On February 20, 2003, the FCC, the regulator in US, adopted its UNE triennial Review decision, the most sweeping ruling affecting the telecommunications industry since 1996. The FCC adopted a policy of preserving access to the legacy network, while deregulating new, "next generation" networks utilizing fiber facilities. Baby bell like Verizon, SBC strongly insisted that the FCC should relax the unbundling rules to be enlarged the network investment of telecommunication providers. However, this FCC′s determination looks like the partial acceptance of their assertions. This paper mainly will review the existing studies about the impact of UNEs on investment incentives and then find out some implications to be applied in Korea.

There nay be fierce debate over the nature of the medium that will herald the brave new world copper, fiber, wireless or satellite there is little doubt that future networks will be broadband in their capabilities. The Republic of Korea is a significant exception and leads the world, at present, in terms of number of subscribers with broadband access via ADSL. In order to further drive the growth in the broadband Internet access market, the government is scheduled to implement open access for ISPs and unbundling of the local loops of incumbent public telecom operators during the course of 2001. Recently, the number of available cloud services are increasing dramatically because many IT companies have entered into cloud service market. Due to the reason, cloud service brokers are emerging as agents to solve cloud service selection problems and to support cloud service initialization and maintenance of unskilled cloud service users. In this study, NCloud24 case in South Korea and Right Scale case in the USA are analyzed as representative examples of the collaboration between original cloud service providers and cloud service brokers. The business models of two companies are analyzed using Business Model Canvas. The emergence of cloud service brokers are interpreted as unbundling process of IaaS (Infrastructure-as-a-service) cloud service companies. Based on the comparison with the two companies, we prospect future directions of cloud service brokerage.
