특정관리대상시설은 "재난 및 안전관리 기본법" 에서 재난발생의 위험이 높거나 재난예방을 위하여 계속적으로 관리할 필요가 있다고 인정되는 시설 및 지역을 의미한다. 특정관리대상시설은 재난관리책임기관의 장이 지정하고 관리하도록 되어 있으나, 그 시설의 대상이 약10만개에 이르고, 시설의 종류도 42개에 달하며, 각기 개별법에 의한 안전관리가 추진되고 있어 실제적인 종합안전관리에는 많은 어려움이 있다. 본 연구에서는 다종다양한 특정관리대상시설물의 안전관리 실태를 조사하고, 효과적이고, 통합적인 특정관리대상시설의 안전관리를 위하여 종합안전관리시스템 개발을 위한 구축방안을 제시하였다.

The purpose of this study is to present safety management improvement measures for domestic coastal accidents. The national coast was classified into five regions to investigate the status of safety accidents. Based on literature review and interviews with practitioners, problems of coastal accident safety management were derived and the improvement were suggested. The results of this study are as follows: 1) Of the 3,116 coastal accidents in Korea, rock on the shore and central sea accidents accounted for 37.58% and 30.67%, respectively. 2) In order to improve domestic coastal safety management, five measures such as the establishment of private cooperation governance were suggested.

부산남항은 개항질서법상 항계 밖으로 1975년부터 부산시가 관리권을 위임받아 관리하는 지방정부가 관리하는 항구로서 하루 평균 약 450여척의 선박이 계류되어 있는 상태에서 빠르게 운항하는 여객선, 냉동운반선, 수리조선소의 각종 이동선박 및 어선 등 많은 선박이 통항하고 있으나 선박통항의 해상교통관제가 이루어지지 않아 항상 선박안전사고 발생 가능성을 내포하고 있다. 따라서 부산남항 선박통항의 안전성 증대와 안전사고 대책 등을 대비할 수 있는 총체적인 선박 안전관리시스템을 구축하기 위하여 부산남항의 해상교통 상황을 조사 분석하고 이에 대한 대책 방안으로 적합한 선박 안전관리시스템을 제안하고 그 장단점 비교 분석한다. 해상교통량을 조사한 결과 하루 평균 1,157척, 1시간 평균 48척으로 선박통항량이 가장 많은 시간인 16~17시 사이에는 120척의 선박이 통항하는 것으로 조사되어 선박통항의 안전성을 확보하기 위한 시스템을 반드시 운영되어야 하는 것으로 분석되어 좁은 수역에 가장 효율적인 선박 안전관리시스템을 설계 분석하여 그 대책 방안으로 제시하고자 한다.

본 연구는 한국산업안전공단에서 구축한 종합위험관리체제(IRMS)의 추진경과, 운영조직체계, IRMS 효과, 개선사항 및 향후 발전방향 등 IRMS 사업의 전 분야를 재검토하여 문제점에 대한 개선방안과 중 장기 발전방안을 제시하고자 하였다. 이를 위해 IRMS가 구축된 PSM 사업장에 대하여 설문조사를 실시하여 IRMS 효과를 분석하여 문제점을 도출하고, 이를 바탕으로 교육, 조직, 정보공유, 전산화, 기타 부문에서 개선방안을 제시하였다. 또한 선진국의 안전관리 실태를 전망하고, 이를 통하여 IRMS 중 장기 발전방안 수립을 위한 추진방향을 제시하였다.

The statistics of disaster and safety control which have been produced by NEMA(National Emergency Management Agency) and other related agencies have some problems which show redundancies and the lack of connections. These problems can result in disbelief of disaster-management related policies and cause uncertainties on standardization. One of the main problems is caused by the lack of an integrated system that can coordinate available statistical resources. The objectives of this paper are to propose possible ways for the rearrangement of statistics categories, the improvement of statistics indicators and the integration of statistics of disaster and safety management based on the improvement of related laws and regulations. Through the integrated system for an efficient production of disaster and safety-related statistics, it will be possible to establish more accredited disaster-management policies based on the scientific statistics and international standard.

Generally speaking, the demolition works is the subsequent construction activity which has been done after building life-span of twenty two years or so. However, it was not prepared suitable systems and laws and regulations as long-term solutions. In this study, it was suggested the improvement guideline of safety management-related laws in domestic demolition works. The three improvement of laws was suggested as follows. ${\bullet}$ First, it was suggested proposals for demolition works standards in safety management plan of management law for construction activity. ${\bullet}$ Secondly, it was provided improvements for standard safety work guide of demolition works of industrial safety and health law. ${\bullet}$ Third, it was proposed integration method of redundancy in safety management plan and risk assessment regulations.

Purpose: In this study, to protect delivery platform workers from danger, we intend to propose a plan to improve safety management. Method: To protect delivery platform workers, safety-related legal systems and cases were found and analyzed, and statistical results derived from a survey of delivery platform workers were analyzed, and safety management improvement measures were presented. Result: In Korea, safety measures against weather deterioration were not clearly presented in the contents of the law for the safety of delivery platforms, and the survey confirmed that safety education was not fully conducted, and most of them experienced accidents by receiving calls through apps or programs during delivery. Conclusion: This study could suggest safety management improvement plans for delivery platform workers, but since detailed questionnaire items related to motorcycles were not investigated, various accident results that could occur due to motorcycles used by delivery platform workers could not be identified.

생산위주의 개발도상국 진입으로 산업재해가 크게 증가하는 추세에 있음은 중대한 문제로 되고있다. 산업안전관리는 기술적으로 잘하면 최대 98%까지 예방가능한 분야이다 안전사고의 원인을 인적 근로자적 측면, 물적, 경영자적 측면에서 분석하고 이를 조화 또는 통제하는 요인으로 관리적, 행정적 요인을 분석하였다. 개선방안은 산업의 고도화, 다양화에 따른 신기술부족, 안전지식 및 교육부족, 그리고 중소기업의 산업안전 보건시설 개선의 미흡등, 이들 직접원인에 대한 통제 및 조화 수단으로서 법체제, 행정조직을 강화하고 산업 안전관리를 민간주도로 추진해나갈 연구 및 예방기관의 육성이 되어야 한다.

By reviewing the existing researches of construction safety management, this study presented some problems; 1) preceding researches dealt only a formal system of safety management and did not focus on the practical safety management action, 2) there is an insufficient endeavor of utilizing the lessons teamed of successful construction sites and generalizing the success factors of safety management in the construction industry. The objective of this study is to propose and describe an effective construction safety management activity improvement reflecting success factors of the excellent construction cases and the preceding researches. To achieve this objective, the authors performed a case study of successful construction sites and proposed the major six safety activities. The author's point are illustrated through an explanation of the safety management activity improvement.
