Development of Hydrological Safety Evaluation Model for Agricultural Reservoir (농업용저수지의 수문학적 안전성 평가를 위한 계수화 모델 산정)

  • According to the "Safety Evaluation Detailed Instructions (Dam)", a precise safety inspection is carried out for dams that exceed a certain scale. However, as the Hydrological Safety Evaluation from various evaluation standards is designed to evaluate the safety of existing dams considering PMF(Probable Maximum Flood), the evaluation is much less applicable for most agricultural reservoirs. Therefore, the Hydrological Safety Guidelines for agricultural reservoirs are expected to be re-evaluated considering the diverse risk factors with the coefficient model and AHP(Analytic Hierarchy Process) in this study. The coefficient model has been developed by selecting the hydrological safety superordinate subordinate evaluation factors to reflect diverse risk factors of agricultural reservoirs. This study indicated that in the short term, improving the safety check condition evaluation grade will be useful to improve the hydrological safety of the agricultural reservoir because it can be performed immediately.

FMECA Procedure for Failure Analysis of Train High-Speed Circuit Breaker (전동차 고속차단기 고장 분석을 위한 FMECA 기법)

  • FMECA(Failure Mode, Effects and Criticality Analysis) techniques to make quantitative evaluation of failure effects severity and criticality have been applied to systematic failure analysis for reliability improvement of train which should provide regular service and secure high level of safety as a mass transportation system. These FMECA techniques do not fully reflect the inherent train operation and maintenance circumstances because they are based on the FMECA standards devised for other industries such as automobile industry and FMECA standard dedicated to train industry has not been established yet. This paper analyzes FMECA standards for various industries, and suggests a FMECA technique dedicated to train industry which makes failure effect analysis and criticality analysis step by step and makes criticality analysis placing emphasis on the severity of the failure effect. The proposed technique is applied to FMECA of high-speed current breaker which is a core safety device of train using field failure data for 15 years of train maintenance. The FMECA results show that breakage of arc chute has the highest risk with 3rd severity class and 5th criticality class among all the components of high-speed circuit breaker. Damage and poor contact of electronic valve, and cylinder breakage with 3rd severity class and 4th criticality class are followed by. These results can be applied to improvement of design and maintenance process for high-speed circuit breaker of train.

Animal Skin Irritation and Skin Sensitization Tests of High Intensity Focused Ultrasound System Cartridges (집속형초음파자극시스템 카트리지의 동물실험을 통한 피부자극시험 및 피부 감작성시험)

  • In this study, the cartridge part of the focused ultrasound stimulation system was used as a sample to conduct a skin irritation test and a skin sensitization test through animal experiments among the tests related to GLP (Good Laboratory Practice), a medical device safety evaluation standard. The test was conducted after IACUC approval using 6 female New Zeland White Rabbits. The polar and non-polar stimulation indices were all '0.0'. In addition, in the case of skin sensitization evaluation, 30 guinea pigs approved by IACUC were divided into control and experimental groups, and all induction and induction steps were applied using the eluate itself without separate dilution of the test sample and blank test solution. As a result of the experiment, the skin reaction grade of the control animal was 0 grade, and there was no animal showing more than 1 grade in the skin reaction of the test animal. As a result of both tests, no abnormal skin symptoms were observed, and when applied to the human body to treat patients, the test materials used in the tests will investigate the stability of whether any diseases that cause skin abnormal symptoms will occur.

  • This study presents a method of quality category classification by safety, maturity, complexity, and what types and extent of controls and verifications are applied to specific products and services during the various stages of a nuclear facility life cycle. All products, services and processes have various controls and verifications built in to ensure they perform their functions satisfactorily. The highest grade should require the most stringent application of the quality assurance requirements ; while, the lowest grade should require the least stringent. When products or services are modified, the assigned grade of quality assurance requirements could become more stringent or less stringent depending on the significance in nuclear safety. Applying QA program always costs money, and they should be applied and focused to the extent where necessary and not applied or applied to a lesser degree for less important activities. An efficient QA program should be developed to satisfy the necessary requirements and to ensure the required confidence in quality, but without unnecessary stipulations. Not all the requirements of QA standard must be applied identically to all products and services which are to be provided.

  • In recent years, increasing damage due to landslides. So the government is to create a geotechnical hazard map. This study was to evaluate the applicability of the geotechnical hazard map by using 4 years of landslide cases in Seoul and Busan. And the in-situ aseessment has been carried out in test-bad area with specialists. Study has shown dangerous grade in geotechnical hazard map is more dangerous than the actual. Thus we can utilize geotechnical hazrd map in the purpose of the geotechnical hazard preliminary assessment. However, the in-site inspection and evaluation is required for in order to select the hazard area.

