Multifactorial Risk Based Prioritization of Foreign Matters in Food (식품이물의 다인자기반 위해평가 및 우선순위 설정)

  • Foreign matters in foods are important food safety issue of consumers, retailers, food manufacturers and food safety authorities in Korea. In order to provide information for development of risk management options and detection technology for foreign matters, multifactorial risk of foreign matters in foods was estimated based on various factors including detection rate, health adverse effect, economic and social aspects. For the each of five food items and foreign matters which were selected from previous study, factors including detection rates, health adverse effects, annual production amounts and willingness to additional pay to reduce foreign matters in foods were quantitatively estimated. The highest risk score was estimated for metal-noodle combination followed by insect-noodle and metal-beverage combinations. The multifactorial risk assessment on foreign matters in food could provide useful information to support risk managers and scientist in complex decision making when various factors should be concerned and different food-foreign matter combinations are compared.

  • This study is analyzed the implementation of medical aid for patients over 65 years of age who are among the discharged from hospitals with the capacity of over 100 beds. I have analyzed it with the data from an in-depth study of injury surveillance of discharged patients from hospitals done in a national project in 2004. After analyzing the results of the data from the beginning of this national project to the data collected in 2008, I could get the results that the rate of discharged patients over 65 years of age increased every year. Among them, the rate of discharged women was higher than that of the men, and the rate of deaths while at the hospital for patients over 65 years of age was higher than that of patients less than 65 years of age. The rate of operations done on patients over 65 was lower than that of patients under 65 years of age. The results of a diagnosis of popular symptoms showed that the rate of the diagnosis of cerebral infraction and structure of the heart at the circulatory organ was higher. In addition, the rate of the diagnosis of lung cancer, pneumonia, and chronic obstructive lung disease was higher, as well as the rates of gastric cancer, diabetes, liver cancer, and colorectal cancer. The results showed that the operation of the nerve system or cardiovascular system were higher. Therefore, according to this result, we should prioritize and allocate resources to the elderly people when setting up a management policy. And also, we should promote healthcare for elderly people after considering the characteristics of the implementation of medical aid in preparation of a super-aged society.

Cost-Analysis for Social Services: A Case Study of Community-Based Social Service Centers for the Disabled in South Korea (사회복지서비스 원가분석의 방법과 과제: 장애인복지관의 사례를 중심으로)

  • The purpose of this study is to report a case of cost analysis for community-based social service centers for the disabled. This study analyzed 2002 accounting reports and annual business reports from 20 social service centers for the disabled. To identify weight of each service researchers surveyed each service in terms of significance, difficulty, and emphasis from managers among centers. For cost analysis, this study used TCA(Traditional cost accounting), rather than ABC(Activity-based costing) because of costs, time, and difficulty to find cost drivers. Findings indicate that average annual expenditure is about 1260 million Won. About 65.8% is for labor and another 13.2% is for programs. In addition, the cost for respite care service(1 hour basis) is 26,922 Won and job counselling with job capacity evaluation(2 hour basis) is 143,355 Won. These costs does not count on real estate costs and low labor costs. Thus, market price of those services should be higher than the above. This study analyzed the costs with service bassis rather than costing item basis. This method would provide more useful information to decision makers in relation to program expansion, reducement, and resources allocation etc.

The Effect of Real Exchange Rate Depreciation Shock on Productivity and Employment for Manufacturing Firms in Daegu-Gyeongbuk Region (실질환율 충격이 대구·경북지역 제조업체 생산성 및 고용에 미치는 파급효과 분석)

  • This study examines the effects of real exchange rate (RER) depreciation shocks on firm-level productivity and employment in Daegu-Gyeongbuk manufacturing industries during 2006-2012. In particular, the study focuses on a sharp and persistent RER depreciation of the Korean Won from 2007 to 2009, which is a situation akin to a natural experiment in Korea. We find that RER depreciation has positive effects on productivity for firms with high export exposure in foreign markets. However, these effects disappear when RER depreciation persists. In addition, we do not find evidence that RER depreciation affects employment of Daegu-Gyeongbuk firms significantly. Firms in Daegu-Gyeongbuk region should pursue core competency to obtain international competitiveness rather than depending on temporary better price condition driven by RER depreciation. Further, policy makers in a local government should provide firms with financial and investment support to encourage innovation and R&D.

Measuring the Maximum Social Welfare Effects of Outlook Information Service for Fruits Sector in Korea (과일류 관측의 최대 사회후생 효과 계측)

  • This study was carried out to find the social welfare effects of agricultural outlook information service for fruit in Korea. The goals of an agricultural outlook information service are to improve the efficiency of the agricultural product market, and stabilize the farmer's income and consumer price. This paper introduces the results of econometric analysis for the effects of social welfare benefits. According to the results of econometric analysis for the citrus industry, the effects of the social welfare benefits were estimated to be 15,228 million KRW on apples (ratio of the total revenue, 1.5%), 3,154 million KRW on pears (ratio of the total revenue, 1.8%), 1,936 million KRW on peaches (ratio of the total revenue, 0.9%), 5,211 million KRW on grapes (ratio of the total revenue, 1.0%), 44,976 million KRW on citrus (ratio of the total revenue, 5.4%), and 2,590 million KRW on sweet persimmon (ratio of the total revenue, 0.8%) in 2012.

