The Development of Evaluation Items for Each Stage of Public Informatization Projects Implementation (공공정보화사업 추진단계별 평가항목 개발)

  • 본 연구에서는 정보화사업의 성과는 직접적으로 하나의 효과만을 발생시키지 않고 다양한 단계에서 다양한 형태의 성과로 발생된다는 점에서 정보화사업의 추진단계를 사업추진 전(前) 단계(사전평가), 사업추진 진행단계(진행평가), 사업추진 완료 후 운영단계(사후평가)로 구분하고 각 단계별로 정보화사업의 성과를 측정하기 위한 정보화사업 추진단계별 평가모형을 제시하였다. 각 추진단계별 평가영역 및 평가항목의 개발은 정보화사업 평가항목에 관한 선행연구들에 대한 이론적 고찰과 국내 외 공공부문에서 실제 적용하고 있는 사례를 중심으로 도출하였으며, 특히 본 연구에서의 중점연구대상 정보화사업인 문화정보화사업을 중심으로 제시하였다. 각 단계별 평가영역 및 평가항목으로는 사전평가에서는 사업추진 계획영역의 비용산정적정도, 사업적 타당도, 전략적 타당도, 위험도분석, 추진계획적정도의 5개의 평가항목으로, 진행평가에서는 사업추진 실행영역의 사업추진효율성, 자원관리적정도, 아웃소싱관리적정도 등 3개 평가항목을 제시하였다. 또한 사후평가에서는 정보시스템 구축성과 영역의 경우 시스템품질, 정본품질, IS 서비스 품질을, 정보시스템 운영성과 영역은 시스템의 활용도와 사용자 만족도를, 조직 및 경영성과 영역은 사업적 기여도와 전략적 기여도를 각각 제시하였으며, 아울러 각 평가항목별 세부 평가항목을 함께 제안하였다.

  • This study is empirically intended to put forward the modeling and process improvement measures for the SCM capability in small venture firms. The findings are summarized as follows. There were strategic alliance, technological development and centralization in the modeling of strategic planning for supply chain, not the least of which is strategic alliance, followed by centralization and technological development. There were routing scheduling, network integration and third party logistics outsourcing in decision making, not the least of which was network integration. There were customer service management, productivity management and quality management in management control, not the least of which was quality management. And there were order management choice, pricing demand, shipment delivery and customer management in transaction support system, not the least of which was order management choice. As for the above-mentioned findings, to maximize the SCM capability and operate the optimized process in small venture firms, the existing strategic alliances can optimize the quality management and stabilize the transaction support system through the network sharing and integration from the perspective of relevant organizational members' capability and process improvement. And the strategic linkage between firms can maximize the integrated capability of information system beyond the simple exchange relation between electronic data, achieving a differentiated competitive advantage. Consequently, the systematization and centralization for the maximization of SCM capability, including the infrastructure construction based on the system compatibility and reliability for information integration, should be preceded before the modeling of the integrated capability for optimum supply chain and the best process management in the smart era.

  • Online game business has emerged as the most lucrative entertainment industry, with over 20 million platers. The popularity of online games can be attributed to the presence of numerous PC Bangs around the country, which have pushed online games into the mainstream culture while broadband internet services facilitated online game play. The age distribution of online game players is expanding and a variety of new games are under development to target certain age groups. While the online game market continues to expand, with many new online game publishers entering the market, relatively little is known about which factors are strategically important for successful development of online games. A conceptual framework is proposed, and a structural equation modeling, for Identifying the factors affecting the market success of online games, is developed. The concept of online game community, idea generation, systematic development strategy, flexible development process, utilizing demo-version, outsourcing, etc, are ail introduced into the model, as the independent variables affecting the success level of online games directly and indirectly. Based on data collected from questionnaire survey, the validity of the model has been tested and interesting conclusions have been developed concerning the relationships between these variables. Statistical results show that utilizing online game community and system atic development strategy is the key for successful online game development. Other interesting results concerning game development strategy are also provided. It is hoped that this result might provide the useful guidelines for developing the successful online game contents. With a better understanding of key success factors, online game developers should be able to make adjustments in their development and marketing plans, providing them with a sustainable advantage over their competition.

