아시아의 도시교통사고는 빠른 인구증가와 경제성장으로 인한 자동차 보급 확대로 인해 OECD 국가에 비해 2${\sim}$3배 높은 수준으로 교통사고절감을 위한 대안 마련이 시급한 실정이다. 이에 본고에서는 ITS기반 도로교통 안전시스템의 정착을 통해서 아시아 도시의 공통된 교통안전문제를 해소하기 위한 공동대응방안을 제시하고 있다. 이를 요약하면, 첫째, 도로사고와 ITS관계를 규명하고 사고요인을 도로상에서 제거할 수 있는 ITS기술을 소개하였다. 교통사고원인의 95%가 운전자관련인자로 나타나 운전자관련 ITS요소기술(HMI 등)의 개발이 시급한 것으로 나타났다. 또한 현재 도로 안전분야에서 적용 가능한 실용기술로는 돌발상황관리시스템, 충돌경고시스템, 비상연락시스템, 단속시스템 등인 것으로 판단된다. 둘째, ITS기반 도로교통 안전시스템의 조기 정착을 위해서는 기존 조직 법 제도의 정비가 필요하다. 아시아 도시에서는 ITS 도입 초기 정부주도형으로 추진하는 것이 바람직한데, 이를 위해서는 정부조직 내 ITS 전담기구 (Headquarter)를 신설하고, 도로안전 ITS관련 법령 및 ITS Master Plan에 근거한 권한과 사업, 예산을 확보해야한다. 또한 인프라 및 ITS 구축 운영과 함께 RSA(Road Safety Audit)와 같은 선진안전제도 시스템을 벤치마킹하여 국내 현실에 맞도록 접목시켜 나가야한다. 셋째, 교통관제 (광역)정보센터, 버스센터, 구간속도단속 등 혁신적인 도로안전사업을 지속적으로 발굴 확충하여 노하우를 축적해야 한다. 넷째, 아시아 도시의 공통된 교통문제를 해소하기 위한 공동대응방안을 마련하기 위하여 각국의 노하우를 전파하고 공유하는 창구로 아시아 태평양지역 ITS포럼을 더욱 육성해야 하겠다.

최근 국내에서 저렴한 건설비 및 교통약자들에게 대중교통서비스 제공이 가능한 저상트램에 대한 관심이 많아지고 있으며, 자연환경을 보호하고 도시의 교통을 체계적으로 구축하기 위하여 저상트램에 관한 적용 가능성을 검토하고 있다. 전주시, 울산광역시 등에서 트램 도입에 대한 관심을 보이고 있으며, 본격적인 건설에 착수한 국내의 기관은 없지만, 2012년 여수 국제엑스포에 신교통수단으로서 무가선 하이브리드 저상트램을 기본 운행시스템으로 선정하여 운행될 예정이다. 저상트램시스템은 승객의 안전 및 보행자의 안전 측면에서 1인 유인운전으로 운영되지만, 기존 도시교통시스템과의 간섭과 도로교통신 신호시스템과 연계가 필수적이다. 따라서, 본 논문은 한국형 저상트램의 신호시스템 기본구축 방안에 대해 다룬다.

정보과학기술의 발달 등으로 미래도시는 많은 변화가 예상되며, 이로 인한 여러 가지 부정적인 영향도 예측되고 있어 개인적이고 비인간적인 사회출현도 우려된다. 그러나 지금까지의 도시발달과 흐름을 살펴볼 때 급격한 사회변화에 대한 역기능에 대해 방어수단을 마련하고자 근린체계가 잘 조성된 쾌적하고, 안전하며, 그리고 무엇보다도 좀 더 인간적인 모습을 갖추기 위한 다양한 노력이 시도될 것이다. 향후 미래도시에서는 보다 인간적이고 커뮤니티가 활성화된 도시를 구축하기 위해 공원녹지도 중요 수단의 하나가 될 것으로 보인다. 미래도시 유형의 하나인 V-CITY의 발전방향을 예측하고 살펴봄으로써 공원녹지의 바람직한 발전방향을 마련해야 할 것이다.

The number of fuel gas accidents is increasing in domestic fuel gas facilities as increasing the supply area. To prevent gas accident, the government institutions related to fuel gas industry partly collected and managed the information of physical properties and safety data. Due to the overlap of data between institutions, collecting and managing the safety information was inefficient. The purpose of this research is developing geographic information system which providing the information of quantitative risk assessment, accident prevention plan, and efficient sharing and managing of the system.

While occasional disasters have occurred recently in urban facilities such as bridges, buildings, subways, roads and others, the systematic safety management of urban facilities is greatly needed to prevent the disaster or to minimize the damages. This study proposes the way of setting-up and managing an building disaster information system so that this experience can be applied to other urban facilities to minimize trials and errors. With such a purpose, this study presents a building safety management information system and utilizes it for the building disasten information system. This study includes research agendas as follows : building maintenance and management infonnation system, setting-up and utilization the building safety management infonnation system, building disaster infonnation system using GIS. The results suggest that the building safety management infonnation system which can be related to the urban disaster infonnation system should be constructed in advance in order to utilize the building disaster infonnation system, and that, under this condition, it proved to be easily connected to the related database, especially GIS. And, to utilize such an infonnation system, the application programs such as safety evaluation program, cost estimation program and documents management program should be readily available. In addition, other functional programs related with maintenance and management should be designed and established. The schemes or devices for practical usage should be supplemented through a standardization and a pilot project in central government or Seoul Metropolitan Government level in order to set up and utilize the building safety management infonnation system, and the related laws or regulations should be prepared or amended to support the system.

도시의 안전을 위해서 재해 발생시 대응 및 복구와 같은 사후처리도 중요하지만 재해에 취약한 지역을 사전에 파악하고, 예방적 차원에서 이러한 지역들을 체계적으로 관리하는 것이 점차 중요해지고 있다. 본 연구는 대도시 관리차원에서 필요한 방재지도의 유형 중 하나로 화재를 상정하여, 화재위험지역을 선정하는 기준을 설정하고 이 기준에 맞춰 서울시 종로구 창신동을 사례지역으로 하여 화재위험지도를 시범적으로 구축하는 것을 주요 내용으로 한다 화재위험지도성은 방재업무에 있어 지역성에 기초하여 취약지구를 사전에 파악하고 체계적으로 관리하는데 활용될 수 있으며, 나아가 지구단위계획 등의 도시계획업무에서 방재를 고려한 토지이용계획 수립 및 도시계획시설 배치 등에 활용될 수 있을 것으로 판단된다.

Public enterprises for urban development, whose main tasks are housing and land development and building maintenance, have various disaster and safety management responsibilities, and their importance is increasing with the recent full-scale revision of related laws, so it became necessary to establish a management strategy. In this study, by the AHP analyses, we intend to present a reasonable process and results for deriving promotion strategies and tasks and establishing disaster safety management operation goals, emphasizing on the safety management system and ICT-based safety technology

본 연구는 한국형 도시화재의 물리적 연소성상 예측 모델구축을 위한 기초연구로 일본의 시가지화재시뮬레이션의 구성에 대하여 살펴보고 우리나라의 화재경계지구의 현장조사를 토대로 시뮬레이션을 활용한 Case Study를 수행하였다. 이에 따라 향후 일본과의 국제공동연구의 방향을 설정하여 안전한 방재도시 구현에 이바지하고자 한다.
