A Development of Risk Identification Checklist for Stakeholder in Urban regeneration-Projects (도시재생사업 참여주체별 위험인지 체크리스트 개발)

  • The mixed-use development project like urban regeneration project has been enforced with long period and participation of various stakeholders. For this character, lots of risk could be occurred during the process of project and the project's success or failure depends on the risk management. So the process of identifying and responding to risks in urban regeneration projects should be followed systemically The risk identification phase is the first step to identify risk factors and define risk's character. One of the risk identification methods, the checklist, is the most practical and well-known one. This study suggests the check list that devide risks classified by stakeholders through analyzing tasks of stakeholders and drawing risks. This kind of checklist which handles risk factors classified by stakeholders is an easy tool to identify risks and expected to be effective to find risks for various stakeholders and themselves in the urban regeneration projects.

Difference of Expressed Character Strengths, the Type of Work : Classification as Per the Korean Strength Scale (한국인 강점 척도를 기반으로 한 업무 유형에 따른 대표 강점 발현의 차이)

  • Objective : The purpose of this study was to verify the differences of expressed character strengths graded as per the Korean Strength Scale, based on the type of work. Methods : A total of 2,444 conglomerate workers were classified into two groups: 1,356 office workers and 1,088 production workers. The subjects were examined through a web or mobile application based on the Korean Strength Scale. The Korean Strength Scale consists of a total of four top entries and 25 sub-items with appropriate validity. Results : The difference in the average score of sum of character strengths between the two groups was not significant. In the office worker group, character strengths such as love of learning, creativity, perspective, curiosity, facilitation, judgment and faith had significantly high scores. On the other hands, modesty, hope, gratitude, sincerity, magnanimity and self-regulation were high in the production worker group. The results remained unchanged in additional analysis of covariants as sex, age and education level, except for self-regulation and faith. Conclusion : Our results suggest significant differences in the character strengths between the two types of work; however, the average of sum of character strength score remains unchanged. These results may help to understand differences between work environments and thus help to establish a positive foundation.

The Study on the Applying Methods for EBLIP in Korean Librarianship (실무자의 근거출판 활성화를 통한 근거중심 문헌정보실무의 국내 적용 방안)

  • EBLIP seeks to improve library practice by utilizing the best available evidence in conjunction with a pragmatic perspective developed from working experiences in librarianship. The purpose of this study is to apply the evidence-based library and information practice(EBLIP) in Korean librarianship with encouraging the practitioners to publish in their workplace. Content analysis on papers accepted for publication among five LIS journals and focus group interview were performed in order to investigate the contexts and perceptions on the publishing activities of practicing librarians. While the proportion of papers that librarians wrote was calculated at 26 percent among the sample, the percentage of papers with librarians as a single author was only 9.2. Significant obstacles for librarians to publish papers due to organizational level were observed. The author suggests organizational support and better framework for communicating research based on practice such as publication of evidence-based practical journal and the adoption of structural abstract. The findings reinforce the importance of teaching rigorous research methods in workplace.

  • The purpose of this study is to examine the present conditions and to raise several points on the records management of the local public enterprise. On the basis of these finding we shall offer remedies to raise the efficiency of records management. Five local public enterprises under the umbrella of Busan Metropolitan City were selected. They supplied a general picture of the actual management status of public records. To improve the task of records management in local public enterprises, certain topics need to be addressed. Local Government should emphasize the importance and necessity of records management to all the staff of the local public enterprises. And the local autonomous entities and National Archives & Records Service should impose a duty on the records management of public enterprises and supervise it regularly.

  • With changes of information environment on records managements, ERMS can be a suitable solution for managing multi-typed records. In this point, this study performed analysis and design of ERMS based on key functions and requirements to perform creation, preservation, management and use of electronic records. Especially, this study focused on interoperability with the related systems, security issues and back-up methods for secured preservation and management including fundamental requirements. Also, ERMS has a close relation with related systems such as intranet system, electronic document settlement system, and so on. compared to digital library managing information resources. Considering those features mentioned above, this study proposes functional requirements and a system architecture of ERMS which is satisfied with four characteristics of electronic records mentioned on ISO 15489 and environmental requirements.

A Secure Data Processing Using ID-Based Key Cryptography in Mobile Cloud Computing (모바일 클라우드 컴퓨팅 환경에서 ID-기반 키 암호화를 이용한 안전한 데이터 처리 기술)

  • Most mobile cloud computing system use public key cryptography to provide data security and mutual authentication. A variant of traditional public key technologies called Identity-Based Cryptography(IBC) has recently received considerable attention. The certificate-free approach of IBC may well match the dynamic qualities of cloud environment. But, there is a need for a lightweight secure framework that provides security with minimum processing overhead on mobile devices. In this paper, we propose to use hierarchical ID-Based Encryption in mobile cloud computing. It is suitable for a mobile network since it can reduce the workload of root Public Key Generators by delegating the privilege of user authentication and private key generation. The Identity-Based Encryption and Identity-Based Signature are also proposed and an ID-Based Authentication scheme is presented to secure data processing. The proposed scheme is designed by one-way hash functions and XOR operations, thus has low computation costs for mobile users.

