우리 나라의 에너지 안보 정도를 정량화하여 나타낼 수 있는 에너지 안보 지수를 개발, 제시하고 이를 이용하여 원자력 발전의 도입이 국내 에너지 안보에 기여한 정도를 측정하였다. 에너지 안보에의 기여 항목으로는 에너지원 다원화와 에너지 수입의존도를 선정하였으며, 원자력의 도입 여부에 따른 에너지 안보 지수의 변화를 비교함으로써 에너지 안보와 원자력 도입 여부와의 관계를 정량적으로 살펴보았다. 또한 본 연구에서 개발한 에너지 안보 지수를 이용하여 주요국의 안보 지수를 산출함으로써 우리 나라의 에너지 안보의 정도를 외국과 비교하였다. 이러한 분석을 통해 그 동안 정성적으로만 논의되어 왔던 원자력 발전의 에너지 안보에 대한 기여 효과가 보다 명확하게 정량화되어 평가될 수 있었다.

대한민국은 국가경제발전의 기반을 무역에 두고 있는 대외 지향적 통상(通商)국가이다. 현재 한국의 무역은 화물량 기준 거의 100%를 해운에 의존하고 있다. 한나라의 경제 특성을 나타내는 지표로서 '무역의존도'가 있는데 2007년도 한국의 무역의존도는 75.09%로서 일본의 30.15%의 약 2.5배, 중국의 67.07%에 비해 현저하게 높은 세계최고 수준이다. 이는 한국경제 나아가 한국의 안전과 발전이 절대적으로 해양을 통한 무역에 의존하고 있다는 의미로 이해할 수 있다. 대외무역에 국가의 사활을 걸고 있는 한국에서 국가해양활동의 안전이 확고하게 지켜지지 못해 무역에 차질이 발생한다면 이는 국가 경제 나아가 국가안보에 심대한 악 영향을 미칠 수밖에 없다. 반면 최근 소말리아 근해 해적의 피해확대로 한국은 주력 전투함을 파견하여 한국선박보호와 인근해역의 해양안전유지를 위해 국제적 해양안보활동에 참여하고 있다. 이는 한국의 국가경제활동이 전 세계로 확대됨에 따라 해양에서의 안전도 다방면에서 위협을 받고 있어 군함까지 파견해야 할 정도로 위협이 확대되고 있다는 방증이기도 하다. 이에 반해 한국에서는 해양안보에 대한 국민적 관심과 체계적인 대비책개발을 위한 노력이 아직은 미흡한 실정이다. 따라서 한국은 지금부터라도 국가적 차원에서 해양안보에 대한 관심과 대비책마련을 본격적으로 서둘러야 한다. 우선 한국은 해양안보위협을 북한으로 부터의 군사적 위협과 동일한 개념의 안보문제로 간주하여 대비해야 나가야 할 것이다. 또한 현재 정부 각 부처에 분산된 해양안보 관련 기능을 유기적으로 통합하여 수행할 수 있는 중심기구의 설치를 검토하여야 할 것이며, 국제적인 해양안보노력에도 적극적으로 참여함으로써 해양의 안전을 확고하게 유지하여 한국의 지속적인 국가번영을 보장하여야 한다.

Energy Security has been factor of great importance to national security, economy, society and all other areas. However, it has been in the lack of situation where there is no leading method to measure energy security nor to compare among countries until now. In the research, objective index to assess energy security has been developed and compared among the level of countries in terms of energy importing countries' perspective. Based on the suggested index, comparison for the energy security level has been explained. The implication of the research is that in terms of energy importing perspectives, method to appraise energy security and according to this, energy security rate by each countries with respect to LNG. This method is doubtlessly applicable to comparison of security rate from other resources and fluctuation of energy security by reflecting other factors. Also, discussion about how increased autonomy of resources can impact Korean energy security with regard to recent international energy development. As a consequence, it has revealed that enhanced authority of resources evokes ascendancy of energy security in a positive way.

