A Case Study on Establishing the Records Management System in the KDI School (KDI 대학원의 기록관리 체계구축에 관한 사례연구)

  • This case study aims to describe the principles and methods of records management applied to the systematic management of records in the KDI School of Public Policy and Management, and the process of its practical implementation. It provides more extensive coverage than most existing studies on records management, dealing with all procedures from the theoretical modeling to the records management system building. The School has built the Records Center that can integratively manage its administrative records and archives that have been erratic and unsystematic over the years. As a result, the introduction of records management has become a basis for succeeding the achievements of the KDI School and its history as well as supporting administrative and knowledge resources. As well, it is intended to be a guide for other schools or institutions when building the records management system.

  • There have been constant requests for urgently recruiting professionals in the archives to establish archival management systems by reflecting public institutional feature as well as reinforcing expertise and independence of them. However, it is true that some even adequate professional manpower haven't been secured at each level of public institutions due to ambiguous standards for the placement of professionals in the field of records management followed by the current [Public Records Management Act]. Thereupon, this study is to create records management task model for the archival management institutions with the workload of records management induced by the model, and to present reasonable scale of workforce to deal with the assignment. Moreover, here is shown which professional staff should be allocated for better efficiency and systems to carry out the task of records management in each relevant institution.

A Study on the Archives and Records Management Programs in the Schools of Library and Information Science in the U.S.A. (미국 문헌정보학 대학원의 기록관리학 교육과정에 관한 연구)

  • The purpose of this study is to identify several factors necessary to the curriculum development of the archives and records management in Korea by analyzing archival programs of to Schools of Library and Information Science(SLIS) in the U.S.A. Name of the schools, programs and their degrees, credits, required and elective courses, practice, research, facilities, and SAA guidelines of graduate archival programs are compared by analyzing websites and the literature review. There are a few LIS schools that concentrate archival education and most of the archival programs don't cover all of the core archival knowledge suggested in the LIS schools. In conclusion, the core curriculum of archival science should include history and preservation of archives, archives and records management, information technology, management principles, practicum, and research/ thesis. And a lot of cooperated research and conversation between educational institutions and practical fields are required.

  • According to article 11 of the Public Records Management Act of Korea, metropolitan city, special self-governing city, province or special self-governing province should establish archival institutions for permanent preservation and management of records. As a result, the establishment and operation of archival institutions in Korea has been increase, but since it is still in the stage of introduction, the mission and role of these archives have not been specified by archives act. Therefore, we need to establish a proper legal basis to support it. To do this, it explores the archives act in China, Russia and Germany in terms of basic operational policy, collection and transfer of records, management of records, and service of records. As a result, the study presents some implications for the archives act for the management of archives in Korea.

  • The department of processing is one to supervise the care for documents and the transaction of business and is also the starting point for task and production of records. In the department of processing, it not only produces records but also performs most tasks including keeping on file, organizing, arranging the period of preservation and transferring. Despite the importance of this record management in the department of processing, the problem of record management in the department of processing is considered to the private problem such as lack of will of task performers. After investigating the importance of record management and the record management that task performers think through a survey, this study deducts the matters to improve in the task of record management at the institution.

  • This study proposed a metadata schema for integrated management of festival archives and records produced individually. To achieve the goals, this study reviewed related literature, studied comparison analysis of international standards in Korea, Australia, and England, as well as interviews with festival staffs. With the results of investigation that compared the standardizations related to metadata and analysis of features in festival archives and records, this study proposed a metadata schema to describe various features on festival archives and records. The expectation of this study is that the festival archives and records, which are created in various organizations related to festivals, can be managed effectively. Also, the proposed schema can be used for the establishment of a systematic management for various types of festival archives and records.

  • This study is a basic study for the comparison and analysis of the current status and service of the Unified Presidential Archives and the civilian memorial hall, which manages the country's presidential records. For this purpose, the Presidential Archives and individual private memorial halls were surveyed on the current status of records, online and off-line services, and legal and institutional records. Based on this, the study analyzed the characteristics and differences of the Unified Presidential Archives and individual private memorial halls. This study is meaningful in that it attempted to compare and analyze the characteristics of the Unified Presidential Archives and individual private memorial halls and that the two agencies sought basic research to develop cooperative relations.

IMPLEMENTED PROJECTS IN MONGOLIAN ARCHIVAL SECTOR WITH FOREIGN CONTRIBUTION AND THEIR RESULTS (몽골 기록분야에서의 외국의 기여에 의한 프로젝트와 결과)

  • 외국 정부가 공여한 기록관리 프로젝트를 통해 몽골 기록분야가 발전했다. 이 글은 외국의 기여에 의한 기록프로젝트의 내용과 결과를 소개한다. 몽골은 20세기에 들어와서 마이크로 필름제작을 통한 기록보존 등 외국의 발달된 기록보존제도를 성공적으로 받아들였다. 몽골민주화 이전에는 러시아와 동독의 공헌이 있었으며, 민주화 이후 일본, 중국 등으로부터 기록보존 장비를 지원받았다. 1990년대 후반 이후 정보통신기술의 미비로 인한 곤란을 겪었으며, ICA와 EASTICA에 참여하는 국제협력활동을 통해 기록관리 선진 지식과 국제표준을 접하고 이를 번역하여 기록관리 업무에 활용했다. 2006년에 한국 KOICA로부터 지원받아 디지털아카이브즈 프로젝트를 수행했다. 이 KOICA 지원프로젝트는 주로 장비를 지원했으며 외국이 지원한 몽골기록관리분야의 최대 프로젝트였다. 2010년에는 KOICA의 의회기록프로젝트가 수행되었다. 내각기록은 터키정부의 협력으로 대규모 디지털화프로젝트가 수행되었다. 외국정부의 지원에 의한 기록프로젝트는 몽골정부의 기록관리 정보화 계획과 이행으로 이어지고 있다.

A Study on the Major Characteristics of the Revised ISO 15489 in 2016 (ISO 15489 개정판의 주요 특징에 관한 연구)

  • A new digital work environments, organizational changes, and system changes surrounding the records have changed the concept of records. ISO 15489, the international standard for records management established in 2001, has also been amended in 15 years to accommodate this. The study examines the characteristics of the revised ISO 15489, its elements and concept, in 2016. By comparing the old and new elements of ISO 15489 in detail, we intend to understand the nature of the revision and the basic framework of new standard.

A Study on the Application of Records Management Standards to Risk Management Framework (위험관리체계의 기록관리표준 적용방안 연구)

  • Owing to changing work environment and increasing uncertainty, risk management in records management area is becoming more important to secure work legitimacy and to increase the value of information for future. While risk factors in traditional records management were mainly focused on the preservation function, those in current records management were directly coupled with those of overall work processes which produce, distribute, and utilize records because information technologies make the relationship between works and records closer. This study proposes a set of risk management factors and strategies in records management based on the overall risk management framework of ISO 31000. Moreover, ARMA's works areas and NIST's systems areas were applied to form the risk management processes in records management, and ISO's records management standards were used to suggest the checklists for the processes in both areas, especially with ISO TR 26122 for work processes, and ISO 16175-3 for the context of records.