  • In this study, internships in fashion-related areas were explored based on survey data obtained from 64 companies running an internship program, 55 internship participants and 118 internship applicants. In results, both internship participants and company practitioners were fairly satisfied with internship programs. Also, the academia and the industry were well collaborating for an internship operation. Internship in the fashion industry is considered as an important way to build practical abilities for college students. Product development and design were job areas that interns often took charge of. Active and sincere personnel who have good interpersonal skills, creative abilities, communication skills, and foreign language skills are welcomed as a good candidate for an intern. Reflecting the results, implications for internship offering companies and internship participants were generated.

  • Acquisition processes in public libraries, especially as influenced by policies and regulations both in national and regional levels have not been in the main area of concerns in the research of library and information science. While the area of collection management has yet been one of the major issues in this filed, public library book-purchasing in the major factor to achieve effective library collections. This study concentrated on the policies and regulations that attempts to normalize and control the acquisition process in public libraries. This research analyzed and investigated (1) various policies and regulations regarding the library collection as public procurement, (2) legitimacy of decision between normal price procurement and discounted price contract under the current policy on normal retail price of books, (3) budget allocation, (4) policies on library acquisition processes. Suggestions are also added for the efficient collection building in public libraries.

  • 기후변화의 영향으로 인하여 가뭄의 발생이 잦아지고 그 기간은 늘어나고 있다. 특히 2015년에는 충남 서부 지역에 제한급수가 실시되는 등의 피해가 발생하였으며, 올해에도 일부 지역에 가뭄 피해가 예상되고 있다. 이에 따라 가뭄에 대비하기 위한 방안의 하나로, 해수담수화 및 지하수와 같은 대체 수자원 개발의 요구가 높아지고 있다. 특히 지하수의 경우에는 단기간에 최소한의 비용으로 안전한 용수(用水)를 확보할 수 있다는 측면에서 그 효용성이 높다. 그러나 지하수 역시 지표수와 마찬가지로 한정된 자원이며 생성과정에 상당한 시일이 걸린다는 점을 고려할 때, 그 활용을 위해서는 다음과 같은 정책적 고려가 필요해 보인다. 우리나라 지하수는 개별법에 따라 5개 중앙부처 및 지자체에서 소관업무별로 관리하고 있어, 체계적 관리와 자료의 통합 연계에 어려움이 있다. 또한 기본법 성격을 지닌 "지하수법"에서도 지하수 관리 등에 대해 다른 법률에 특별한 규정이 있는 경우에는 해당 법률에 따르도록 규정하여(법 제4조), 합리적 제도 개선에 한계가 있다. "온천법" 등 타법에 의한 지하수 개발 이용관련 인허가 사항을 "지하수법"으로 일원화하여 기본법으로의 역할을 강화하고, 지역별 사업별 관리는 개별 계획을 수립하도록 하는 등 체계적인 지하수의 개발 보전 정책이 필요하다. 국내 지하수 사용은 주로 관정(管井) 개발을 통해 이루어지는데, 무분별한 신규 관정의 개발은 지하수 고갈, 지반침하(sink hole)와 더불어 지하수의 수질 악화를 야기할 수 있다. 관정 개발의 실패로 발생하는 실패공은 노후 관정 및 폐관정과 더불어 방치되는 경우가 많은데, 오염물질 유입으로 지하수를 오염시키는 주요 원인으로 작용한다. 오염된 지하수는 지표수에 비하여 수질을 복원하는데 오랜 시일과 노력이 필요하므로, 사용하지 않는 불용공(不用孔)을 원상 복구하는 등 지하수의 개발에서 사후조치에 이르기까지의 체계적인 관리가 필요하다. 국토교통부는 지하수에 대한 체계적인 관리를 위해, '지하수 기초조사', '지하수 수위변동 실태조사' 및 '지하수시설 전수조사'를 실시하고 있다. 그런데 지하수 기초조사는 "지하수법" 제5조에 근거하여 1997년부터 실시되고 있으나, 예산 및 인력 부족 등으로 20여년이 지난 지금까지도 조사가 마무리되지 못하고 있는 실정이다. 한편 지하수 수위변동 실태조사는 "지하수법" 제17조 등에 근거하여 시행되고 있는 반면, 지하수시설 전수조사는 근거 법률이 마련되어 미비하다. 지하수시설 전수조사는 전국의 모든 관정, 집수정(集水井), 지하댐(underground dam) 등의 지하수 시설을 대상으로 실시되므로, 조사의 방법, 대상, 시행 절차 및 주기 등에 대한 규정 마련을 통해 관련 자료를 지속적으로 보완 관리할 필요가 있다.

Union Substitution Strategy and Human Resource Management by Non-Unionized Valero Energy Co. (비노조기업 Valero Energy의 노조대체전략과 인적자원관리)

  • This study is a case study about the Valero Energy Corporation, the largest American independent refinery company, examining the characteristics of human resource management as a union avoidance strategy. The main research questions here are whether union substitution strategy differs clearly from union suppression strategy in the context of Valero Energy. Since the establishment in 1980, the Valero had maintained non-union tradition. The typical examples of human resource management in the non-unionized American companies are easily found in the Valero, such as strong CEO leadership, manpower policy emphasizing corporate culture and teamwork, direct communication between company and individual employees, no lay-off policy and no outsourcing policy of HRM, salary level around average of industry and best level of fringe benefits in the industry, non-union tradition and well-functioned alternative dispute resolution system and so on. Until now, based on tremendous growth and profitability, the company have applied union substitution method adopted by good companies as concrete method of union avoidance strategy instead of union suppression method that marginal enterprise prefers.
