The importance of the security management system for the aviation infrastructure cannot be overemphasized. What is especially important on the security management system for it is the assessment that is detaild and systematic. This article presents a framework based on a Hanulcha-type security management system model for a Information security of the Aviation infrastructure. This system checks, estimates and analyzes the goal of security with effect, especially in case of the security-accident on the aviation infrastructure because this system model gives the integrated security assessment method.

The purpose of this study is to investigate the current status of work performance of public health doctors(PHDs) involved in quarantine of COVID-19, and to suggest a plan to support PHDs for effective national epidemic prevention and control in the future. As a result of the study, it was found that PHDs mainly performed sample collection, interview, and treatment. 39% of PHDs worked in places without negative pressure facilities, and personal protective equipment and welfare support were poor. In addition, it was investigated that they experienced high-risk infectious diseases, mental distress, exclusion from the decision-making process, conflicts with officials, problems with work guidelines, and lack of prior education. For effective infectious disease management, it is necessary to assign appropriate ranks and to participate in the decision-making process for quarantine, to specify appropriate compensation and regulations, to education, and to support mental health.

항공기반시설(공항, 기상 서비스, 항로 항행시설)에 대한 보안사고 대응을 위한 보안체계는 수립단계에서부터 착수하여 분석이 진행됨에 따라 세부적인 평가가 수행되어야하며, 시설변경이 발생하는 경우 변경된 시설에 대하여 재평가를 하여야 한다. 또한 항공기 운용과정에서 발생 가능한 각종 사고에 대한 사전 예방 및 정비를 위해서도 체계적인 보안성 평가가 필수적이다. 보안성 평가에는 계획(Plan), 활동(Do), 그리고 평가(Check), 조치(Action)업무가 네트워크 구조로 통합되어 적용되며, 과거의 사용 또는 경험에 따라 세분화된 보안성 평가 요구조건을 구분하여 적용한다. 특히 항공기반시설에 대한 보안성 입증과 안전한 운항을 보장하기 위하여 실시간 지원체계와 국가 차원에서 이를 관리하여야 한다. 이는 공공의 안전을 확보하기 위한 것으로서, 민간항공업체는 해당 법규, 표준서 및 지침 등에 따라 최소한의 보안성을 입증하여야 한다. 따라서 본 논문에서는 항공기반시설에 대한 보안사고 대응을 위한 보안체계를 위해 설정된 보안의 목표를 충족하고 있는지를 확인 평가하고, 분석 등을 고려하여 종합적인 보안성 평가기법을 적용할 수 있도록 하는 보안체계 네트워크 모델에 대해 제시하고자 한다.

공공시설 자산관리는 기존의 대응적 유지보수 개념의 시설물유지관리체계에서 예방적 유지보수 개념으로 전환한 시설물 유지보수의 새로운 개념이다. 기존에 운영되고 있는 공공시설관리 시스템들을 효율적으로 관리하기 위해서는 자산관리 모형이 표준화되어 범정부EA 지원시스템에 목표아키텍처로 등록되고 더 나아가서는 범정부 표준시스템으로 만들어 필요한 기관에 보급할 필요가 있다. 이 연구에서는 공공시설 자산관리 정보시스템을 구축하는데 필수적인 참조모델을 시스템의 상호운영성과 정보의 호환성을 확보하기 용이하도록 범정부EA 관점에서 제시하였다. 제시한 자산관리 참조모델이 GEAP에 등록 관리 된다면 이것을 바탕으로 타 기관에서 향후 정보시스템을 구축할 때 사전에 파악하고 활용하도록 제안 할 수 있을 것이다.

As a large portion of defence budget are alloted for military facility construction, reasonable budget estimation in the planning stage has been officers' main concerns. However the proper estimation of construction cost is difficult to be carried out due to the absence of systematic criteria. To improve the budget estimation for military facility construction, this study proposes a cost index model which can convert historical cost to current cost. Thus the developed cost index would enhance effectiveness of budget estimation process 3nd support reasonable decision making. This cost index model is developed by analyzing historical cost data with statistical methodology The study is executed by following process. First, factors which affect construction cost for the most are selected by analyzing historical cost data. second, the selected factors are categorized material cost, labor cost and equipment cost, and weights of those factors are calculated by dividing the cost of each factor by total item costs. Last, cost index is developed by using weighted average method.

The effect of satisfaction through job performance competency on management performance is enormous, for private security industry depends upon human resources generally till quite recently and often makes contact with clients. Although high-quality personnel who were taught professional education are held in high repute in private security industry, the studies of job satisfaction and recruit education for private security guards are insufficient. Consequently, this investigation analyzes the effect of recruit education program on job satisfaction searchingly for incumbent facility guards. The effect of recruit education program for facility personnel on job satisfaction is as follows. First of all, the differences of personal characteristics, training characteristics, work environment, job satisfaction are inspected in accordance with sociodemographic characteristics. After then, there is a remarkable contrast. Secondly, the former from among of learning expectation and self efficacy as personal characteristics has a positive effect on job satisfaction statistically. Thirdly, educational facility and contents as training characteristics have a positive effect on job satisfaction statistically. Finally, work environment including supervisor's support and maintenance has a positive effect on job satisfaction statistically.

