최근 대부분의 대규모로 추진되는 공공 서비스 목적이나 민간 사용 목적의 공간정보 구축 및 시스템 개발 분야는 실제 데이터베이스 구축이나 기술 개발에 앞서 ISP(정보화 전략계획: Information Strategy Planning)의 수립을 선행하는 경우가 일반적이다. 본 연구는 2000년부터 추진중인 한국전자통신연구원의 4S 기술개발 사업에 선행하여 수행된 4S 연계기술지원 사업의 ISP에 포함된 주요 기술사양을 분석하고, 분석 결과에 대하여 급속히 변화하고 있는 4S 관련 정보 기술동향을 반영함으로서 국내 상황에 적합하고 향후 사업에도 적용이 가능한 확장 모델로 제시하는 것을 목적으로 한다. 기본적으로 4S 기술개발 사업은 GIS-SIIS-GNSS-ITS 등 공간정보를 대상으로 하거나 주요 정보자원으로 이용하는 분야의 연계 기술을 컴포넌트 기반으로 개발하고, 개발된 컴포넌트에 대해서는 컴포넌트의 통합 또는 조립과 시험 검증과정을 통하여 국내외에서 전개되고 있거나 추진중인 다양한 공간정보 관련 사업에 적용 가능하도록 하는 것을 목적으로 하고 있다. 이러한 성과로 4S 기술개발 사 4S 모바일 컴포넌트 개발등과 같은 단위사업을 중심으로 소개되고 있었으나 이러한 단위 사업의 도출과정이나 추진 전략 또는 컴포넌트 연계 또는 재사용 과정등에 대하여는 체계적으로 알려진 경우가 거의 없다. 따라서 본 연구에서는 이러한 부문에 대한 내용을 기술적인 측면에서 분석하고, 이를 보다 확대하여 4S 컴포넌트 기반 단위 사업의 활용 가능성을 발전시킬 수 있는 확장된 아키텍처의 정립 과정으로 수행되고 있다.

Many institutes such as Bank of Korea, Samsung Economic Research Institute and Chamber of Commerce announced Entrepreneurship Index models. But, due to the arbitrary measurement model and the survey of each institute, there is a misled in the understanding and model of entrepreneurship. In addition, there is no research about comparative study of Entrepreneurship Index until now. In this study, we suggest our own Entrepreneurship Index model based on the literature review of Entrepreneurship Index. This model enables the objective measurement of Entrepreneurship Index. Above all, we suggest advantages and disadvantages of existing Entrepreneurship Index model systematically and the direction of Entrepreneurship Index.

In order to prevent indiscreet urban growth and harmonize urban development with environmental preservation, it is strongly required in Korea that urban planning should be reasonable and transparent. From this societal demand, the urban planning system was changed to be strengthened for the establishment of harmonious land-use order in urban space. However, implementation of the urban planning system demands a lot of information to analyze and estimate the present condition and problems of urban area. For this purpose, the information should quickly be collected, managed and analyzed. The urgent demand of information in urban planning field is able to be fulfilled with recent GIS and its relevant information technique, which can quickly, accurately and conveniently collect various spatial and statistical information, systematically analyze and manage them, and visually present the result of spatial analysis. This study suggested a urban planning information system and its basic implementing scheme to support the urban planning system with GIS and presented a development model of the urban planning information system using the recent GIS and its relevant information technique.

선박 업계의 항해 인력부족 현상을 해결하기 위한 방법으로 선박의 지능화 및 자동화에 관한 연구가 활발히 진행중이다. 선박의 지능화 및 자동화를 위해 지능형 자율운항제어시스템(Autonomous Ship Control System using Intelligence Techniques)이 개발되고 있다. 지능형 자율 운항제어시스템은 선박운항에 있어 항해계획을 수립하고 현재의 선박운항 상태를 파악하여 선박을 적절히 제어하는 항해 전문가의 능력을 전산화 한 것이다. 지능형 자율운항시스템은 항해, 충돌회피, 선체유지, 자료융합, 운동제어, 통합 아키텍처 시스템으로 구성되어 있다. 선박 운동제어시스템은 상위 레벨의 고수준제어 요구치를 하위레벨의 저수준제어치로 변환하는 제어기이다. 본 논문에서 선박의 물리적 특성을 모방하기위해 Oldenburger 제어 이론에 기반한 선박 제어기를 설계하고, 설계된 제어기의 성능검정을 위해 선박시뮬레이터에서 다양한 시나리오를 바탕으로 시뮬레이션 한다.

