As demands and interests in visiting rural village increases, government authorities are promoting eco and green tour village development project through plural functions of rural village. The purpose of this study is to understand infrastructure improvement direction by researching the case study of general rural villages' changing to eco and green tourism villages. As for the research method, the character of each village was verified, then the case studies of improvement by life infrastructure using the identity of villages were analyzed. Finally, it was found that infrastructure through public facilities improvement and environment improvement project was expanded and relaxative and experiential space was offered by creating tour infrastructure using the identity of villages. Also, it was shown that farming infrastructure creating project was executed to promote the income base of locals.

The purpose of this research is planning the master plan of a rural village for rural-tourism type. The rural village area is faced on the moment of the change. A rural village only have not the thing, that the facility of the food manufacture. A rural village inhabitants need an environment improvement and income enlargement. And for the citizens need a space facility of a leisure, practical use, rest and experience in rural area. The government executed a project for this purpose. So, Sinchon village, San-chung were selected to an object village in Gyeong-nam. This investigation analyzed this village's planning elements, and established basic directions of village master plan.

1990년 중반 이후 우리나라에서는 녹색농촌체험마을(농림부), 아름마을가꾸기(행자부), 새농어촌건설사업(강원도) 등 중앙부처 혹은 지방정부의 주도로 다원적 농촌발전과 주민참여를 중시하는 새로운 시범사업들이 도입되고 있다. 그러나 60-70년대 산업화ㆍ공업화 위주의 정책으로 인해 농촌의 청장년층이 도시부문으로 유입되었고, 80년대 이후 농촌에 대한 사회적 요구가 변화되었고, 농촌지역의 인구사회학적 구성의 변화로 농업ㆍ농촌의 신규 인력 대체가 어려워지면서 2000년 농촌인구 중 여성인구 50.2%, 65세 이상 노인인구 14.7%를 차지하는 즉 도시 노인인구의 2.7배나 되는 인구구조를 이루게 되었다. Some projects being in force by the Ministry of Government Administration & Home Affairs and the Ministry of Agriculture & Forestry for farm village area activation offers experience activity of various form to city dwellers, and to farm village inhabitants, affirmative effect is expected in aspect that activation becomes possible for a lot of visitors. But, to farm village(rural district) area activation that huge budget and effort carried out successfully, there are some items that specialist, administration and the persons concerned must inspect together now. First, to project for farm village area activation succeeds; leading participation of inhabitants should be premised. Second, that stagnated economy revives is as rightful result that appears in case farm village area activation effort succeeds. But, can drop more highlights like the value pursuit of life in case put success or failure of all businesses in income enlargement. Third, because inhabitant cultivates own in making process, the attachment and pride for area can be inculcated. Doing not become focus is set to economical logic to do, the heritage of area as well as history culture, must consider that apply eco-museum concept that magnify nature heritage and industry heritage. Fourth, actually the plan period given usually is too shortly than received huge budget. Furthermore, in case it carries out by desirable inhabitants leading type so. Project that not consider the period that is cost to the statement of inhabitants' active opinion and finding out a point of compromise may be hard to get desirable result.
