A Study on Analysis of Issues in Developing a Basic Road Transport Database and Proposals for Enhancing Its Reliability and Data Sharing (with Focus on Databases Related to Road Transport Demand Estimation) (도로부문 교통기초자료 구축사업의 문제점 분석 및 개선방안 연구 (교통수요 예측 자료를 중심으로))

  • In Korea, previously implemented road construction project caused a big budget waste due to overestimation of transport demand. There could be reasons for such inaccuracy of transport demand estimation, but the main reasons are: (1) low reliability of used basic road transport data and (2) inadequate sharing of data among agencies/departments. The National Transport Database and the Household Travel Database in Seoul Metropolitan Area, two representing basic road transport database, will be used to the establishment of a road construction plan that will be promoted afterwards. However, these materials have problems such as low reliability and inadequateness, too. Hence, focusing on transport demand estimation related databases, this paper will make proposals for enhancing their reliability and data sharing.

A Study on Human Error of DP Vessels LOP Incidents (DP 선박 위치손실사고의 인적오류에 관한 연구)

  • This study reviewed 612 DP LOP(Loss of Position) incident reports which submitted to IMCA from 2001~2010 and identified 103 human error caused incidents and classified it through HFACS. And, this study analysis of conditional probability of human error on DP LOP incidents through application of bayesian network. As a result, all 103 human error related DP LOP incidents were caused by unsafe acts, and among unsafe acts 70 incidents(68.0 %) were related to skill based error which are the largest proportion of human error causes. Among skill based error, 60(58.3%) incidents were involved inadvertent use of controls and 8(7.8%) incidents were involved omitted step in procedure. Also, 21(20.8%) incidents were involved improper maneuver because of decision error. Also this study identified that unsafe supervision(68%) is effected as the largest latent causes of unsafe acts through application to bayesian network. As a results, it is identified that combined analysis of HFACS and bayesian network are useful tool for human error analysis. Based on these results, this study suggest 9 recommendations such as polices, interpersonal interaction, training etc. to prevent and mitigate human errors during DP operations.

A Case Study of the Error of Paleontology Exhibition Datas in the Natural History Museums of Korea (한국 자연사박물관 내 고생물학 전시자료들의 오류발생에 관한 사례연구)

  • This study investigated the errors in presenting paleontology exhibition data in 9 natural history museums for 2 years and two months from 15, Aug. 2013 to 25, March 2015. It was found that seven natural history museums presented 28 difference cases of data in error. The purpose of this study was to investigate why the errors occurred and how to prevent the errors from occurring and finally how to correct the errors earlier. For this purpose, this study review related literatures using conference proceedings, books, conducted a survey via natural history museums. Results suggested five ways to correct errors in the future. First, it is suggested that the authorities of the museum increase the number of curators and have specialists participate in excavation and maintenance, research, preparation of the exhibition data through a collaboration with universities and research institutes. Second, it is also suggested that the authorities establish the classification system to use in the exhibition process and secure a job for their maintenance specialists. Third, the authorities of museum should put an examination process in place as a system by inviting the external experts into the exhibition process and also establish a process of collecting errors identified by any museum visitors. Fourth, the authorities of museum should make an efforts to increase the participating rate of correcting errors through SNS, Docent, and educational programs among the community members and students. Fifth, they also should use mass media to show and present the research-proven figures of paleontological fossils, which hopefully helps resolve issues of the prior unchanging cultural inertia.

인과지도의 타당성 확보와 정보 표현력 향상을 위한 이론적 고찰

  • 시스템 다이내믹스에서의 인가지도는 동적 환경의 문제를 분석하고, 분석된 내용을 논의할 수 있는 도구로써 활용되고 있다. 하지만, 인과지도는 복잡도가 높은 문제를 설명함에 있어서 문제에 대한 정보의 표현과 논리적인 전개에 한계가 존재한다. 그리고 인과지도의 작성 과정에서 연구자의 주관성을 배제 하고 오류를 검증하기 위한 객관적 기준이 미흡한 실정이다. 또한, 문제 해결을 위한 세부적인 개체 모델링과의 연계성이 부족하다. 이에 일각에서는 시스템 다이내믹스의 문제분석에 관한 방법론에 지적을 가하는 경우도 있다. 이에 본 연구에서는, 인과지도의 타당성 확보와 정보 표현력 향상을 위한 이론적 연구를 진행하고자 한다. 본문에서는 인과지도가 객관적인 논리에 의해 작성될 수 있도록 수리적, 논리적 근거들을 제시함과 동시에, 인과지도의 정보 표현력 향상을 통한 대화도구로서의 기능적 향상 방안에 대해서 연구를 진행하였다.