  • 국제민간항공기구는 항공안전을 도모하는 차원에서 ICAO 항공영어제도(ICAO LPRs)의 국제 표준을 제정하였다. 이에 따라 우리나라는 2005년 11월 8일 항공법을 개정하여 항공영어능력증명시험(EPTA)을 만들었다. 본 연구는 항공영어제도의 문제점을 분석하고 개선하는데 목적이 있다. 조사는 우리 항공영어제도와 해외사례를 비교하고 문제점을 분석하였다. 연구결과, 우리 항공영어제도와 ICAO 항공영어제도, 다른 나라 항공영어제도 사이에 차이점들이 나타나고 개선이 필요한 것으로 조사되었다. 개선은 직무연관성을 보강하는 방향으로 문항개선과 등급제도 개선 방안 등을 제시하였다.

  • 지반조사 결과에 의거하여 돌리네와 공동이 존재하는 지역을 구분하여 지역에 적합한 카르스트 형식을 적용, 예측하였다. 특히, 터널이 돌리네 발달 가능성이 적은 백운산 지역을 통과하는 경우에 소규모의 KT-1 ∼ KT-5가 존재하는 것으로 예측되었다. 그러나 설계시 지반조사의 한계성을 인식하고 시공 중에 필요하다고 판단되는 구간에는 막장 전방의 지질상태를 파악할 수 있는 조사를 선 시행하여, 그 결과를 토대로 최종 등급을 결정하여 안전한 시공에 대처할 수 있도록 해야 한다.

  • 최근 도심지 침수예방을 위해 구조적 비구조적인 대책 등이 수행되어 왔으나, 도심지의 국지성 호우의 발생빈도가 증가함에 따라 단시간의 도심지 침수예측의 중요성이 다시 대두되고 있다. 이에 도심지 침수 예측을 위해서는 수치모의 프로그램을 사용한 연구가 진행되어 왔으나, 국지성 호우에 의한 침수를 막을 만킁의 실시간 위험예측은 아직까지 힘든 실정이다. 한편 해양재난의 침수를 예방하기 위해서 국립재난안전연구원(2017)에서는 과학적 보간법을 적용한 침수예측 모형인 SIND(Scientific Interpolation for Natural Disaster) Model을 개발한 바 있다. 따라서 본 연구에서는 SIND Model을 도심지 침수예측에 적용하여 집중호우와 같은 단기간의 침수를 예방하고자 한다. SIND Model은 기 구축된 침수예상도를 활용하여 모든 시나리오에 대한 침수 위험도 등급을 실시간으로 평가하는 모형이다. 국토부에서 제공하는 국가홍수위험지도와 내수침수지도를 활용하였고, SIND Model은 Comsol Multyphisic를 활용하여 침수예측지도를 생성하였다. 기존에 해양재난 예측을 위해 사용하였던 Risk Grade 방정식에 시간 항(time term)과 도심지의 최초 침수 발생위치에 생성 항(source term)을 추가하여 도심지 침수특성을 반영하였다. 결과를 평가하기 위하여 CRITIC(CRiteria Importance Through Intercriteria Correlation) 방법을 활용한 형상유사도를 산출하였다. 그 결과, 기 구축된 홍수위험지도와 형상유사도는 전체 구역 중 80%의 구역이 0.8 이상의 값을 나타내었다. 20%의 구역에서는 복잡한 도심지의 건물, 구조물 등의 침수특성을 반영하지 못하여 형상유사도가 낮게 평가된 것으로 판단되며, 향후 위험도 예측을 위해 배수시스템 등의 영향인자를 고려한다면 위험도 등급 예측의 정확도를 높일 수 있을 것이라 기대된다.

Study of Monitoring for Change of Marine Environment by dumping dredged Materials (준설토 외해투기에 의한 해양 환경의 변화에 관한 연구)

  • In this study, the authors investigated the change of marine environment by dumping dredged materials generated by construction of Busan New Port. There are lots of possibilities to impact an ocean ecosystem by toxic materials in the dredged material dumped in the open seas. As a result of analysis of environmental monitoring in the study areas 12 times a year, COD is II grade, T-N is I grade, T-P is between II and III grade. This result is same as another results of offshore in Korea. It seems unclear that it results from the change of water quality by dumping dredged material. However, according to the result of this investigation, it is not effected extensively to the marine environment by dumping dredged materials. We need further environmental monitoring in the interest sea areas, also need to keep on investigating the impact on the marine ecosystem by dumping dredged materials.
