Preventing Subway Crimes : Focusing on Sexual Offenses in the Seoul Metropolitan Subway (지하철범죄 예방전략 : 서울 지하철의 성범죄를 중심으로)

  • The purpose of the paper is to provide policy suggestions for effectively tackling subway crimes, based on the UK and USA's crime control strategies and systems of subway crimes. The paper attempts to analyze the characteristics of subway crimes in Seoul Subways, and discovers that many of the crimes on the subways are basically 'opportunistic' crimes. In particular, crime statistics of Seoul Subways clearly show that sexual-related crimes are on the sharp increase. In this context, it is of great essence that official vigilance functions should be strengthened in order to eliminate crime opportunities in Seoul Subways. Based on such an analysis - in particular, focusing on official surveillance and response capabilities of subway passengers - the paper finally presents policy recommendations as follows: 1) an increase in the number of police officers of the Subway Police Squad, 2) an increase in the number of CCTV cameras and their effective use, 3) the development of subway riders' defence abilities, 4) strong law enforcement against minor disorder offences based on zero-tolerance policing, and 5) the reinforcement of community partnerships.

  • According to the recent statistics of Korean National Police which analyze the present status on the rate of the traffic accidents and their effects in Korea, the number of casualties by traffic accidents of 2004 amounted to 6,563, which means that the average number of casualties per 10,000 vehicles is 3.99. The figure of 3.99 is much larger than 1.85 of U.S.A, 1.10 of Japan, 1.14 of U.K., and 1.23 of Germany. The number of registered vehicles of Korea is steeply increasing since 1997 when it reached 10,000,000. Since then, the number of annual increase is estimated at 860,000 except for the year 1998 when the Korean economy was under the control of IMF, and over 14 million vehicles are registered as of the end of the year 2004. With the increase of vehicles, the violations of traffic rules, crimes using vehicles, car thefts, etc have been imposing a lot of serious problems on our society. On this thesis, we are aiming at analyzing some characteristics of traffic accidents reported to the police and suggesting some kinds of the police activities for securing the safety of the transportation. A Study of the Design Characteristics of the Police Uniform As A Visual Language - Focused on the U.S., England, Italy, France and Korea - (시각언어로서의 교통경찰관복의 디자인특성 연구 - 미국, 영국, 이태리, 프랑스, 한국을 중심으로 -)

  • Visual language is 'a form of communication without text'. Visual language is one of the strongest methods to spread knowledge. Uniforms could be interpreted as a symbolic language that establishes order in this complicated modern society by placing identity and responsibility on each members of various different organizations. In light of the above, the purpose of this research paper will be to analyze police uniforms of U.S.A, Great Britain, Italy, France and Korea as a form of visual language and interpreting them in terms of visual design in order to understand the fundamental ideas behind the designs and the effective applications thereof. Upon analysis of traffic police uniforms of each individual county mentioned above by separating each uniform's distinctive design, pattern, color, material and decoration based on visual factor, three characteristics of authority, dynamic functionality and friendliness were derived from comparing and analyzing each country's distinctive uniform design. The traditional unique role of police in our society was to maintain social order as their nature inherently possesses characteristic of authority and preservation, but has since undergone transition in many countries to appeal to the broader public by incorporating friendliness and dynamic functionality. Analyzing police uniforms in terms of visual linguistic sense requires a much more profound process of understanding beyond simple interpretation of configurative shapes. In conclusion, the true purpose of uniforms is to include and portray images of mankind's desire toward expressing ideas like 'mankind's bias toward existence beyond theirselves and the exercise of force through authority' and materializing such ideas into a physical form.
