In order to design a web-based English Article Submission & Management System for science and technology research papers, Elsevier Editorial System and KISTI-ACOMS, international and domestic models--respectively--are studied and analysed. Through this analysis, a web-based paper submission and review system which can be applied to Ocean Science Journal, a research journal in the field of Oceanography, is developed. The web-based system is not only able to solve problems such as complex manuscript management, delays in the reviewing process, and loss of manuscripts that occur often in off-line paper review processes, but also is able to construct the basis for e-journal electronic publication. As a result, an effective and rapid scholarly communication environment can be made. The development and utilization of this system can improve the reputation and the globalization of science and technology research journals.

In Korean Cosmetic Act, four uses of functional cosmetics are recognized: skin whitening, anti-wrinkle, UV protection or suntan. Cosmeceuticals, one of the functional cosmetics, have been specifically developed for medical and cosmetic benefits. However, the uses of cosmeceuticals in patent applications are not limited to those of functional cosmetics, and the number is increasing with variety of medical use claims such as anti-inflammatory, prevention of hair loss, or obesity in cosmeceutical patent applications. Since some of the cosmeceutical use claims are not clearly distinguished from medical use claims in pharmaceuticals, there has been a controversy over the extent of granting patents regarding the medical use of cosmeceuticals. In this article, we have investigated the range of medical uses in patented claims of functional cosmetics, summarized examiners' views and discussed the examination practice of cosmetic-related inventions in the United States, Europe, and Japan.

This study analyzed the open peer review results for 585 papers in the field of social sciences in F1000Research, a representative OPR(Open Peer Review) platform, and checked the relationship between the number of cited-by, altmetrics and review score. In addition, by verifying whether the review score shows a moderating effect between the relationship between the utilization of the paper and the cited-by, it was confirmed whether the paper evaluated as high quality in the open review platform can promote the number of cited-by. As a result of the analysis, first, there was no significant difference in the number of cited-by between the approved and conditionally approved paper groups, but the converted review score and the number of cited-by showed a weak positive correlation (r = 0.40 - 0.60). Second, the review score showed a weak correlation with the altmetrics, and it was analyzed that review result could weakly predict the number of cited-by and social impact. Finally, it was verified that the review score performed a significant positive moderating effect (B=1.69, P < 0.01) in making the use of the paper lead to citation. As a result of the conditional effect test, it was verified that it showed the greatest effect(B=11.32, 95% CI [10.57, 12.08]) in the group of papers rated as the highest quality. Therefore, it was analyzed that the open review scores can help researchers select high quality papers and induce citations.

우리나라 명품목인 속리산 정이품송(천연기념물 제 103호)을 아비로 한 첫 자식인 장자목(長子木)의 늠름한 모습이 처음 공개되었다. 이는 나무에 있어 세계 최조로 적용된 부계에 의한 혈통보존사업의 개가로서 정이품송의 역사적 의의에 합당한 보존방법으로 평가되었다. 국립산림과학원에서는 천연기념물 등 명품목 혈통보존사업 추진 일환으로 2001년 5월 인공수정을 통하여 자목(후계목)을 육성하였으며 DNA지문법에 의해 정이품송의 친자임을 최종 확인한 바 있다. 국립산림과학원은 연말 분양을 위한 신청을 받아 엄정한 심사과정을 거쳐 2009년 봄 독립기념관, 국회의사당 등 역사적 의미가 있는 곳에 우선 10개체를 분양할 계획이다.

The purpose of this study was to propose for efficient selection with observation and nomination system and efficient operation of Convergence Science class in a Science Institute for Gifted Youth attached in university. For this purpose, we analyzed the result of entrance exam with observation and nomination system, and the correlation between enterance exam score and achievement to perform at the Convergence Science class. As a result, despite observation and nomination system is highly dependent on observers and recommenders, they have very different perspectives each other. In addition it was founded that selection and education process after admission is inconsistent.

