지난 몇 년간 인터넷의 확산과 더불어 기업 환경에는 많은 변화가 있었다. 그 중 하나가 전자적인 형태로 접근할 수 있는 정보 양의 급증이라 할 수 있다. (Martin White, 2000 : 신학철, 2001) E-business 환경에서 이처럼 정보의 양이 급증함에 따라 정보의 효율적인 활용은 기업의 주요 경쟁원천이 되고 있다. 정보의 중요성을 깨달은 기업들은 운영효율성 증가를 위해 백오피스시스템과 프론트오피스시스템 등에 많은 투자를 했다. (안승용, 2001) 하지만 새로운 정보시스템 도입 시 레거시시스템과의 통합을 고려하지 않아 업무효율성 향상을 위한 정보기술이 역으로 업무수행을 저해하는 결과를 초래했다. (Jaydip, 2002) 예컨대 기업의 각 시스템간에 정보의 일관성이 결여되어 있고, 필요한 정보 역시 기업내 여러 시스템에 산재되어 있어 정보의 이용 면에서 효율성이 떨어지는 문제에 직면하게 된 것이다 따라서 기업은 각 시스템에 산재해 있는 정보사용의 효율성을 놀이기 위해 기업 내 다양한 정보시스템간 통합의 필요성을 인식함에 따라 이전까지 분산 환경이던 IT환경이 점차 기업정보포탈(Enterprise Information Portal: EIP)같은 통합 환경으로 바뀌게 되었다. (KRG Report, 2002) EIP는 현재와 E-business를 준비하는 기업에 중요한 관심사항으로 떠오르고 있으며 현재 IBM, MS 같은 글로벌 기업 뿐 아니라 다수의 국내 업체들도 통합 솔루션 시장 진출해 경쟁을 벌이고 있다. 본 논문에서는 EIP의 개념을 살펴보고 기존의 정보시스템과 EIP 관련 연구를 기반으로 새롭게 부상하고 있는 EIP의 성과를 시스템 품질과 정보품질로 측정하여 이들 요인이 EIP사용자의 직무성과에 미치는 영향에 관해 연구하였다. 본 논문은 EIP를 도입한 기업을 대상으로 EIP성과에 대한 연구를 진행하여 EIP를 도입하거나 구현중인 기업에게 적합한 경영관리적 방향을 제시할 수 있을 것이다.

Knowledge management was introduced as a new strategy in many construction companies aiming at paradigm shift since Asian financial Crisis. However, intensive focusing on acquiring and sharing knowledge couldn't keep pace with the primary goal. Increasing financial profits. That is because clear strategic process and performance measurement are absent in time of the introduction of knowledge management. Based on case analysis in domestic construction industry, this research work presents an alternative plan on Balanced Scorecard(BSC) model. The objective of this study is to develop a model of strategic performance measurement in knowledge management by sorting and grasping core operational knowledge, which can draw key performance indicators accompanied by knowledge map from case study.

최근 국내외적으로 성과측정/ 관리(Performance Measurement/ Management)와 관련하여 BSC(Balanced Scorecard)를 도입 ${\cdot}$ 운용하거나, 도입 ${\cdot}$ 운용을 검토하고 있는 기업이나 조직의 수가 크게 증가하고 있다. 그런데 BSC는 중대한 한계를 가지고 있다. 즉 성과를 측정하는 4가지 관점, 즉 '재무적 관점', '고객 관점', '내부업무 관점', 그리고 '혁신 및 학습 관점'과 각 관점의 측정 기준들 간의 중요도 산출이 매우 중요함에도 불구하고 합리적, 체계적 산출 방법을 결하고 있어 그 효용성을 크게 감소시키고 있다. 이의 극복은 BSC의 효용성을 제고하기 위해 긴요한 바, AHP(Analytic Hierarchy Process)의 적용이 매우 유력한 해결책이 될 것으로 판단된다.

소프트웨어 위기의 근본적인 문제점이 소프트웨어 프로세스의 관리 부재라는 것을 인식하게 됨에 따라 이를 해결하기 위해 조직의 현재 소프트웨어 프로세스 상태를 파악하고, 해당 프로세스가 원하는 목표에 도달할 수 있도록 성과측정모델을 제시함으로써 지속적인 개선 활동을 수행하는데 있어 체계적인 프로세스 관리를 하고자 한다. 본 논문에서는 CMM 을 기반으로 한 소프트웨어 프로세스 개선활동이 제공하는 효과를 달성하기 위한 측정모델을 제시하며 이에 소프트웨어 프로세스 개선 활동이 실제 업무 프로세스에 있어 얼마나 효율적인 결과 및 해당 조직의 성숙도에 미치는 영향을 심층적으로 연구를 함으로써 새로운 프로세스 개선방안을 도출하고자 한다.

