An Analysis on the Relation between Network Structure and Research Performance of Joint Researches in Accordance with the Matter of Supporting Research Funds: Focusing on the CT Area (연구비 지원 여부에 따른 공동연구의 네트워크구조와 연구성과 관계 분석: CT분야를 중심으로)

  • As the important factors to improve research performance, the researchers' capacity and the input of resources like research funds have been pointed out. As joint researches are recently vitalized, however, the scientific knowledge is produced by forming continuous mutual relations through the structural characteristics between researchers. Since the support of research funds becomes a foothold to perform researches as multiple institutions cooperate with each other, it can be considered to have influence on research performance. In other words, it can be estimated that the support of research funds has influence on research performance by generating differences in the connecting structure of joint researches. In the results of analyzing the relation between network structure and research performance in accordance with the matter of supporting research funds, targeting the joint research theses in the culture technology(CT) area for five years from 2009 to 2013 in SCIE DB, when multiple research institutes are connected to each other, the number of thesis is increased. When the betweenness centrality is increased, the number of thesis is decreased. Also, the matter of supporting research funds has influence on network structure and research performance.

Impact Analysis of Government Subsidy Fluctuations on Basic Research Outputs: focused on the IT field (정부연구비 지원 변동이 기초연구성과에 미치는 영향 분석: IT 분야를 중심으로)

  • The aim of this study is to analyze the relationship between fluctuations of a government subsidy and research outputs on the basic research field. An analysis of this study was conducted on basic research projects specifically on the field of information technology (IT) filed at university and Individual Research Programs of Korean ministry. Using various project characteristic variables, relationship between dependent variables and independent variables was controlled. To summarize results of a regression analysis, from looking at the correlation between fluctuations of a government subsidy and basic research outputs (weighted papers and patents), the result showed a positive relationship. The maximum effect of increased research funding projects on research outputs was 8 times greater than an effect of maintained funding projects. Moreover, the maximum effect of decreased research funding projects on research outputs was 4 times greater than an effect of maintained funding projects. Base on this result, we suggested implications from academic and practical aspects.

  • 예산의 5%에 해당하는 4~5조원을 과학기술 분야에 투입하겠다는 정부의 발표는 고무적인 소식이다. 그러나 걱정이 되는 것은 급격한 팽창이 오히려 투자의 효과를 떨어뜨려 연구비 증대가 오히려 낭비로 끝나게 될 수도 있기 때문이다. 연구는 자발적이고 다양해야 하기 때문에 투자의 집중화를 막아야하겠고 또 대학이 좀 더 중요한 역할을 할 수 있도록 연구비의 물꼬를 대학으로 틀어주어야 하겠다.

  • The purpose of this study is to conduct an in-depth analysis of the effect of support on the quality of research. Involved in this study were two areas of studies, namely; engineering and natural science and the respondents were accordingly selected among those who majored in the studies. The findings of the research are summarized as follows; The timely support for the research had a positive effect in rasing the quality of research to KCI and SCI. Granting that there are differences in the effect of support on research quality depending on the areas of studies, it is essential that the process of formulating support policies take into account the characteristics of the area of study.