The link between transnational environmental harm and national security has attracted new attention due to the environmental crisis such as climate change, nuclear accidents and, pollution. However, both domestic and international environmental regimes are still tied to the unsuccessful and unclear notion-sustainable development. The present author argues that environment should be considered as a security matter for the effective environmental protection. If, for example, a nation committed a serious environmental harm and the effects spans borderlines, and the source nation refuses to cooperate or compensate, would sustainable development still be an appropriate measure? Then, what would be the victim state's tool to protect its own security? The present author first looks into the possibility utilizing UN Security Council. But due to its limited legality and effectiveness in this environmental matter the present author would like to propose a non-traditional but a not-brand new method. This new method reflects two new trends both from international law and security areas. First, this approach clearly moves from the military focused security concept to broader security concept. Second, this is also a shift from traditional international law to transnational law. With these two new approaches, we will find a more suitable answer both for securing national environmental security and for protecting environment.

지난 50년간의 한-일 안보협력관계는 과거사와 관련한 원인으로 인해 깊이 있는 안보협력관계를 유지하기 곤란한 실정이었다. 그러나 변화하는 안보환경은 이제 보다 돈독한 한-일간의 안보협력관계를 요구하고 있다. 또한 한반도 통일 이후라는 미래 지향적 관점에서 살펴볼 때에도 이미 양국은 과거사에 얽매여 협력을 꺼리는 그런 관계로 머물러 있어서는 안 될 것이다. 이젠 보다 큰 틀 속에서'한-일' 안보협력을 추진해야 할 시기에 와 있다

Cyber attacks threaten the national security in this day and age. The government of the Republic of Korea recently released the National Cyber Security Comprehensive Countermeasures as a new cybersecurity policy. But current legal system cannot provide legal basis for the implementation of such measures. The current legal system related to cybersecurity is applied in each sector, thus the governance system in cybersecurity is separate. So there are many problems in the governance system in cybersecurity. To solve these problems fundamentally, it is righter to make a new cybersecurity law than to revise existing laws. Meanwhile, lawmakers proposed some bills in Congress to strengthen the cybersecurity in Korea in 2013. It will increase possibility of legislation of cybersecurity act to make a law through the analysis of these bills and to derive the essential elements from those. and to reflect these in the new cybersecurity act.

Today, about 98% of the international trade which leads the global economy is conducted at seas. This situation shows that maritime security is a key component for the stable development not only for international economy but also for the international security. Further, it suggests that the international society have reached to the stage that needs to fundamentally evaluate issues of the international maritime security cooperation and make further development. However, the international cooperation might not be an easy task to achieve because each nation faces different maritime security issues and maritime security cooperations require massive manpower and budgets due to diverse types of threats. Therefore, this paper analyzes status and issues of maritime security cooperation in vicinity of Malacca Strait and Somalian seas as key SLOCs for international economy. Based on this analysis, this paper aims to contribute to improve stability for the international economy by suggesting directions for the further development.

The ocean provides with not only the global environment and ecology, which is essential for human beings survival, but also various resources for human beings prosperity. The ocean security is to secure and keep the benefits that the ocean provides with to human beings. It is essential to keep enforcement measures for the ocean security. Major marine countries are challenging to secure ocean environment and resources since UNCLOS. The utmost policy priority should be given to the ocean security in Korea.

군사과학기술이 발전하고 안보위협이 다양화됨에 따라 해양에서의 안보환경이 변화되고 군사작전의 범위가 확대되고 있으며, 군사작전 개념도 변화하고 있다. 따라서 변화하는 해양안보환경 속에서 군사작전을 완벽하게 수행하기 위해서는 민간분야를 포함하여 다양한 요소들과 유기적인 네트워크체계가 구축되어야 한다. 본 논문은 안보환경 및 작전개념 변화에 따라 해양에서 성공적인 작전수행을 위해 네트워크체계가 어떠한 방향으로 구축되어야 하는가를 제시하였다.
