestic conditions and problems related to system for safety and maintenance management, policies and costs for structures but an improvement plan.

사회기반 시설물들의 노후화로 유지보수 비용이 급격하게 증가하고 있는 선진국뿐만 아니라 국내에서도 시설물을 체계적으로 관리하여 안전사고를 예방하고 유지관리 예산을 절감하고자 하는 관심이 날로 증대하고 있다. 해외의 뉴질랜드, 호주, 캐나다, 미국, 영국 등의 나라에서는 공공시설물 유지관리에 자산개념을 도입하여 관련 법과 제도를 정비하고 대웅적 유지관리방식보다 자산의 가치 중심의 예방적 유지관리로 전환하여 일정 부분 성과를 내고 있다. 국내에서도 시설물을 체계적으로 관리하여 안전사고를 예방하고 유지관리 예산을 절감하고자 하는 관심이 날로 증대하고 있다. 이에 IIMM의 자산관리 업무절차 모델과 국내에서 제시된 KTAM-40을 비교하여 공공시설물 자산관리 정보시스템의 설계방안을 제시하고자 한다.

미국, 영국, 호주, 뉴질랜드 등 나라들은 최소의 비용으로 도로시설의 기능을 유지하기 위해 사회기반 시설의 유지관리에 자산관리체계를 도입하고 있다. 자산관리체계를 도입하기 위해서는 기존의 사후 대응적 (fix-on-failure) 유지관리 방식에서 사전 예방적(preventive) 방식으로 전환이 필요하다. 본 연구는 해외에서 활용되고 있는 자산관리용 소프트웨어의 특성을 분석하여 사전 예방적의 유지 관리하기 위해 필요한 자산관리시스템 개발 방안을 제시하였다.

In this paper, the preventive maintenance strategy in operation stage of a bridge using Bayesian inference is proposed. The proposed technique can be used to predict the variation in the performance (or condition) of the bridge with higher accuracy, considering the uncertainty of monitoring. The applicability of the proposed method to the existing bridges is verified and analyzed that have an advantage in terms of maintenance cost efficiency compared to the conventional periodic maintenance system, which establishes maintenance after damage. It is expected that the proposed preventive maintenance method can be used to overcome the limitation of the conventional periodic maintenance method and to make practical bridge maintenance decision.

본 연구는 교량시설물의 유지관리에 있어서 사후 대응적 방식에서 예방적 방식으로 전환하기 위해 유지관리와 관련된 이연비용을 관리하는 시스템 도입방안을 제시하고자 하였다. 이를 위해 선행연구사례와 기존 유지관리시스템을 조사하였다. 또한 이연비용관리에 필요한 생애주기 재설계와 데이터 수집 및 관리들의 요건과 이연비용관리시스템을 이용하여 이들 요건을 처리하기 위한 흐름을 구상하였다.

유지관리에 있어서 가장 중요한 것은 예방정비이며 유지관리에 목적 또한 예방정비에 있다고 하겠다. 그러므로 최근의 여러 상황으로 미루어 절토사면의 예방정비라고 측면이 어느 때보다도 강조되는 시기라고 하지 않을 수 없으며 본 논문은 여러 가지 사면의 유지관리 소홀로 발생되는 사례를 통해 유지관리시의 문제점 들을 살펴보았다. 그리고 향후 사면의 유지관리를 통해 붕괴에 대해 적극적 대처방안을 모색하고 유지관리 부서 및 담당자들에게 도움이 되었으면 하고 추후 유지관리에 대한 많은 연구가 이루어졌으면 한다.
