A Study on the Analysis and Expansion Plan of Public Library Services in the COVID-19 Pandemic (코로나19에 대응하는 공공도서관 서비스 분석 및 확대방안 연구)

  • The COVID-19 pandemic has significantly changed the landscape of knowledge and information services that public libraries around the world have been providing since modern times. In particular, as social distancing has become routine, the contraction of cultural activities and the shift to online platforms have negatively impacted library visitation and use services, greatly reducing borrowing and reading, use of spaces and facilities, interlibrary loan services, program operations, and outreach services. Therefore, this study investigated and analyzed the current status of services provided by public libraries in Korea and abroad in response to COVID-19, and proposed practical ways to improve and expand services in response to COVID-19 based on the results of a survey of librarians' perceptions. Specifically, these include improving the online reservation system for reading and borrowing services and developing and providing various outreach services, acquiring and expanding electronic resources, expanding online program services (reading, culture, lifelong learning, etc.), strengthening library services for vulnerable populations, providing information portal services related to new infectious diseases, strengthening facilities and space provision services, preparing infectious disease response guidelines, and providing education and training to strengthen librarians' capabilities.

A Study on the Pop-Up Library Model for the Citizen's Right to Know in Information-Constrained Situations (정보제약 상황에서 시민의 알 권리를 위한 팝업도서관 모델에 관한 연구)

  • The purpose of this study is to propose a management plan of the pop-up library model that is developed as part of the outreach library service recently. Especially this study focused the method for meeting the citizen's right to know by providing various information of the pop-up library in social fields such as a national disasters. The survey and In-depth interview (a volunteer of Sewol ferry disaster and a participant of 2013 Busan International Film Festival) were done for this research. As the results of the investigation, the lack of communication and information between members in constrained situations were pointed pointed out as important problems. With these findings, this study suggested the pop-up library model management plan in information-constrained situations.

A Study on the Roles and Operations of Public Programs in Archives (영구기록물관리기관 공공프로그램의 역할과 운영방안 연구)

  • The use of records has been regarded as the ultimate goal of preserving records, and reference services are considered key tasks in records management. Particularly in Korea where the importance of archives and records management is not recognized sufficiently, we need to help the public recognize the importance of institutions, managing archives, and archives kept in the archives, and create new uses. In order for archives to notify archives, institutions and managing archives to potential users, they can use publications, exhibitions and education programs. In foreign countries, services such as public programs and outreach services have already been being executed by archives in order to publicize the archives actively to the public, and various supports are provided so that people can use archives in educational activities. What is more, publishing and exhibition programs are also linked to education, which can increase the use of archives and promote archives culture. Thus, archives play important cultural and educational roles. As archives' roles are being expanded and local archives are being established compulsorily in Korea, archives should play their roles not just as administrative agencies collecting official documents but also as cultural and educational institutions providing various forms of information and education. Creating new demands for important archives by notifying such archives through public programs approaching users, they should find ways for laying the ground for their existence. The objectives of this study are to look for the method of public program operation suitable for the Korean situation, to define abilities and roles required to archives as program planners, and ultimately to increase the use of archives and contribute to the settlement of archives culture.

A Study on the Standards and Guidelines Related to Bookmobile Service (이동도서관 서비스 기준 및 지침에 관한 연구)

  • This study tried to analyze 11 standards and guidelines related to bookmobile service to provide the theoretical basis for establishing bookmobile standards or guidelines in Korea. In these standards and guidelines, there were 9 core elements about bookmobile service including administration, vehicle, staffing, collections, schedule & stops, services & programs, marketing & public relations, information & communication technology and safety, and each element had several related sub-elements. In conclusion, some suggestions were proposed to assist the establishment process of bookmobile standards or guidelines in Korea.

A Study on the Service Satisfaction of University Library Portal for Chinese Students in Korea (중국 유학생의 대학도서관 포털 서비스 만족도에 관한 연구)

  • This study deals with the role and responsibility of university library in multicultural society. For this purpose, centered the Chinese students in Pusan University, with internet questionnaire surveys on customer satisfaction to the current library portal service and set up a effective digital library evaluation model. In the meanwhile we borrowed evaluation methods and items from LibQUAL+ in part, a world wide famous model, and use Tsinghua University Library's evaluation statistic norms. To summarize the results of this survey, Chinese student's service satisfaction about Pusan University library is still fairly low. Undergraduate and graduate students(including doctor courses) group follows, undergraduates student's satisfaction level is lower than graduate. By analyzing simple satisfaction we can know that library portal service maintained low importance or influence to the user, to internet space user's satisfaction is a relatively high level. And compared with other dimension, statistic data show out that internet space user's satisfaction still maintained a relative high level.

Current Status and Problems of Bookmobile Services in Korea - Focusing on Human Resources, Vehicles, and Collections - (국내 이동도서관 서비스의 실태와 과제 - 인력, 차량, 장서 등을 중심으로 -)

  • This study aims to investigate current status and problems of bookmobile services in Korea, especially focusing on human resources, vehicles, and collections. To do this, a questionnaire that contained questions on basic information, human resources, vehicles, collections and information and communication technologies was developed on the basis of 8 standards and guidelines related to bookmobile services and 77 bookmobiles belonging to public libraries and Saemaul bookmobiles were surveyed. As a result, many parts of human resources, vehicles, and collections of bookmobiles in Korea were inadequate to standards and guidelines related to bookmobile services. At the end of this study, some suggestions are made for improving bookmobile services in Korea. First, the human resources, vehicles, and collections of bookmobiles need to be innovated. Second, national policies for bookmobile services need to be reinforced. Third, perspectives on bookmobile need to be modified from economic approach to information welfare approach.

