어촌뉴딜 300사업은 300개의 어촌과 어항을 대상으로 하는 복합개발사업으로 낙후된 시설 개선 및 지역특화 자원활용 등 전문프로그램을 제공하는 사업이다. 본 연구에서는 어촌뉴딜 300사업의 선정평가 항목 별 가중치 결정을 위해 다기준 평가방법인 AHP로 전문가 설문조사를 통한 분석을 수행하였다. 평가결과, 상위계층 평가항목은 개발여건 및 기본구상, 사업효과, 사업계획, 사업 시행 및 관리순으로 중요도가 높게 나타났다. 사업효과 항목은 가이드라인에서 6점으로 낮은 배점이었지만, AHP 결과 15.57점의 배점이 도출되었다. 본 연구에서 도출된 항목별 가중치는 향후 어촌어항 개발사업 평가항목 배점 선정에 참조할 수 있을 것이다.

본 연구는 수산자원, 어항기반시설을 바탕으로 어촌뉴딜300사업 수산특화형 사업의 모델을 제시하였음. 수사자원이 풍부하고 어민들의 참여가 높은 갈화마을에서 수산특화형 사업의 성공 가능성을 발견할 수 있었음.

도시는 지속적으로 변화하고 있으나, 도시어항은 도시화에 비해 쇠퇴되고 있다. 도시어항 어민들의 어업활동은 축소되고 있으며, 어항의 새로운 변화와 활력이 필요한 실정이다. 그러나 어촌계의 고령화, 어항구역 및 인접 대지의 토지활용 등 실질적인 한계점은 어항의 발전을 저해하고 있으며, 본 연구에서는 이를 극복할 수 있는 대안으로서 암남항 해녀와 낚시 콘텐츠를 활용한 해양문화콘텐츠를 제시하고자 한다. 또한 2022년 암남항 어촌뉴딜300사업 시행에 앞서, 암남항의 해양문화콘텐츠를 개발하고 도시어항 공간환경마스터플랜을 수립함으로서 암남항의 새로운 발전을 도모할 수 있는 실질적인 연구 수행의 의의가 있다.

The purpose of this study is to provide logical and policy justification for the feasibility and sustainability of the project through analysis of economic ripple effects of the fishing village new deal 300 project. To do this, we applied the industry-related analysis, which is mainly used to analyze the economic ripple effects, to the fishing village new deal 300 project. The industry association analysis classifies the detailed project of the preliminary plan for the selection of the business into the software business such as the hardware business and the capacity enhancement in the construction field and analyzes the economic ripple effect through the inter-industry association. As a result, it is expected that the fishing village new deal 300 project will have a positive economic impact. When the total investment of 3 trillion won is invested in the project, it is estimated that the production inducement effect and the value added effect are 5,545.3 billion won and 2,102.7 billion won, respectively. In addition, 62,005 get job inducements, where 10,952 employment inducements were associated with job creation. The analysis of the above impacts seems to have secured the logical justification for the implementation of the fishing village new deal 300 project.

The purpose of this study was to analyze the conflicts in fishing villages, focusing on the Fishing Village New Deal 300 Project. In order to solve the research problem, the case analysis method was selected among qualitative research methods. Interviewees were selected as the village leaders and the MP(master planner) at the center of the project contest and promotion process. Of the leaders who were in charge of the project or in the villages selected for the project, three leaders who fully understood the purpose of this study were selected. The categorized results are as follows: First, difficulties in forming regional councils due to indifference of residents. Second, demanding excessive sacrifice of the leader. Third, the leader and the residents distrust of the local government. Fourth, the non-cooperation and intentional interference of the residents. Preventing and managing these conflicts is as follows: First, the regional arrangement of experts at the national level. Second, education for improving residents awareness. Third, structuralization of pre-learning and refueling systems. Forth, participation of residents in the decision-making process, Fifth, development and application of a practical road-map.
