During the ASEM(Asian-Europe Meeting) the president Kim Dae-jung have a conference with France president Jacques Chirac about the Waikyujanggak book restitution which the president Mitterand promised in 1993. The results of conference, equivalence of quality and quantity, have stirred up Korean public sentiment. The restitution of cultural asset is a very subtile problem in all of the country. The united Germany and from the Soviet Union dismantled Russia also have begun to discuss the library book restitution. These two countries had plundered library books each other during the World War II. To resolve the issue Germany and Russia are having several Round Table at governmental level and library expert level. However except Lituania and Georgia three are not many successful outcomes. This study based on the process of the book restitution the Germany and Russia being under way. Though our historical background is different from these two countries, we have a same problem.

This study aims to analyze the system of official documents enacted during the modern reform period and the official documents produced in the provincial government office, scrutinizing the reality of management of the official documents that were conducted in the provincial government office at that time and organizing the characteristics. For this, I progressed this study targeting Changwon superintendent office that functioned as the modern government office among the provincial government office that existed during the modern reform period, and whose official documents produced in the government office remained relatively intact. At first, I summarized the history of Changwon area where Changwon superintendent office was installed. I investigated the geographical characteristics and the historical background in which Masanpo port of Changwon was opened in the past history and the superintendent office was installed. Following this, I categorized the function of Changwon superintendent office from the legal perspective, and reviewed the major contents of the official documents produced in the business activity and the historical context. Finally, I compared and analyzed the system of the official documents enacted at that time and their formats, organizing the official documents produced in the provincial government office during the modern reform period and the characteristics of the system of the official documents about the provincial government office.

Relevance judgments play a very important role in evaluation of information systems since the degree of success of the information retrieval depends on the relevance judgments. This article reviews the theoretical background of the concept of 'relevance' associated with information retrieval evaluation and tries to identify whether there is any factor that affects relevance judgments. By reviewing previous researches done in the information retrieval evaluation field, four variables have been identified as impacting factors, such as document surrogates presented to judges, the order of presentation, measuring devices of relevance judgments and judges.

Now we have faced to two fundamental population problems: The one is over-population problem in proportion to the nation's total area, 99,434 $km^2$, and the other is unbalanced population distributions in the provincial districts of administration (16th local governments). For example, the population density of Seoul city is 16,335 persons, and the nations population density of South Korea is 464 persons for 1 km$^2$. At the first part of this study, we introduced the origins and historical back grounds of Formal Demorgraphy. And the second part, we suggest some useful indicators of urbanization of rural populations in terms of Gini's Coefficients of Concentration. As the result, we can show that the ecological Gini's Coefficients of Concentration, during the periods covered by this study, have been increasing extraordinary: 0.349, 0.433, 0.532, 0.581, 0.633 and 0.626 in 1970, 1980, 1985, 1990, 1995, 2000 A.D. respectively. However, the trend of urbanization (concentration of population) of Korean population has been the relative equilibrium state of 0.63 from 1995 to 2000 A.D.

This Paper aims to introduce Euler's life, works and thoughts, to show that it is his Christian worldview that enables his achievements. His life teaches us the lesson that examining philosophical base and historical background is crucial to understand mathematics or mathematicians, and that it is necessary to overcome given conditions and environments rather than expect better environments to reach meaningful achievements.

Ever since the development of the Guide to the Expression of Uncertainty in Measurement (GUM) in 1993, the concept of measurement uncertainty has been considered a core concept in metrology and the importance of proper uncertainty evaluation has continuously been increasing. Unfortunately, few papers in Korean are available that introduce the concept of measurement uncertainty and the GUM correctly and in sufficient detail. This review describes in detail the mathematical, historical, and philosophical background behind the concept of measurement uncertainty and the GUM, and also discusses some special aspects of uncertainty evaluation in chemical analysis.

In this age of multimedia, the content of media works as an important factor rather than the format of media. Popular television programs are being supplied cross-border and they go through the process of adaption to the local viewers which is called "formatting". This kind of "formatting" industry had begun in the States, then the Europeans have taken the inactive from 1990s. Since then, it has been settled firmly by the "super-formats". It now has the assumed value of 31 hundred million Euro per year. Especially after 2000s, England has been the center of world broadcasting format industry, and its case has lots of suggestions to Koreans trying to foster the cultural content industry. So this study aims to find the suggestions to Korean content industry by considering the history of broadcast format industry chronically and examining the industrial background of English as a powerful nation of content.