  • This study reviewed the existing studies in order to set up a strategy that can achieve the trust and business performance of the franchisers, who are actually operating franchised business, breaking from the research trend centered around franchise headquarters and added the factors of the franchise headquarters' strategy for expanding franchises, including word-of-mouth communication and advertising & publicity and added the exercise of recruitment agency outsourcing, flagship store, recently utilized often as preceding variables to verify the causal relation between the trust of the franchiser and the business performance of the franchise. The implications of this study, it can be concluded that the government authority for the attraction of healthy franchises can continuously attract franchises and enter the market can continuously attract franchises by increasing the trust of the franchises, and powerfully investing and managing them for the effort through word-of-mouth marketing. It is expected that this study will be helpful in the establishment of a business strategy for forming a continuous relationship as well as the franchise head office's strategy for the recruitment of new franchises.

  • Corporate managers look at IT outsourcing as long-term strategic choices not as short-term tactical ones, and maximizing the effect that IT outsourcing brings about is the main concern to them. Emerging different types of IT outsourcing and their effects on the corporate business decisions necessitate the research on this subject. According to previous researches, the Intent for IT outsourcing is categorized as IS Improvement, Business Impact, and Commercial Exploitation. The decison factors for these IT outsourcing include corporate strategy types, IT role, and interaction between these two. Firm size and IT maturity are selected as moderating factors to add the credibility to the research of the effect of IT outsourcing decision making. Analyzing IT outsourcing data collected from 61 large-size and mid-size domestic firms revealed that corporate strategy rather than IT role is more significant factor affecting the intent for IT outsourcing decision. That means the decision of outsourcing intent is affected by corporate strategy types. Defenders(as in corporate strategy types) tend to use IT outsourcing more as a means to improve information systems, compared to analyzers and reactors. Prospectors tend to use IT outsourcing more as a commercial exploitation, compared to analyzers and reactors. These outcomes prove that corporate strategy characteristics reflect outsourcing intent. There were previous researches that showed outsourcing decision depends on IT role however the hypothesis was rejected that IT role determines outsourcing intent. It was also rejected that the interaction between corporate strategy types and IT role determines outsourcing intent. Corporate decision makers should first analyze corporate strategy, and reflect it on the outsourcing intent when they make IT outsourcing decisions. Only the precise defining of IT outsourcing intent will lower the risk and increase the possibility of success.

  • While outsourcing has become a basic strategy of the information system adoption, there is an emerging needs to analyze the gap between the required data and the existing data for the new system from an adopting company's perspective. In CRM adoption failure cases, the first reason is adopting company pay no attention to the data that will support investment and systems. So far, there is no attempt to consider data driven approach in information system adoption field. Hence, we propose Information System Adoption Model based on Data (ISAMD) and show how to use in real world by simulation. By using ISAMD, information system adoption decision maker can simulate the needed data and related cost with various information system alternatives in short term, and long term planning. ISAMD can prevent the possible threat of unexpected data cost in adopting new system at the adopting decision stage.

  • The competition between ship management companies is fierce as a result of global trend towards increased specialization. In order for ship management companies to remain competitive, it is necessary to understand the local and global factors and the changing circumstances that impact shipping markets and trade patterns. To better understand these factors, a study and analysis of drawing priority of the competitiveness-evaluation factors of ship management companies was conducted using Analytical Hierarchy Process(AHP) as a method dealing with dicision-making problem. As a consequence of this analysis, it was determined that human resources, both shipboard and land management, were a primary factor in ship management company's competitiveness. Thus, the acquisition and retention of capable staff was a key aspect of assuring a ship management company's competitiveness.

  • Korea Highway Corporation has played a role of the construction and operation of the highway for the past for 40 years. The private sector since the 90s has made highway construction and operation. Central government and local governments were paid at subsidy in least operating income to 1.5896 trillion won for private operators from 2001 to 2008. Thus, Korea Highway Corporation will have important implications for understanding the cost structure. Korea Highway Corporation, a general analysis of the input element is used efficiently. And the operation of labor and capital estimated highly of the substitution elasticities. Korea Highway Corporation are judged to need financial separation of a strategic outsourcing(business) enabled and the construction(maintenance and management) and business institutions. In addition, currently running at highway the operation of institutions combined to configure a new institution, if that institution invigorate the hi-pass, more of the country's highway believe to be increase operational efficiency.