Recent increasement of metropolitan infrastructure due to rapid expansion and development of urban areas which caused complexity and diversification of management system demands higher cost and effort to manage and maintain the facilities. The reason why it requires continuous and systematic management by national government is that the infrastructure facilities takes important role as it is directly related to public's living. Thus this study suggests an efficient management plan for increasement of work efficiency, cost reduction, and time saving by introducing 3D geospatial information system for water distribution reservoirs which is managed by the Office of Waterworks Seoul Metropolitan Government. This study evaluates and quantifies the range of work improvement using the 3D GIS technology through carrying out a survey targeting people in charge of the Office of Waterworks Seoul Metropolitan Government and other 8 offices. From the result of the research, applying the 3D-GIS improves by 90.32%, 93.55%, and 91.61% in the area of work efficiency, cost reduction, and time saving respectively. Consequently, using 3D GIS in future management of infrastructure could be used as a way of producing base data which supports administrative decision making through statistical and case analysis based on continuous data management. Also it would contribute to improving work efficiency by improving management system through preventing data omission.

본 연구는 싱가폴 VTS의 현장을 직접 방문하여 파악한 시설현황과 제도를 위주로 기술하였다. 관제사의 선발 시스템 및 교육 훈련 제도가 어떻게 운용되고 있는지에 대해서도 알아보았다. 또한 현재 싱가폴 VTS에서 추구하고 있는 차세대 VTS에 대한 방향에 초점을 맞추어 우리가 벤치마킹할 요소들에 대해서 집중적으로 검토해보고 우리나라 VTS의 발전방향을 모색하여 보았다.

2014년 개정된 물의 재이용 촉진 및 지원에 관한법률(이하, 물재이용법)에 따라서 빗물이용시설의 수는 꾸준히 증가하고 있는 추세이나 실제 연간사용량의 경우 연별 증가량은 미미하다. 또한 2016년도 환경부 하수도 통계에 따른 2,043개의 빗물이용시설 중 집수면적 미파악시설의 749개, 여과시설 유무 미파악시설 564개, 연간 운영비 산출 불가능 시설 1,843개, 연강 사용량 미집계 시설 905개로 관리실태가 부실함을 확인할 수 있다. 이에 빗물이용시설의 설치·운영 실태조사 및 문제점을 분석하고 빗물이용이 비교적 활성화 된 시설을 대상은 현장조사를 수행을 통해 빗물이용시설의 현황을 분석하고 현실적인 여건을 반영하여 빗물이용을 활성화할 수 있는 방안을 마련하고자 하였다. 물재이용법에 따른 빗물이용시설 법정의무대상시설의 빗물활용처는 전체의 약 92%가 조경요수로 활용하고 있으며, 다음으로 청소화장실용수(약 3%)로 활용하고 있다. 건축물 용도에 따라서 골프장, 공공기관청사/공공업무시설, 대규모점포, 실내체육관/종합운동장, 학교의 경우 건축물 용도별로 각 30% 정도가, 공동주택의 경우 약 60%가 빗물이용시설을 활용하고 있음에도 빗물을 사용하지 았는 것으로 파악되었다. 이는 빗물을 사용해야하는 시기에 저류조에 저류된 빗물의 양이 부족한 것과 운영비 부담 순으로 조사되었다. 따라서 빗물이용시설의 빗물이용활성화를 위해서는 물수요-공급에 대한 개념을 도입한 물수지 분석이 필요하며, 운영비 부담을 줄일 수 있는 다양한 방안을 탐색하는 것이 적절할 것이다. 현장조사 결과에서도 기술 등의 발달로 빗물이용시설은 잘 구축되고 있으나 활용처에서 필요한 필요수량에 따라 활용률이 상이한 것으로 조사되었다. 이러한 실태조사 및 현장조사를 바탕으로 빗물이용시설의 빗물이용 활성화를 위한 방안에 대하여 기술적 및 제도적 방안에 대해서 제안하였다.

The purpose of this paper is to implement a GIS and expert system based integrated computing environment for urban facility management, especially with an emphasis on transportation facilities. GIS has been utilized for constructing and managing the database of various transportation facilities, while expert system for executing human expert's role of making priorities, budgeting, and other functions associated with facility management Focusing on roadway sign system, the integrated system proposes new concept of managing sign facilities which leads to the birth of effective decision support system that may be used in local government like Seoul. The proposed concept and system, if supplemented with more functions required by local governments, can be a low cost solution for such facility management tasks. Son discussion and future research agenda have also been addressed.