With recent increase in growth without employment and unemployment rate, Business Incubator (BI), which is the birthplace of business start-up, is drawing much attention. Therefore, numerous studies had been carried out from the perspectives of efficient operation and performances of BI. Preceding studies at home and abroad were concentrated mainly on the effect of Critical Success Factors of BI on performance, or on internal operational programs or support services of BI. Recently, assertion that potential capacity of companies located in BI at the time of their commencement of occupancy imparts effect on the performance has been presented. Therefore, this Study, in order to pursue research on above issues, will, firstly, analyze the effect of the characteristics of evaluation of companies wishing to be located in BI conducted by each BI, and, secondly, regulation effect of characteristics of evaluation of companies wishing to be located in BI imparted on performance in connection with the work capabilities of BI and capabilities of manager. The results of analysis illustrated that the expertise, among the capabilities of CEO, imparts affirmative effect on the success rate of business start-up. Product competitiveness and marketability displayed affirmative effect on the success rate of business start-up when work capability (operational intensity) is applied. In particular, although the financing capability of CEO of the company located in BI, as an important factor, imparts negative effect on the success rate of business start-up, it implies affirmative regulation effect through the capabilities of manager.

This paper explored how soft information and hard information were used when SBC(Small Business Corporation, Korea) reviewed government loan applications. The data set is made up of financial and non-financial data of small-business firms since 2004. A non-financial data set is considered as soft information. Relative importance of three kinds information such as credit information, soft information, financial information is compared with each other by using the logit model. As a result, credit information is most critical to the loan approval, and then soft information follows, lastly financial information has the smallest effect on the loan approval. This is because the credit information is made up of the non-linear combination of soft information and financial information. When the relative importance of soft information and financial information is considered, soft information is relatively more critical to the loan approval then financial information. This is because financial ratios provided by small-business firms are not reliable enough.

현재까지 우리나라에서는 지적재산권의 일탈남용과 관련된 불공정거래행위에 대한 케이스는 없는 실정이다. 그러나 지적재산권의 중요성이 점차 증가하고 있는 실정에 비추어 조만간 지적재산권 관련 불공정거래행위에 대한 실제 케이스가 많이 발생할 것으로 예상된다. 따라서 구체적 심사기준 등을 보다 명확하게 정비해 나갈 필요성이 있다고 본다. 한편, 지적재산권의 정당한 행사와 일탈$\cdot$남용간 명확한 경계 또는 구분기준을 보다 명확히 정립하기 위해서는 지적재산권 보호 관련 법률과 공정거래법을 전체 체계 하에서 단일의 기준에 의해 그 보호대상과 금지대상을 파악하고 경쟁제한효과를 분석해 나가야 할 필요가 있다고 할 것이다.

대한건설단체총연합회는 건설산업 선진화와 국민의 신뢰를 이끌어 내기 위해 지난해부터 산$\cdot$학$\cdot$연 민간전문가들에 의뢰해 추진해온 $\ulcorner$적정공사비 확보를 통한 견실한 사업수행 방안$\lrcorner$에서 건설공사에 적정공사비가 투입되기 위해서는 공사규모별로 현행 적격심사 통과 낙찰하한율보다 $1.7\%{\~}11.5{\%}$ 포인트 정도 인상되어야 한다고 주장했다. 특히 건단련은 이번 연구결과를 토대로 대정부 건의자료 등으로 사용할 것으로 보인다.

치질은 전형적인 한국인의 질병이다. 국민건강보험공단과 건강보험심사평가원 등 정부기관이 집계한 자료에 따르면 입원환자수가 가장 많은 질병이 다름 아닌 치질인 것으로 나타났다. 이를 증명하듯 건강보험 통계연보를 살펴보면 최근 6년 사이 치질 입원 환자 수는 12만 명에서 22만 명으로 2배 정도 급증했다. 그만큼 치질은 우리 주변에서 흔히 볼 수 있는 대표적 질환인데 가끔씩 배변 후 명미한 출혈까지 포함한다면 거의 대부분의 사람들이 치질 증상을 경험해 봤다고 하겠다.
