Against Skepticism: Doubt and Belief in C. S. Peirce and Michael Polanyi (찰스 S. 퍼스와 마이클 폴라니의 회의론과 믿음(belief)에 대한 비교 연구)

  • Michael Polanyi's idea of tacit knowledge came from the realization that scientific objectivity and critical philosophy had become too restrictive for philosophy, especially in the realm of meaning, which is beyond positivistic proof and contains more non-critical elements than critical ones. In social life, people still share certain kinds of knowledge and beliefs which they obtain without making or learning those explicitly. Contemplating the role and significance of tacit knowledge, he called for a post-critical philosophy that integrates the realm of meaning and thereby appreciates the intertwined nature of tacit and explicit knowledge. Polanyi's position towards skepticism and doubt shows similarities with Charles S. Peirce's thinking about the relationship between belief and doubt. Although Peirce's semeiotics stands firmly in the tradition of critical philosophy, he affirms that doubt cannot be a constant state of mind and only belief can form a basis for a specific way of life. Polanyi's approach differs from Peirce's by focusing on the impossibility of scientific knowledge based solely on principles and precision, and his emphasis on the crucial role of the community of scientists. Nevertheless, the deeper implications of Peirce's contemplations on belief and doubt have myriad ramifications on the philosophy of science as well as the sociology of science.

A Study on Bangsan Heo hun's(許薰) Essays in Classical Chinese (방산(舫山) 허훈(許薰)의 한문산문(漢文散文) 연구(硏究))

  • The present study examines Bangsanjib(舫山集, Collected Works of Bangsan) written by Heo Hun (許薰, pen name: Bangsan), a scholar of the late Joseon Dynasty. Chapter 2 reviews the author's life and his academic orientations against the backdrop of his times. Chapter 3 goes on to select some of his essays and analyze their contents and characteristics. In Chapter 2, Bangsan is portrayed as a hermit scholar who devoted his entire life to his scholarly achievements. Although he tried to develop his academic theories based on both the Geungi and Yeongnam Schools of Neo-Confucianism, the scholar was more inclined to the Geungi School. Chapter 3 analyzes Bangsan's essays in Classical Chinese with a focus on two themes: The first is the author's loyalty to the academic tradition of the Geungi School, which is demonstrated by his positivistic and pragmatic approach to philosophical issues. The second is his awareness of self-reliant national defense as is revealed by his assertion that Joseon should have knowledge, and provide education, on new weapons in order to be better equipped with such military equipment and become a powerful nation.

An Hwak's Recognition of 'Joseon' and 'Joseon Cheolhak' (안확의 '조선' 인식과 '조선철학')

  • The full-scaled study of Joseon conducted by Japan in the 1910s was part of its colonial policy, while the native Joseon studies against it contained political aspiration to recover the national rights and independence. Accordingly, the conceptual meaning of 'Joseon' varied according to its subject of speech. The establishment of modern nation-state failed along with the extinction of Korean Empire, but 'Joseon' was newly discovered within national ideology. It became a historical concept in which the experience of the past and the expectation toward the future could be united. The so-called 'Joseon Studies' was only limited to intellectuals in the academic circle, but 'Joseon' embraced the articulations from more various social agents. Furthermore, it is only natural that 'Joseon Studies' should be interpreted within the historical semantics of 'Joseon', considering the connection between concept and discourse. In his The History of Joseon Civilization, An Hwak encompassed the history from the times of ancient mythology to the contemporary times under the banner of 'Joseon'. Opposing Japanese distortion of history carried out in the name of historical positivism, he idealized Joseon history as comparable to that of the Western democracy. He extended the study of 'Joseon' into culture at large, foreshadowing a kind of Joseon philosophy. In his An Overview of Joseon Philosophical Ideas, the first description of 'Joseon philosophy' as an independent field, he proposed philosophy as one of three sources of pride in Joseon and asserted its uniqueness and originality compared to the West. It was an attempt to grasp the peculiarity of Joseon ideas from a perspective of the history of universal human civilization. He considered 'Jong'(倧) as an ideological foundation held from the ancient to the modern times, and the acceptance of Buddhism and Confucianism as beneficial to 'Joseon philosophy'. The birth of 'Joseon philosophy', the modern transformation of the traditional knowledge system, was an intellectual experiment to apply traditional knowledge to the modern disciplinary classification system.

Problem Structuring in IT Policy: Boundary Analysis of IT Policy Problems (경계분석을 통한 정책문제 정의에 관한 연구 - 언론보도에 나타난 IT 정책문제 탐색을 중심으로 -)

  • Policy problems are complex due to diverse participants and their relations in the policy processes. Defining the right problem in the first place is important because Type III error is likely to happen without removing rival hypothesis in defining the problem. This study applies Boundary Analysis suggested by Dunn to structure IT policy problems in Korea. The time frame of the study focuses on 5 years of Lee Administration and data are collected from four newspapers. Using content analysis, the study, first, elaborates total 2,614 policy problems from 1,908 stakeholders. After removing duplicating problems, 369 problems from 323 stakeholders are identified as a boundary of IT policy problem. Among others, failures in government policies are weighted as the most serious problems in IT policy field. However, many significant problems raised by stakeholders dated back to more than a decade, and those are intrinsic problems, which initially caused by market distortions in the IT industry. Therefore, we should be cautious not to overemphasize the most conspicuous problem as the only problem in the policy field when we interpret results of problem structuring.