A Study on Services and Programs of Bookmobiles in Korea (국내 이동도서관의 서비스와 프로그램 운영에 관한 연구)

  • The purpose of this study is to investigate the current status of services and programs of bookmobiles in Korea. To do this, a questionnaire containing 22 questions on basic information, scheduling and stops of bookmobiles, services and programs of bookmobiles, promotions and needs assessment and improvement requirements was developed on the basis of 7 foreign standards and guidelines related to bookmobile services. 74 questionnaires from bookmobiles belonging to public libraries and Saemaul bookmobiles were analysed. As a result, many parts of the results including operation days per week, stops per day, operation hours per stop, visiting cycle, circulation per day, circulation period and circulation volume and promotion conformed to foreign standards and guidelines but the others did not conformed to them. Also, there were more group differences in services and programs between bookmobiles belonging to public libraries and Saemaul bookmobiles than between bookmobiles in metropolitan cities and provinces in Korea.

Archives and Museum Exhibitions Compared : with the Emphasis on the Exhibitions Held in Memory of the 60th Anniversary of National Foundation (아카이브와 박물관의 전시 비교와 개선방안 - 건국 60년 기념 전시를 중심으로 -)

  • This study seeks some ways to improve archives exhibitions by comparing with museum exhibitions. For this purpose, this study overviews the present state of domestic archives exhibitions and extracts some features compared to museum exhibitions. And it suggests some improvement ways for archives exhibitions especially based on comparative analysis of the special exhibitions held by National Archives of Korea and National Folk Museum of Korea in memory of the 60th anniversary of National Foundation. It derived some ways to facilitate archives exhibitions hereafter, they were targeting distinctive customers for each area, communicating proper message for the theme and target of exhibitions, orienting theme-typed exhibitions, reflecting customers' feedback, exhibition educational services' invigorating, neutral interpretation of modern archives, and offering material on life and cultural history in priority.

An Analysis of the Librarians' Perception of Providing CHI Services in Public Libraries (공공도서관에서 소비자건강정보를 제공하는 것에 대한 사서의 인식 조사연구)

  • These results of surveying public librarians can contribute to clearly identifying the status of CHI(consumer health information) services in Korea and to exploring future developments in CHI services. In this study, we investigated whether or not currently Korean public libraries are offering CHI services, whether or not they provide CHI reference services and the frequency of their use, and analyzed librarians' recognition of the need for Korean public libraries to provide the CHI services. The findings are as follows: 1) 70% of Korean public libraries are equipped with health-related books and medical journals, but the rate of libraries that are building CHI-related websites was very low at 5%. 2) The rate of providing the CHI reference services was only 30% of the surveyed public libraries. 3) 82.1% of public libraries did not provide educational programs related to CHI. 4) 82.1% of public libraries did not provide CHI-related services for vulnerable groups. 5) The rate of providing the CHI-related outreach programs and collaborating with CHI-related institutions was no more than about 20% each. These research findings can induce public librarians to provide CHI services in public libraries, and will contribute to activate the CHI-related research in Korea.

A Study of Clinical Model for Radiation Therapy in Lung Cancer Patients of Busan and South Gyeongnam Province (부산, 경남지역 폐암 환자의 방사선치료 이용에 대한 임상 결정 모델 연구)

  • Radiation therapy for lung cancer is an effective treatment during monotherapy or combination therapy. Studies have reported that the optimum utilization rate of radiation therapy is estimated at 61% to 74%. Radiation therapy in Korea has been investigated to be low; further studies are needed. This study was intended to assess the appropriateness of the use of radiation and to reveal the use of radiation therapy-related factors by examining radiation therapy in lung cancer patients of Busan and South Gyeongnam Province. This study was aimed at the population diagnosed with lung cancer in Busan and South Gyeongnam Province. To conduct the study, 1036 patients enrolled in two hospitals were collected and 897 appropriate as subjects were selected. We compared the optimum utilization rate and actual rate of radiation therapy, and revealed the adequacy and related factors for use of radiotherapy. Of 897 patients, 503 (56%) were treated with medical therapy and 394 (44%) were given radiotherapy. The radiotherapy utilization rate of all lung cancer patients was 42%. The proportion of non-small cell lung cancer by histologic type was 33% and that of small cell lung cancer was 90%. Factors related to radiation therapy used in cancer were age, histological type, clinical stage, doctor refereed to, and clinical examination. Compared to radiation utilization by region (site), curative chest therapy was 42%; palliative treatment was 26%. In the comparison of histologic types, utilization of small-cell lung cancer is lower; the lowest especially in the stage III. Utilization of radiation therapy in Busan and South Gyeongnam Province was lower than the reasonable one. Utilization difference could be explained by patient factors, tumor factors, and health service factors. To improve utilization,development ofoutreach service programs and activation of the multidisciplinary team are required.