Association of Human Error on Air Traffic Controller and Pilot (항공교통관제사와 조종사 인적오류의 연계성)

  • There are many studies indicate that human is one of the major contributing factors to the aviation accident. To this end, the Human Factor of pilots and in flight operations has been a popular subject to be studied, however, not of the air traffic controllers. Recently, some States have started studying Human Errors in Air Traffic Control field, removal of the potential errors in advance and prevention of the similar errors. This study analyzed Human Errors in air traffic control in terms of LOSA of airlines, which has been actively studied. This study will contribute to safe Flight Operation and Air Traffic Control.

  • The surface runoff is one of the important components for the surface water balance. However, most Land Surface Models(LSMs), coupled to climate models at a large scale for the prediction and prevention of disasters caused by climate changes, simplistically estimate surface runoff from the soil water budget. Ignoring the role of surface flow depth on the infiltration rate causes errors in both surface and subsurface flow calculations. Therefore, for the comprehensive terrestrial water and energy cycle predictions in LSMs, a conjunctive surface-subsurface flow model at a large scale is developed by coupling a 1-D diffusion wave model for surface flow with the 3-D Volume Averaged Soil-moisture Transport(VAST) model for subsurface flow. This paper describes the new conjunctive surface-subsurface flow formulation developed for improvement of the prediction of surface runoff and spatial distribution of soil water by topography, along with basic schemes related to the terrestrial hydrologic system in Common Land Model(CLM), one of the state-of-the-art LSMs.

  • 공간통계분석은 공간적으로 연계된 변수들간의 관계를 분석하는 통계분야이다. 일 반적으로 공간적으로 연계된 변수들간의 관계는 각 변수간의 공간적 분포정도에 따라서 영 향을 받는다. 전통적인 통계 분석의 방법은 동질의 자료발생과정에 의하여 확률적으로 축출 된 표본자료를 가정하고 있으나, 공간적인 자료는 이와 같은 동질의 자료발생과정의 가정을 부정한다. 교통류 및 교통사고 등과 같은 교통분야의 자료는 대부분 공간적인 상관관계에 의하여 축출된 이질적인 표본자료이며 따라서 공간상관관계를 동질적으로 가정한 전통적인 통계적 분석 방법은 오류를 범할 수 있다. 본 논문은 공간적인 관계를 고려한 공간자기상관 분석기법을 이용하여 고속도로상의 교통사고에 관하여 분석하였다. 분석의 결과에 의하면 4 개 고속도로 중 경인고속도로를 제외한 3개의 고속도로상의 교통사고건수는 통계적으로 현 저한 양의 공간적 상관관계가 있음을 알 수 있었다. 이에 따라 공간적 상관관계를 고려한 교통사고분석을 위하여 종속변수로 단위구간별 교통사고건수를 그리고 설명변수로서는 단위 구간별 교통량, I.C. 유무 및 화물차량비율을 이용하여 공간 자기회귀분석을 시도하였다. 분 석의 분석에서는 구간별 교통량과 화물차량의 비율이 호남/남해 고속도로의 경우에는 구간 별 교통량과 I.C. 유무가 통계적으로 유의한 것으로 분석되었다.

  • 고속철도는 상당히 복잡한 시스템이기 때문에 적절한 시스템엔지니어링 도구의 사용 없이는 추적관리에 드는 인적비용 및 시간이 만만치 않으며 오류가 생기기 쉽고 매우 비효율적이다. 따라서, 시스템 요건에 정의된 목표 성능을 달성하고 시스템간의 불일치를 최소로 하기 위해 체계적인 시스템 통합 절차를 제공할 수 있는 시스템 엔지니어링 데이터베이스 구축이 필요하다. 이 데이터베이스는 시스템 요건부터 시스템 기능, 컴포넌트, 평가 요건, 평가 결과까지 추적성을 갖도록 구축되어서 연계 관리를 가능하게 한다.

  • Because of the difficulties on budget estimation of National R&D projects, it is expected that the errors of decision making can be reduced if the information on project performance and its evaluation result is provided to the decision stakeholders in a timely manner, as a reference. In reality, however, the result of project evaluation is not utilized in its own purpose. One reason is that the information on evaluation result and budget is not shared at the right time. The other is that the interconnection between systems to support those information is not realized yet. Therefore, the current status of National R&D projects is analyzed in terms of before and after the reign of current government. In particular, this paper is focused on the improvement through the procedural and systematic approaches and attempted to suggest the enhanced process for the seamless interconnection between National R&D performance evaluation and budget information.

Improved Link System of Schedule and 3D Object for Visualizing Effective 4D Model on Plant Project (플랜트 4D의 효율적 공정연계체계를 위한 일정 및 도면의 개선된 연계방법론 구축)

  • Existing 4D systems are using the 1:1 link system that directly links a schedule and a 3D model object. But considering that plant facility includes various kinds of schedule and 3D model object, this study suggests an improved link methodology of multi-selected objects and two-way link system for minimizing link errors which generated in case of multi-selected objects. For the link system, this study introduces a new concept called as interface board. Interface board can be used as an information center for representing all information of link items in the current project. It may be expected that 4D model can build an effective and rapid link system of plant project by this new approach.