Financial IT evaluation methods have been unable to satisfy firms' requirements. There has been a growing demand for more comprehensively and non-financially measuring the IT performance. We developed a process-based approach in evaluating impacts of IT on primary activities. In this research we proposed a model that uses the corporate objective of IT and strategic fitt as the core independent variables in measuring the IT effect. Based on the data collected from the management variables of the 125 companies located in Korea, the companies were classified into the 4 different groups according to their corporate objective for IT: un-oriented, operations oriented, market oriented and dual oriented. Through the empirical analysis, we were able to demonstrate that the management of the companies showing a higher orientation level perceives a better IT investment performance, and this shows that the corporate objective for IT serves as a useful index for measuring the IT investment effect. In this research, it was also demonstrated that the strategic alignment has a positive influence on perceiving the IT investment effect.

정보보호 부서 이동 후 새로운 업무를 이해하는 것만으로 한 달을 소비한 김 대리. 그렇다고 성과가 전혀 없던 것은 아니었다. 어떤 웹 사이트가 유용한 정보를 제공하고 있는지 알게 됐고, 악성코드나 바이러스처럼 간혹 언론매체를 통해 접했던 정보보호 관련 용어가 더 이상 낯설지 않게 됐다. 무엇보다 '환상'기업의 보안관으로서 어떤 활동을 해야 할 것인지를 이해했다는 점에서 김 대리에게 지난 한 달은 의미있는 시간이었다. 하지만 이제 막 한숨을 돌린 김 대리는 또 다른 난관에 봉착했다. 경영진으로부터 환상기업의 정보보호 수준을 수치화해 보고하라는 지시가 내려온 것이다.

최근 ESCO성과보증방식의 정책적인 확산에 따라 에너지절감량 측정 및 검증(M&V)에 대한 중요성이 부각되고 있다. 에너지절감량을 구체적으로 산출하고 측정, 검증하는 과정인 M&V는 정확한 ESCO사업을 수행하기 위한 필수적인 과정이다. 협회는 2012년 2월 20일부터 25일까지 5박 6일간 대만 ESCO협회(TESA)와의 업무협력을 통해 대만의 M&V 전문교육기관에서 21명의 참석자와 함께 '2012 해외 ESCO M&V 교육' 과정을 마치고 돌아왔다. 현장 사진과 (주)에코시안 엄기현 팀장과 김용희 대리의 참관기를 통해 뜨거웠던 교육 현장을 소개한다.

본 연구에서는 조직에서 ITA/EA가 기여하는 기능이 무엇인지 그에 관한 측정항목들을 도출하였다. 또한 조직의 IT거버넌스가 왜 구축되고, 구축효과는 무엇으로 평가할 수 있는지 측정항목을 탐색적으로 도출하였다. 그리고 설문조사를 바탕으로 상호간의 영향관계를 통계적으로 검증하였다. 분석 결과, IT거버넌스 영역중 IT자원 및 성과관리와 IT프로세스 관리에는 ITA/EA의 업무프로세스 지원과 투자효율화 요인이 유의한 영향을 미치는 것으로 나타났으며, 마찬가지로 IT서비스관리에는 업무프로세스 지원, 투자효율화, 인프라체계화 요인이 영향을 미치는 것으로 나타났다.

Today, SCM is used as a important tool of management innovation for enterprise's survival and development. BSC forces managers to focus on balanced measures of business performance that are most critical. The purpose of this study is to find out the determinants of SCM adoption through the analysis which examine the relationship among the key success factors, and business performance using the BSC perspective. This study also gives the suggestion for the effective SCM implementation in the korean companies. This study has been conducted using the data collected from 107 companies implementing SCM. By analyses of the questionnaires, empirical results shows that the implementation of SCM has positive effect on organizational performance with 4 perspectives of BSC. The contribution of this study is that it provides a conceptual framework and empirical evidence of the causal relationship between key success factors, and business performance with 4 perspectives of BSC concept. This study showed that more consideration are essential to obtain balanced business performance for companies with SCM adoption plan.

본 연구에서는 국가종합전자조달 시스템(이하, 나라장터)에 대한 생산성과 효과를 업무처리량을 기준으로 실증하였다. 기존의 연구방법은 인력 및 자본의 투입에 따른 부가가치를 생산성으로 산정하고 설문자료 및 지표 등으로 효과를 산정해 왔다. 본 연구에서는 정량적인 요인을 측정하기 위해 실제 정보시스템에 기록되는 문서량을 기준으로 업무모델 및 가설을 선정하였다. 생산성에 영향을 주는 계약건수, 문서처리, 통화시간 등을 행정업무에 소요되는 수기 또는 법적인 소요일수 등을 비교대상으로 하여 생산성을 산정하였다. 마지막으로 결과를 검증하기 위해 요인의 기술통계적 검정과 회귀분석으로 모델을 실증하였다.
