A Study on Alternative Strategies for Archival Professional Training System (기록관리 전문직 양성제도 혁신 방안 연구)

  • This study aims to explore alternative strategies for the archival professional training system in response to changing records management environments. It found implications in the training and qualification system for overseas archival professionals and compared and analyzed the qualification system for Korean archival professionals. In addition, by analyzing the archival graduate schools' general status and the instructors' research performance, the study confirmed that many instructors have low academic interest in archival studies and the gap between schools was significant. Based on this, interviews with professors and experts were conducted to gather opinions on improving the archival professional training system. In conclusion, the study presents prerequisite tasks of organizing an archival community governance system and securing self-regulatory power. Moreover, it proposes innovative measures for the archival professional training system with three major tasks: creating graduate education guidelines, establishing a continuing and deepening education system, and transforming educational institutions.

A Study on the Research Trends of Records and Archive Management in North America through the Review of Archivaria (Archivaria 리뷰를 통한 국외 기록관리학 연구의 동향 분석)

  • The study aims to analyze the articles published in Archivaria to identify various trends and to explore the future research agenda in the area of records and archive management. The data used in this study include 75 articles published in Archivaria during the recent five years. In quantitative measurement, the study presents the current status of subject areas by year and author. In content analysis, the articles are categorized into the subject areas related to records and archive management, research topics, as well as the foci and research methodologies used. The results showed the differences between North American and Korean research trends in the area of records and archive management.

Factors Influencing Awareness of Records Management on the Republic of Korea Army: Records Management Systems and Organizational Culture (육군 기록관리 인식에 영향을 미치는 요인에 관한 연구 기록경영프로세스와 조직문화의 관계를 중심으로)

  • This paper aims to determine how the Republic of Korea Army (ROKA) records management system affects practitioners' understanding of the importance of records management. The levels of awareness of records management, which is based on ISO 15489, are set as dependent variables, whereas the ROKA's records management system factors are set as independent variables based on the standardized elements of ISO 30301 (Management System for Records). The relationship between these variables is then statistically examined using a sample (N = 251) surveyed with record management practitioners in the ROKA. The results show that operational factors had a positive effect only on the purposes and benefits of records management. Based on the results, it is suggested that the development of an expertise-based and value-oriented policy and education is necessary to improve practitioners' understanding of record management.

A study on the research trends of records management in the UK through articles published in Archives and Records (Archives and Records 학술지 수록 논문을 통한 영국 기록관리학 연구 동향 분석)

  • The study aims to investigate research trends in the UK records management field and compare the results with domestic research by analyzing research articles published in Archives and Records for the UK's research trends and The Korean Journal of Archival Studies (KJAS) for domestic ones. The study analyzed 318 articles published in KJAS and 142 articles published in Archives and Records since 2013, when the journal changed its title from Journal of the Society of Archivists, to investigate the distribution of authors, including the ratio of coauthorship and authors' affiliations. A set of 1,251 unique terms were extracted from KJAS, and 508 unique terms were extracted from Archives and Records for keyword co-occurrence network analyses. The result shows that the main research topics for KJAS include studies on (1) records management in general, such as archives, records, records management, and archival information service, (2) public records management, (3) personal or private records management, and (4) the techniques for records management, such as archival appraisal, selection, and disposition. In Archives and Records, (1) there are several case studies related to community and local archives, and (2) studies related to records management techniques, such as records description, appraisal, access, preservation, and service, have been performed continuously; furthermore, (3) studies on the digitization of oral history and audiovisual records are also one of the most researched areas.

A Study on Functional Design of Electronic Records Management System in Records Centers (전자기록관리시스템의 기능 설계에 관한 연구)

  • With changes of information environment on records managements, ERMS can be a suitable solution for managing multi-typed records. In this point, this study performed analysis and design of ERMS based on key functions and requirements to perform creation, preservation, management and use of electronic records. Especially, this study focused on interoperability with the related systems, security issues and back-up methods for secured preservation and management including fundamental requirements. Also, ERMS has a close relation with related systems such as intranet system, electronic document settlement system, and so on. compared to digital library managing information resources. Considering those features mentioned above, this study proposes functional requirements and a system architecture of ERMS which is satisfied with four characteristics of electronic records mentioned on ISO 15489 and environmental requirements.

