It is necessary to establish wide integrated surveillance system of marine territory to reduce damage caused by maritime security threats, marine pollution and accidents for safe and clean marine use and efficient development of marine resources. For marine surveillance, the information characteristics of space-time specific, accuracy and operability are required, and real-time information about the wide area should be provided at all times. This special issue has been published to identify the characteristics of each platform, evaluate its usability for the establishment of a wide integrated surveillance system, and present the direction for future convergence studies between platforms. Since 2015, KIOST and cooperative research team have been performing the project, "Base research for building wide integrated surveillance system of marine territory using multi-platform" that detect vessels and red tide etc. near real time by using satellite, UAV and HF Ocean Radar. The objective of this special issue is to introduce the significance for an integrated system for maritime surveillance and to create a forum for discussion on recent advances in remote sensing technology and applications for marine disasters, pollution, and accident surveillance.

The culture of memory in France regarding slavery and slave trade has slowly been expanding its horizons: from limited perspective focusing on abrogation of slavery to inclusion of discussion on real experiences and suffering of African slaves. This change has been particularly noticeable since the 150th anniversary of abrogation of slavery in France in 1998. It was the year that citizens of French overseas territories that had internalized this painful and shameful history of suffering formed a visible social movement. For the last two decades, the French government has also demonstrated consistent, proactive and prompt response to discussions of issues rooted in slavery in overseas territories, wherein slavery is the root of fundamental problems. In particular, when the Taubira Law (2001) was passed in the Senate, the Committee for the Memory of Slavery was established. This committee has since contributed to better assessment and understanding of French history of slavery and slave trade. Such was the profound as well as significant change in public perception as well as in legal and social aspects that culminated in the 2015 establishment of $M{\acute{e}}morial$ ACTe, Caribbean Centre of Expression and Memory of Slavery and the Slave Trade in Guadeloupe. Reflecting on those historic moments in recent French history, this paper examines major debates in French society regarding establishment of the $M{\acute{e}}morial$ ACTe. It assesses how Aleida Assmann's "cultural memory" was created with the establishment of $M{\acute{e}}morial$ ACTe and how it has contributed to the new cultural identity of French overseas territories.

최근 서해지역 영해기점도서인 격렬비열도 인근 해상에 중국어선 불법어업이 증가되고 있으며, 인천 평택 대산항의 입출항 선박의 주요 관문로에 위치하고 있어 국토 최서단에 위치한 격렬비열도등대 기능을 강화하여 통항선박의 안전항행 유도, 불법어선 감시, 영토지킴이, 기상악화 시 어민들의 수난 구호기지 역할 수행 및 해양 기상관측시설물 관리 등 다양한 기능을 수행하도록 기반을 마련하였다.

ASEAN 회원국들은 2000년대까지는 재래식 전투능력을 발전시키려는 그들의 현재의 노력으로 인해 상당한 진전을 보일 것이다. 특히 그들의 해상영역은 더욱 빈틈없이 관리되고, 힘을 과시한 제한된 수단을 소유할 것이다. 이 지역 불안정의 잠재적 원인은 스프래틀리 군도에 대한 상충하는 영토권 주장, 그리고 정도는 덜하지만 권력의 승계에 뿌리한 국내적 불안(수하르토 이후의 인도네시아, 아키노 이후의 필리핀, 부미폴 왕 이후의 태국)과 회교 근본주의(특히 말레이지아, 인도네시아, 브루나이)이다

최근 산업사회의 발전과 더불어 세계 각국의 교역이 늘어나고 바다에 의한 경제 활동이 증대되면서 해양에 대한 가치는 더욱더 중요시되고 있다. 따라서 모든 해양국들은 자국의 수역을 좀 더 많이 확보하기 위해 인접국들과 첨예한 이해관계를 가지고 있는 상황이며 분쟁이 끊이지 않고 있는 실정이다. 본 연구에서는 국가간 해양영토에 관한 분쟁을 해결할 수 있는 영해기점의 정확도를 향상시키기 위한 영해기점 재 계산 방법에 대해 연구하였다.

1965년 싱가폴이 독립되었을때 싱가폴을 방어하기 위한 군대는 사실상 전혀없는 상태였다. 오늘날의 세계 추세와 같이 싱가폴도 자국을 보호하기 위해 급속히 군을 성장시켰다. 현재 싱가폴군은 자국의 영토를 보전할수 있는 현대화된 3군 체제를 유지하고 있다. 또한 싱가폴군은 외국 및 국내 방산업체 등을 통해 제작한 광범위한 무기체계로 장비되어 있다. 25년간 군을 운영해본 결과 싱가폴군은 그들의 임무를 충족하고 있고, 이러한 임무의 필요성과 조화되어 발전을 거듭하고 있다.

주. 사우디 ㆍ아라비아에서 남극의 빙산을 사들여 음료수와 용수로 쓸 계획을 추진하고 있다는 보도가 있다. 장구한 세월동안 오직얼음과 침묵속에 깊이 잠겨있던 남극대륙이 열강의 탐사대의 강력한 도전으로 그 베일이 하나 둘 벗겨짐에 따라 우리와 남극와의 관계가 점점더 두터워가고 있음을 깨닫게 된다. 남극에 가장 근접해있고 남극대륙의 약 절반에 달하는 광윤한 지역에 대한 영토권을 주장하고 있는 호주가 근착한 "Australia Now"자에서 호주 남극탐사기지를 중심으로 우리에게는 아직 생소한 남극대륙을 흥미있게 소개하고 있어 이를 옮겼다. 과학적인 기사라는데 관심이 가고 또 다른 이유가 있다면 삼복더위에 납량의 선물이 될까 하는 생각에서 서둘러 싣는다

군사력 건설은 장기간이 소요되므로, 주변국에 비하여 국력은 약하지만 영토 및 무역항로 주변에 항상 분쟁의 소지를 안고 있는 우리로서는 강대국이 보유한 고성능의 모든 무기체계를 다 가지려고 해서는 안 되며, 지금부터라도 비용을 최소화 하면서 주변 강국에 견제세력으로 작용할 무기체계들을 도출하여, 보복력을 발휘할 때까지 적의 선제공격에 어느 정도 지탱할 수 있는 방어 시스템과 더불어 집중연구 개발하여 다가올 21세기에 능동적으로 대비해야 할 것이다