Analyses on Related Factors with Fire Damage in Korea (한국에서의 화재 피해 관련요인 분석)

  • In this study the factors of fire damage are analyzed through previous research reviews. Local environmental factors as well as those factors attributed to fire damage (number of fire events, number of injured, number of death, economic loss) were selected to compose mutual relationship model. In order to verify this relationship model, official statistics concerning fire damage were collected from 228 local governments and compared with results from previous research. As a result of this comparison four dependent variables and 22 independent variables that affect fire damage were analyzed. Independent variables are divided into human vulnerability factors, physical vulnerability factors, economic vulnerability factors, mitigating factors and local characteristics. To analyze a relationship between selected dependent variables and independent variables, we applied a semi-logarithm model and performed regression analysis. Among the 22 independent variables, the number of the weak to disaster, social welfare service workers, workers in manufacturing industry, and the number of workers in restaurants and bars per 10,000 people show the significant correlation with the number of fire incidence. The number of death from fire is significantly related to two variables which are the number of social welfare service workers per 10,000 and the ratio of commercial area. Damage cost is significantly dependent on the property taxes per 10,000 people. These factors were included in the research model as vulnerability factors (human, physical, economic) and mitigating factors and local characteristics, and the validity of research model was verified. The result could contribute to fire-fighting resource allocation in Korea or they can be utilized in establishing fire prevention policy, which will enhance the national level of fire safety.

A Study on Cost-Benefit Analysis for Geographic Information (국토지리정보의 비용편익(B/C) 분석)

  • Since the National Geographic Information System(NGIS) project of 1995, the geographic information projects have been promoted in various areas such as central and local governments. In the fact that large scale budget has been invested to geographic information projects as a national policy, the cost-benefit analysis would be essential to enhance the efficiency of the resource allocation. In this circumstance, this study analyzes the costs and benefits of geographic information produced by NGI(National Geography Institute). As a result of the cost-benefit analysis, the total amount of benefits were estimated approximately 620 million dollars and the accumulated ratio of the cost to benefit was 1 to 4.4. Also, the internal ratio of the benefit was 38%, which justified the large scale investment. In case of adding qualitative benefits which can not be measured in a quantitative term, the overall benefits from using such geographic information would be much higher than quantitative benefits. Further research work is required for more objective verification of the large scale national project such as building nationwide geographic information.

Agroforestry Strategies Reflecting Residents' Attitudes in a Semi-arid Region - Focusing on Elsentasarhai Region in Mongolia - (주민의식을 반영한 반건조지역의 산림농업 전략 - 몽골 엘센타사라이 지역을 중심으로 -)

  • This study explored agroforestry strategies to achieve ecological and economic effects simultaneously for Elsentasarhai region in Mongolia under desertification, based on attitude survey with a questionnaire, field survey on planting sites, and literature review. The agrosilvopastoral approach was suggested as a type of agroforestry practices which combined tree planting for combatting desertification and wind damage to crops, agricultural crop production for income improvement, and livestock raising, a major industry in the study region. Populus sibirica and Ulmus pumila native to desert regions were selected for tree planting, and Hippophae rhamnoides, potato, and fodder appropriate for the short growing season were chosen for income crop production, reflecting residents' attitudes and growth environments. As a strategy of land allocation to satisfy multiple effects of the agrosilvopastoral approach, the alley cropping technique was recommended which arranged alternately strips of trees as windbreaks and income crops in multiple rows. The study also explored desirable planting techniques to improve conditions of income crop production and tree growth against drought and strong winds in the alley cropping. Study results will be useful as fundamental information to implement sustainable agroforestry in Mongolia and other semi-arid regions where knowledge concerned is lacking.

Development of The Freeway Operating Time Prediction Model Using Toll Collection System Data (고속도로 통행료수납자료를 이용한 통행시간 예측모형 개발)

  • The object of this study is to develop an operating time prediction model for expressways using toll collection data. A Prediction model based on modular neural network model was developed and tested using real data. Two toll collection system(TCS) data set. Seoul-Suwon section for short range and Seoul-Daejeon section for long range, in Kyongbu expressway line were collected and analyzed. A time series analysis on TCS data indicated that operating times on both ranges are in reasonable prediction ranges. It was also found that prediction for the long section was more complex than that for the short section. However, a long term prediction for the short section turned out to be more difficult than that for the long section because of the higher sensitivity to initial condition. An application of the suggested model produced accurate prediction time. The features of suggested prediction model are in the requirement of minimum (3) input layers and in the ability of stable operating time prediction.

Social Interdependence and Knowledge Sharing: The Case of IT Projects (사회적 상호의존성과 지식공유: IT프로젝트의 사례)

  • IT project is a knowledge-based project with high uncertainty in role assignment and task allocationamong team members. This study empirically investigate steam members' interactive behavior in IT projects based on the framework of social interdependence theory. The goal and task interdependencebetween team members were posited as antecedents of project performance with communication effectiveness and knowledge sharing as mediating variables. To test the research model, a dataset was collected form IT and business professional pairs of 123 IT project teams. The results indicated that the theory of social interdependence is applicable to explaining the promotive interaction in IT project teams. In detail, task interdependence appears to have influence on both promotive interactions (communication effectiveness and knowledge sharing), and goal interdependence influences only on communication effectiveness. Knowledge sharing is found to be a significant mediator between social interdependence and project performance. However, communication effectiveness only indirectly influences project performance via knowledge sharing. Academic and practical implications are discussed.