A Study on the Establishment of Buddhist Temple Records Management System (사찰기록 관리 체계화 방안 연구)

  • Buddhism was introduced in the Korea Peninsula 1600 years ago, and now there are over 10 million believers in Korea. The systematic Management of Temple Records has a spiritual and cultural value in a rapidly changing modern society. This study proposes a better management system of Buddhist temple records for the Jogye Order of Korean Buddhism. this system Not only supports transparency of religious affairs, but presents a way for a more effective management. in this study, I conducted a study on the national legislation for the preservation of buddhist temples and the local rules of religious affairs from the Jogye Order. Through this, I analyzed the problems of Buddhist records management. in the long term, to improve these problems, I purpose the establishment of temple archives be maintained by parish head offices. This study presents a retention schedule for this systematic establishment system. I present charts for the standard Buddhist records management that manage the total process systematically from the production of records to its discard. Also I present a general plan to prevent random defamation of Buddhist temple documents and impose a duty for preservation. I intend for this plan to be subject to discussion and tailored to the particular needs of temple reads. In creating these charts standard of Buddhist temple records management, I analyzed operating examples of foreign religious institutions and examined their retention periods. I also examined the retention periods and classification system from the Jogye Order. Then I presented ways for this management system to operate through computer programs. There is a need to establish a large scale management system to arrange the records of buddhist documents. We must enforce the duty of conserving records through the proposed management system. We need the system to manage even the local parish temple records through the proposed management system and the operation of the proposed archive system. This study presents research to from the basic of the preservation and the passing of traditional records to future generations. I also discovered the historical cultural and social value that these records contain. Systematically confirmed Buddhist temple records management will pave the way that these tangible and intangible cultural records handed down from history can be the cultural heritages. establishing a temple records management system will pave the way for these cultural records to be handed down to future generations as cultural heritages.

  • To be able to present research authenticity, or to cope with patent related cases or any possible law suite for intellectual property, research records management is very important for evidence as well as for providing research information. But record keeping in engineering school laboratory is in an early stage, and lacks associated rules and best practices, which makes systematic research records management hard. This research investigated current practices of engineering school laboratories, analyzed related problems, and provides systematic methods for effective engineering research records management, such as modifying related regulations and process, systematizing the process of research records management, and educating researchers and building infrastructure.

  • The study aims at providing alternative strategies for ongoing issues concerning presidential records. It reviews a history of legislation about presidential records management and discusses issues on protection and disclosure of access-restricted presidential records. Four major issues-presidential records' category, management authority, designated representative, and production control-are argued. As a result, this study proposes solutions to guarantee the independence of presidential records management agency and to innovate a presidential records management process.

  • It is necessary to recognize the urgency and importance of administrative information dataset management and study effective management measures and specific procedures applicable in practice. Particularly, identify dataset records and developing records schedule for records management needs to be presented in detail and specific. This study designed and verified an identification method and appraisal procedure of dataset records in public administrative information systems dataset operating in public institutions. In addition, this study presented the role of the participants including the records center in the appraisal process. Through this, useful implications are derived for the development of specific and practical processes and tools for dataset management in the records center.

An Analysis of the Value and Characteristics of Research Records from an Archives and Records Management Perspective (기록관리 관점에서 본 연구기록물의 가치와 특성 분석)

  • This study, as the basic research for making research records management policies, aims to define research records and analyze the value and characteristics of research records from an archives and records management perspective. For these purposes, this study defines research records and their types by reviewing related studies. In addition, this study analyzed the following research records values: (1) evidence of research integrity and accountability with regard to research misconduct; (2) information for a succeeding study and an honorable failure; and (3) an asset for intellectual property rights and technology transfer. Finally, this study extracted the following characteristics of the research records: (1) each type of documents, data, and materials; (2) the archival bond between program and records; and (3) the continuity of production and use of the records. The findings from this analysis could be considered in revising related laws and policies.