인터넷은 개인과 조직간의 정보를 원활하게 유통시키는 역할을 하고 있지만, 개인정보를 노출시키는 부작용을 낳고 있다. 특히 개인정보의 가치가 중요시되고 있는 상황에서 개인정보를 보호할 수 있는 보호정책이 필요하다. 본 연구는 개인정보의 수집, 저장, 이용, 파기와 같은 수명주기에 따른 개인정보 관리모델을 제시하고자 한다. 개인정보 관리모델은 각 개인정보 수명주기에 따라 개인정보 관리자가 수립해야 할 개인정보보호정책, 개인정보보호를 위한 기술적 대책, 기술적 대책 및 프로세스를 관리할 수 있는 관리적 대책을 서술한다. 본 연구는 제안된 개인정보 관리모델을 구현할 수 있는 개념적인 아키텍처를 제시한다. 본 연구는 개인정보의 수명주기에 따른 개인정보보호를 위해서 필요한 개인정보정책, 기술적인 대책, 관리적인 대책을 제시했다는 데 의의가 있다.

신재생 에너지원을 포함한 대부분의 소용량 분산전원(DER : Distributed Energy Resource)은 22.9 KV 이하의 저압 배전계통에 분포하게 된다. 배전계통에 도입되는 분산전원(DER)에 의한 역조류 문제는 수용가 단의 전압상승 문제를 야기 시킬 뿐 아니라 보호계전 시스템의 전반적인 재검토를 필요로 한다. 출력 제어가 불가능한 분산전원(DER)의 도입량 증가에 따른 무효전력의 수급문제는 기존의 배전망 운영의 개념으로는 효율적인 제어가 어려우며, 유효전력의 급변에 의한 문제도 배전 지역별로 어느 정도 안정화 시킬 필요가 있다. 이를 위해서는 배전 계통운영에도 Energy Management System(D-EMS)의 도입이 필요할 것으로 사료된다. 본 논문은 D-EMS 도입 및 스마트그리드 체제로의 이행을 위한 통신네트워크의 아키텍처 수립을 위한 기능분석 결과이다.

전자상거래 또는 e-Business에 대한 정부 등 각계 기관과 기업들의 관심이 매우 고조되고 있다. 현실적으로 e-Business를 도입하려는 일반 중소기업들은 매우 많은 어려움에 직면하고 있다. 수많은 솔루션과 다양한 방법론 그리고 경영전략 등을 체계적으로 수립해야하고 다양한 정책을 활용하는 과정을 필요로 하기 때문이다. 본 연구는 중소기업을 위한 전자상거래 또는 e-Business 환경구축에 대한 eSCM과 eCRM의 핵심기능을 포함한 eSCS(eSCM+eCRM)통합시스템 모델과 설계에 관하여 다루고 있다.

현재 의료기관간의 의료정보 공유는, 상호 협의된 의료기관간 DICOM(Digital Imaging and Communication in Medicine) 및 HL7(Health Level 7)에서 제시한 표준 Protocol을 사용하거나 각 기관별 별도의 Protocol을 사용하고 있다.[1] 현재의 의료정보공유는 특정 의료기관들 끼리만 이루어지며, 해당 기관 간 전송구간 보안은 대부분 IPSec VPN을 적용하고 있다. 법적으로 요구되는 보안 요구사항을 만족하기 위해 사전 보안 제휴를 맺은 의료기관들만 의료정보를 공유하고 있기 때문인데, 이는 의료정보교류 범위를 제한하기 때문에 의료서비스의 발전을 보안이 저해하고 있다고 판단 할 수 있다. 본 논문은 의료정보공유 서비스와 의료정보 전송데이터 보호기술을 조사하여, 현재의 문제점을 확인 후 범국가적인 의료정보공유 서비스에 대한 전송데이터 보안 아키텍처의 수립을 지원하는데 그 목적이 있다.

A safety management system is a information system. This system finds out hazards which could occur during safety management activities, and analyze and evaluate their natures, and then plan to take measures. Therefore accidents could be prevented. To establish the information system, robust architectures are required. A purpose of this research is to derive procedure of establishment in relation to developing safety management systems, which is needed to be advanced. To accomplish it, we reviewed a movement of architectures to establish electronic information and a movement of technology development And then we led definitions of requirements and architectures development process from those that are based on review of the trends.

Recently a new IT planning effort, Enterprise Architecture (EA), is being carried out by a number of organizations. According to many previous studies, this EA effort intrinsically differs from information systems planning (ISP). In practice, however, it is often performed just like ISP, pursuing identical objectives with just a few more modeling methods. It might lead to a misunderstanding that EA is no different from ISP. In an effort to clarify the difference, we investigate how these two planning efforts differ one from another in richness of architectural description. 19 RFP(request for proposal)s were empirically analyzed to see the difference between EA and ISP in terms of the richness of architectural description.
