This paper explores the life cycle of innovation cluster, especially focussing on the Korean representative innovation cluster, Daedeok Innopolis. For this purpose, we review theoretically how an innovation cluster has been growing up. In particular, we discuss how a cluster has been formed and activated by governmental innovation policies from an evolutionary perspective. By doing so, the study identifies the typical features of an innovation cluster according to each dimensions of the cluster life cycle. The results of this study are as follows: First, in this study, Daedeok Innopolis has characteristics of latency, emergence, growth, and maturity from evolutionary perspective. Second, the governmental structure of the Daedeok Innopolis is a strong government-led and top-down structure, which has features of inclusiveness and flexibility such as umbrella policy. Third, the Daedeok Innopolis can be seen that adaptive or renewal development, as while, it can be applied fine adjustment the innovation cluster policy towards the recognition of innovation obstacle at each dimensions of the life cycle. Therefore, these discussions expose what kind of policy interventions should be addressed to form and develop the innovation cluster according to the cluster life cycle, as while, the development of adaptive policies during the risk and take-off period. Ultimately, the study provides that a different kind of policy instruments and tools should be implemented according to innovation cluster development and its distinctive characteristic per each dimensions of the cluster life cycle.

연구개발의 성과는 투입 자원의 크기로만 결정되는 것이 아니라, 이를 어떻게 효율적으로 관리하느냐에 보다 크게 의존된다. 따라서 한 국가의 기술혁신능력은 연구 개발의 관리 능력에 의해 좌우되며 이의 요체는 연구기획·평가기능이라 할 수 있다. 최근 첨단 기술의 주도권을 둘러싸고 선진국들 간의 개발 경쟁이 치열해짐에 따라 각국은 국가적 차원에서 대규모의 전략적 연구개발의 대형화·복합화 추세가 가속화되고 있고, 이에 대응하여 연구 기획·평가에 있어서 새로운 체계적인 방법론 및 기법이 요구되고 있다. 본 토에서는 '80년대 이후 선진국을 중심으로 변화·발전하고 있는 연구평가의 새로운 접근 방법을 파악하고, 미국,일본,EC,영국의 연구 평가 추진 현황 및 사례를 분석함으로써 우리 나라의 연구평가 시스템의 구축에 관한 시사점을 찾고자 한다. 최근 지방자치단체는 세계화 개방화 정보화 기술화라는 메가트렌드와 지방화 분권화 자치화라는 국내외 환경변화에 직면하고 있어 그 생존과 발전을 위해서는 무엇보다도 지역개발 및 지역경제발전이 시급하다는 위기의식을 가지고 있다. 과거 국가적인 차원에서 주도되어 왔던 지역경제개발정책이 이제는 지방자치단체에 의하여 지역적 차원에서 이루어지고 있다는 것이다. 특히, 경제정책의 대외적인 측면인 통상정책분야는 최근의 시대적 흐름에 비추어 볼 때 그 개발의 주체가 지방자치단체이어야 하며 지방자치단체의 정책영역 중에서도 비중이 가장 높아지고 있다. 이러한 통상진흥정책의 중요성에도 불구하고 중앙정부차원에서 제공되어지는 통상자료는 수도권 중심의 자료가 대부분이어서 그 자료를 이용할 때는 해당 지방의 중소기업에 맞게 지방자치단체가 보완 수정해줄 필요가 있다. 특히, 세계화와 지방자치시대 이후 경쟁이 심화되고 있는 지방자치단체는 국내외적인 통상환경변화에 능동적으로 대처하기 위하여 통상진흥전략을 신축적으로 운용하여야 한다.

This study shows that the policy directions to invigorate smart education for special education based on the view of special education teachers through AHP methodology. The result shows that development of smart contents, supporting for teaching and learning, smart education networking, establishment of legal foundation and supporting for infrastructure are relatively important policy ordered by weights. The analysis indicates that the contents development policy should be strategic direction for smart education in special education.

방산분야의 정책이나 전략부분은 단순히 방산 한 부분으로 보아서는 안되며, 국가 전체의 과학기술 개발정책차원을 고려해서 수립해야 합니다 이는 크게 보아 우리 경제의 국제경쟁력을 어떻게 제고시킬수 있는가와, 국방력을 어떻게 유지해야 자주국방을 달성할수 있는냐는 문제를 하나로 통합하는 시각에서 추진되어야 합니다 따라서 이제는 방산분야에 관련되는 부분과 연구개발부분은 국가적으로 통합적인 시스템을 형성하는 전략적 정책입안이 되어야 합니다

Japan has experienced a structural low growth in several decades. South Korea has also recently entered into a low-growth phase. The Japanese government is working to overcome the slow growth of national economy through Science, Technology and Innovation Policy. In this study, we will overview the STP policy of Japan and investigate and analyze the changes in organized systems of national R&D budget to do this. The purpose of the paper is to derive the policy implications that can be applied to the situation in Korea.
