효성중공업의 이름으로 환경사업에 첫발을 내디딘 후 일본 환경분야의 선도업체인 에바라사와의 합작으로 내실을 다진 효성에바라엔지니어링(주). 효성에바라엔지니어링(주)는 작년 11월 1일 사업개발팀을 신설해 ESCO 사업팀의 역량을 더욱 갖추게 되었다. 세계적 환경엔지니어링 회사를 꿈꾸며 ESCO사업에서도 두각을 나타내고 있는 효성에바라엔지니어링(주)는 현재에 안주하지 않고 앞서 나가고자 하는 도전정신으로 한국을 넘어 세계와 경쟁하고 있다.

In recent years, Korean engineering companies are actively entering into the international business. Although international engineering project is known to have lower risk rather that EPC construction project, Korean engineering companies' international sales profit is not as good. Therefore, this study analyzes the risks that are predicted before bid and actually occurred after award. In addition, this study shows the difference of risk depending on lump sum contract and cost reimburse contract. Finally, this study analyzes the difference of risk according to civil engineering and building engineering. This study provides industry to analyze risk more practically and helps academics to focus on risk to be studied more in the future.

체계적이고 효율적인 경량전철시스템 건설 및 운영을 위해 시스템엔지니어링(SE) 기술의 적용은 필수적인 활동이 되었다. 이에 따라 사업수행과정에서 다양한 요구사항과 위험요소를 적기에 식별하고 조치하는 시스템엔지니어링 인력의 전문성이 매우 중요하게 고려되고 있다. 이에 본 연구에서는 경량전철 시스템엔지니어링 사업과 관련된 이해관계자들(획득자 및 공급자, 그리고 협력업체 등)을 위한 SE 교육교재를 개발하여 사업수행 전 및 수행과정에서 활용할 수 있도록 하였다. 교육교재는 일반(공통)과정, 수행자(실무자)과정, 심화수행자(관리자)과정)으로 구분하여 개발하였다. 이는 경량전철사업의 성공과 우수한 성과 창출을 위해 중요한 역할을 할 것으로 기대된다.

자기부상철도는 철도시스템 특유의 특성을 가진 복합시스템으로, 그동안 장기간 기술개발을 걸쳐 경량전철형의 도시형 자기부상열차가 개발되었다. 현재 2006년부터 국내 상용을 목표고 하는 대규모의 실용화사업이 추진되고 있다. 이와 같은 대규모의 복잡한 시스템에 대한 프로젝트에는 생명주기 개념이 적용된 프로젝트 관리 및 기술서인 시스템엔지니어링을 기반으로 하는 사업추진이 필수적이다. 시스템엔지니어링 관리계획서(SEMP; Systems Engineering Management Plan)는 관련 프로젝트에 대한 시스템엔지니어링 분야의 최상위 계획으로, 프로젝트 추진방안 및 일정, 예산, 기술적 목표 등과 함께 시스템엔지니어링 기능 및 수행작업, 업무범위, 조직구조, 인터페이스 등에 대한 내용을 포함하여 기술한 문서를 말한다. 본 논문에서는 도시형 자기부상철도에 대한 실용화사업의 계획 수립을 통하여 SEMP를 작성하면서, SEPM에 대한 문헌조사 및 분석과 함께 SEMP의 작성 방안 및 과정을 보였다. 또한 이를 컴퓨터 기반의 도구를 사용하여 작성되도록 하였다.

Traditionally, the result of engineering projects have an effect on quality, performance and productivity of final products. However, budgeting for domestic engineering project has some unreasons such as cuts without good reason or misinterprets of guideline for estimating engineering services fees by owner in public sector. The objective of this study is to analysis the actual budget of domestic engineering projects. This paper describes about the difference between the criteria and the budget. The results of this study will derive foundation data for improvement of regulation related to engineering fee and the criteria.
