선박 입·출항 제도 검토 ('씨그랜드호 광안대교 접촉사건'에서 드러난 선박 입·출항 관련 문제점과 개선방안 검토)

  • 2019년 2월 러시아 선적의 씨그랜드호가 부산 용호부두에 입항하여 출항하는 과정에서 부산항관제센터에 입출항 신고를 하지 않고 요트와 광안대교와 충돌한 후 사고보고도 하지 않았다. 총톤수 500톤 이상의 선박은 도선사를 승선시켜야 하나 부두앞 공간이 좁은 용호부두이지만 부산항도선구에서 제외되어 있어 도선사도 승선하지 않았다. 현재 VTS에 의한 모니터링 수준의 관제와 출입항법 위반선박에 대한 벌금규정만으로는 사고재발 방지대책으로 부족하므로 해양안전감시시스템을 구축할 필요가 있다.

  • 해상을 통해 반출입되는 항만 컨테이너는 선박과 항만에서의 안전사고를 예방하기 위해 국제해상위험물규칙의 규정을 준수하였는지 검사하고 컨테이너의 안전성을 점검한다. 하지만 지금까지의 컨테이너 및 위험화물의 검색은 대부분 사람에 의한 수동 운용으로 이루어지고 있어 향후 자율운항선박의 도래에 따른 자동화 항만을 위해서는 자동화된 검색 기술과 더불어 대상 컨테이너의 무인 자동화 검색이 가능하도록 운영이 될 필요가 있으며, 보다 진보적이고 효과적인 컨테이너 검색기술을 활용하기 위해 컨테이너 검색정보 표준을 개발하여 컨테이너 보안검색의 효율성 및 검색 활동에 대한 업무 비효율적인 문제를 해결하고자 한다.

Study on the Fairway Used by Coastal Passenger Ship at Mokpo Port (목포항 입출항 연안여객선의 이용 항로에 관한 고찰)

  • The port of Mokpo operates the largest number of coastal passenger ships and routes in Korea. These coastal passenger ships pass through narrow channels in the south-west coast of Korea owing to the geographical effect. It is difficult to find a research for the safety of the marine traffic environment in the narrow channel used by coastal passenger ship. Therefore, in this study, the navigation safety of the target coastal passenger ship was analyzed in the narrow channel near the port of Mokpo using the Korea design standard for port and harbour facilities. As a result of the analysis, the width of the narrow channel between Maek-island and Dali-island is narrower than 1.5 times of the target ship's length over all, the degree of curvature of the narrow channel exceeds the standard value of 30°, and several fishing gears exist near the narrow channel. Finally, the following were suggested to improve the safety of navigation on the narrow channel: keeping one-way traffic during the day-time, and navigating through the designated fairway during night·visibility restriction·low tide.

A Study on the Measurement of Ship Wave (항주파 관측에 관한 연구)

  • On-site measurement of ship wave has been carried out in the vicinity of Mokpo inner harbour. The wave data were collected and logged 5Hz by the ultrasonic instrument for 12hour on May 17, 2006. The number of data was 216,000 and the maximum wave height was 81.41cm in normal weather condition. It was found that the wave conditions in this water area are predominantly affected by the ship-generated waved under normal condition. By comparing with the wind-generated waves in the open region which were irregular but with dominant directional characteristics, the existing harbor wave field was much more complex.

  • In order to secure the traffic safety especially in the entrance waterway of harbour, it is important that the breakwater and the port facilities should be designed properly considering ship-handling difficulty and traffic flow. In this study, the lateral force acting on ship hull under the external force(wind, current, wave) is investigated quantitatively for the container ship approaching to the Busan and Gamcheon breakwater. The relation of ship-handling difficulty to the breakwater and the arrangement of ship's routine are examined based on the lateral force under the external force. Some of reviews to secure traffic safety on the design of breakwater are discussed.

  • Until a recent date Wan-do Port have been made efforts to advance its marine policy toward the base of marine distribution industry. Therefore the administration of Wan-do port have been carried out many projects on improvements of harbour system very actively. The improvement of ship traffic system would be one of them. This research examined the general view of present situations of marine traffic system in Wan-do waters area and suggested improvements in ship route and anchorage.

An Analysis of Technical Efficiency of Port Labor Using DEA/Super Efficiency (DEA/초효율법을 이용한 항만노무 효율성 분석)

  • This paper measured and evaluated the technical efficiency, pure technical efficiency and scale efficiency of port labor via three inputs and three outputs using Data Envelopment Analysis (DEA). First, the average overall technical efficiency measured about 94.18 %, with 100 % pure technical efficiency being larger than 94.18% scale efficiency. As a result, 7 ports were identified as efficient, and 4 ports were identified as inefficient. Among the 4 ineffiecient ports, Donghae had the highest Increasing Return to Scale (IRS). However, the inefficient ports were all found to be less efficient in terms of resource operation than production scale. On the other hand, the efficient ports established priorities using the super efficiency method. As a result, port efficiency was highest for Incheon, Mokpo, Pyeongtaek-Dangjin, Masan, Yeosu Gwangyang, Jeju, and Gunsan-Daesan Ports, in order. In particular, Busan Port, found to be inefficient, would benefit from using Mokpo Port and Incheon Port as benchmarks to increase trade volume and modernize equipment for full-scale commercialization to improve labor efficiency.

  • 우리나라의 주요 무역항을 입${\cdot}$출항하는 선박의 증가, 대형화${\cdot}$고속화 및 새로운 항만의 건설 등은 해양교통 환경변화에 큰 변화를 가져오고 있다. 이러한 상황에서 항로에 설치된 등부표의 기능을 재검토하는 것이 요구되고 있다. 또한 이용자 중심의 서비스 향상 및 해상교통 안전 확보를 위한 대책 마련이 필요하다. 등부표는 안전항행을 도모하여 해양사고를 미연에 방지하는 역할을 수행 하지만 이의 배치와 관련한 연구가 미진하다. 따라서 본 논문에서는 연구의 일환으로서 국내 주요 무역항만을 출입하는 선박의 동부표 이용자들을 대상으로 등부표 배치에 관련한 선호도를 설문조사하여 분석하였다.