The background and objective of this study are as follows. Gwangheemun, one of the 4 small gates of Seoul Castle is a space to represent ordinary people and it is a valuable cultural heritage that shows the process of technical transition of fortification technology during Chosun Dynasty. It is a place that we can expect to play a role as a field where history and culture mix and communicate together. But currently, the environment and facilities around Gwangheemun have fallen behind and become old, so they need to be reorganized as their local feature is not shown distinctly. We need to vitalize the new traditional space that shows local feature. This study has drawn out the method, contents and the result of study like as follows. This study aims to establish an identity based on the historical and cultural backgrounds and suggest the contents to vitalize the space of Gwangheemun as a traditional cultural heritage. By this, this study aims to create a historical and cultural space where people can enjoy, eat and look around. Therefore, based on the historical and cultural feature, it gives an identity as moonlight street, and it has developed and suggested 5 contents to vitalize space: Gwangheemun maintenance, plan, castle restoration plan, village inside the castle, village outside the castle and fashion art street. Contents to vitalize space has a meaning as a specific developmen method of urban restoration, and we can expect to be used as a direction to develop the area to enhance the cultural quality of life of both inhabitants and visitors by forming the brand identity of surrounding area with traditional cultural heritage.

본 논문에서 패션 디자인(fashion design)을 평가하는데 있어서 새로운 방법론적 접근 방식을 제시해 보려하였다. 즉 패션 디자이너의 디자인에 대한 철학을 이해함으로서 패션에 대한 근복적인 면에 대해 보다 나은 이해를 갖도록 하는 접근 방식을 모색하려는 것이다. 본 논문의 분석대상은 디자이너 루디 건라이(Rudi Gernreich : 1922-1985)와 그의 작품들인데, 그의 작품들에 나타나는 급진적인 성향 뒤에 숨어 있는 그의 디자인 철학을 집중적으로 분석함으로써 작품과 철학의 상관관계를 조명하려는 것이 그 주된 목적이다. 기존의 그에 대한 평가는‘파격적 패션’,‘소설 스테이트먼트(Social Statement)’,또는‘시각적 창출’등의 표현으로 극히 피상적인 것이었다. 반면에 그가 어떠한 경로로 이러한 디자인을 구상하게 되었는지 또는 그가 현대의상에 얼마만큼의 영향을 미쳤는지에 대한 연구는 극히 소수에 불과하였다. 본 논문의 초점은 건라이의 패션 디자인을 그가 중요한 가치로 믿고 있었던‘개인적 자유에 대한 추구’의 반영으로써 재 평가해 보려는 것이다. 이것의 입증을 위해서 그의 디자인들을 역사적, 사회적 그리고 미학적인 관점에서 분석하였다. 먼저 그의 디자인 철학을 도출하기 위해 그의 개인적 배경에 대한 상세한 검토를 하였고, 그의 디자인과 관련된 자료와, 현존하는 작품들과 그에 따른 참고문헌들에 대한 분석 조사 작업을 하였다. 이 작업을 통해 필자는 건라이의 작품들을 세 개의 주된 주제들, 즉,‘부분적 누디즘(Partial Nudism)’,‘유니섹스 모드(Unisexs Mode)’, 그리고‘옵 아트 패션(Op-art Fashion)’으로 구분하였다.‘부분적 누디즘(Partial Nudism)’과‘유니섹스 모드(Unisex Mode)’는 60년대 중반에서 70ssu대 초반에 출현한 유스 컬츄어(Youth Culture)에 부합하는 그이 디자인의 반영으로써 성의 혁명, 여성 인권운동과 동성애자 인권 운동과 같은 사회이슈들과 그의 디자인이 갖는 상관관계를 보여주는 것이다.‘옵-아트 패션(Op-art fashion)’은 건라이 디자인의 미학적 요소에 초점을 맞추고 있다. 그의 작품에 나타나는 인체와 옵-아트 원리의 관계를 조명해 보고, 건라이가 옵-아트와의 연계하에 그의 디자인을 어느만큼 예술적으로 승화시켰는지를 보여주고 있다. 각 주체들은 건라이 작품들의 개별적인 분석을 통해 논하였다. 본 논문은 보다 넓은 관점에서의 건라이의 디자인에 대한 재 평가로 결론을 지었다. 이러한 재평가 작업을 통해 패션 디자인계에 미친 그의 공헌의 역사적 중요성을 강조하고 현대 패션에 그의 영향이 계속 미치고 있는 이유를 설명하려 하였다.

Cartoon & Animated cartoon is consists of imaginal attributes and linguistic attributes, and it is closely connected with humor and satirical contents. And then various expressions using animals as matter communicate satirical attributes of a satire strongly and easily. On this article, techniques of satirical expression using animals in Cartoon & Animated cartoon media are studied and analyzed. By the method, it looks around briefly beginning from primitive cave paintings of the prehistoric age to various contemporary Cartoon & Animated cartoon character industries as historical background of Cartoon & Animated cartoon, and also arranges various types that literary expression and representation for visual expression techniques - metaphorical expressions, emblematic expressions, figure of speech and so forth - on literature. This attempt aims for presenting a basic analysis method that connecting and combining Cartoon & Animated cartoon media with humanistic classification and making database of existing data. These accumulated data will indicate cartoon and the action of meaning.
