  • 해안둘레길 이용의 활성화는 어촌지역의 소득향상을 통한 삶의 질 향상과 밀접한 관련이 있다. 본 연구에서는 어촌지역의 거점에 있는 재래시장 등 기존 시설과 해안둘레길 이용현황을 분석하고 연계활용 가능한 시설과 프로그램을 제안하였다.

A Study on the Estiblishment of Space Planning on Myeon Center according to Regional Characteristics (지역특성에 따른 면소재지 공간계획수립에 관한 연구)

  • Although rural areas account for more than 80% of the total land area of South Korea, most of them are deteriorated and living environment is inconvenient. In addition, the migration of young generation to urban areas and ageing have reduced the population and caused not only cavitation phenomena of villages but also stagnant communities. As for one of the rural areas, the seat of Myeon Office located in Oesan-myeon, Buyeo-gun, Chungcheongnam-do, this study presented not a plan only for strengthening hub functions but the methodology of the complex development plan in consideration of the regional characteristics in the comprehensive improvement project in seat of Myeon Office. From the perspective of enhancing the function of the seat of Myeon Office, it is inevitable to establish plans based on hardware. However, empowerment of the residents in the targeted areas also works as an important factor. In other words, each project promoted by the plan will be mainly operated by the local residents. Therefore, it is necessary to establish a management system of this. The success or failure of the established plan is based on the accurate survey of the issues of the targeted areas and demand, and this depends on participation and positive response of the residents of the targeted areas. That is, the method as a 'local community network' is required in order to increase the effect of resident participation in the planning area.

A Study on Way to Revitalize the Service Delivery System in the Hinterland Villages in Non-Urbanized Area (비도시지역 배후마을 서비스전달체계 활성화방안 연구)

  • The Ministry of Agriculture, Food and Rural Affairs has been promoting policies to strengthen the functions of rural centers (culture, welfare, economy, education, etc.) and to ensure that services from the centers are delivered to and connected to hinterland villages. For this policy purpose, the rural center revitalization project and the basic living base creation project within the rural development projects are being promoted. However, in the process of carrying out the actual project, as the focus is on strengthening the functions of rural centers, service delivery and connection with hinterland villages are not being actively promoted. therefore, in this study, we analyze the projects previously carried out in Jeoksang-myeon, Muju-gun and the regional status, analyze the reasons why hinterland village services were not connected and activated, and propose a direction for the second phase of the basic living base creation project to be carried out in the future. As a result of analyzing the reasons for the failure of hinterland village services to be activated, problems such as disadvantages in accessing services due to dispersed residence in rural areas and limitations in topographical structure, and the lack of a service delivery system to develop demand in hinterland areas were found to be problems. Improvement measures were derived as follows. First, it is a stepping stone construction plan proposed to overcome topographical limitations. Establish a stepping base that will function as a service intermediate terminal to ensure efficient service delivery. Second, for a rational decision-making structure, we proposed a plan for deploying communication channels that could closely collect local opinions by operating various small-scale communities along with the efficient composition of a resident committee that includes residents of the central and hinterland villages and various classes. Third, it is a virtuous cycle of local manpower training plans that train local residents into professional instructors. We aim to complete a sustainable, resident-led service supply system by nurturing the most important service deliverers, that is, activists, in service delivery.

Classification of Rural Area by AHP Method (AHP법을 이용한 농촌지역유형 구분)

  • The objectives of this study were to confirm the necessity of classifying rural areas into several zone, which is being required to carry out vanous regional development projects in rural areas sponsored by govermnent effectively, make the standard for the classification. To summarize the results obtained from this study are as follows Based on the evaluation on the resource amount, the region of eup and myeon in the five gun were classified into five type(A, B, C, D, E). From the classification result, 6 eup and myeon were classified into A type, 13 eup and myeon into B type, 14 eup and myeon into C type, 18 eup and myeon into D type, 11 eup and myeon into E type. This showed that the five belts were distributed evenly in the five gun. The regions of eup and key myeon in each gun were classified into A type(Urbanization). The evaluation on the resource amount of the region that held beautiful view of nature and great tourist attractions was high although the region was close to E type (Mountains) in geographical feature. The regional characteristics of each eup or myeon are different although eup and myeon that were located in the same gun or adjacent each other. Therefore, it is thought that when the project for development of rural areas is planned, the regional characteristic of each eup and myeon should be considered to utilize the potential of each region fully. In summary, it is believed that to get productive results from the development Project in rural areas, strategics should be different based on the regional characteristic of each zone.

Jeju Shinyang Fishing Port Remodeling Plan Utilizing Marine Tourism Resources (해양관광자원을 활용한 제주 신양항 리모델링 계획)

  • The fishing port was once the foothold of production as well as the stronghold of communities but with the declining of the fishing industry, ports became abandoned space. Jeju Special Self-Governing Province has continued its effort to vitalize marine tourism since 2010. Shinyang Port in particular is designated as a Prearranged Marina Port Development Zone, and planning for the Jeju Ocean Marina City project is underway. Nevertheless, fishing port remodeling projects implemented on Jeju so far have focused only on civil engineering such as renovating old facilities. In addition, most Marina Port Development Projects have been irrelevant to local communities. Leading projects by the local government mostly suffer from a lack of funding, which results in the renovation of old facilities and improper maintenance, while private sector investment projects do not lead to benefit sharing with the community. Shinyang Port, also renovated in 2008, ended up with outer breakwater extension construction that neither solved the fundamental problem of the site nor gave benefits to residents. To arrange a way to solve problems for civil engineering focused development project, improper maintenance, and benefit sharing with community, first, this study proposes a development plan that connects with the outlying areas near the ports. The plan reflects existing topography, Jeju traditional stonewalls, narrow paths on the master plan and programs by reading the regional context. In this way, this paper suggests a space development plan reflecting the local landscape and characteristic factors. Second, it satisfies various needs by using existing and new Marine Tourism Resources. Third, it examines sustainable operation and management measures through residents' participation. The proposal is significant in two key ways: it is a fresh attempt at connecting the fishing port with its outlying areas from a landscape perspective; and it considers environmental, social, economic issues, and suggests participation for local communities. Thus, the model can be used in future fishing-port remodeling plans for revitalizing unused space, including invaluable traditional landscapes, and for boosting the marine-leisure industry.
