A Study on the Optimal Service Level of Exclusive Container Terminals (컨테이너 전용부두의 최적 서비스 수준에 관한 연구)

  • This study analyzes the optimal service levels of exclusive container terminals in terms of the optimal berth occupancy rate and the ships' waiting ratios, based on the number of berths. We develop a simulation model using berth throughput data from pier P, Busan New Port, a representative port in Korea, and apply the simulation results to different numbers of berths. In addition to the above results, we analyze the financial data and costs of delayed ships and delayed cargoes for the past three years from the viewpoints of the terminal operation company (TOC), shipping companies, and shippers to identify the optimal service level for berth occupancy rates that generate the highest net profit. The results show that the optimal levels in the container terminal are a 63.4% berth occupancy rate and 10.6% ship waiting ratio in berth 4,66.0% and 9.6% in berth 5, and 69.0% and 8.5% in berth 6. However, the results of the 2013 study by the Ministry of Maritime Affairs and Fisheries showed significantly different optimal service levels: a 57.1% berth occupancy rate and 7.4% ship waiting ratio in berth 4; 63.4% and 6.6% in berth 5; and 66.6% and 5.6% in berth 6. This suggests that optimal service level could change depending on when the analysis is performed. In other words, factors affecting the optimal service levels include exchange rates, revenue, cost per TEU, inventory cost per TEU, and the oil price. Thus, optimal service levels can never be fixed. Therefore, the optimal service levels for container terminals need to be able to change relatively quickly, depending on factors such as fluctuations in the economy, the oil price, and exchange rates.

  • As the number of aged-housing has been rapidly increased, many kinds of defects and problems such as degeneration of housing environment, structural performance, and equipment performance have been appeared. The reconstruction as the way to improve the aged-housing has been used mostly because the legal process of the reconstruction is relatively easy. On the other hand, it has caused problems such as the lack of natural aggregates, the environmental damages owing to construction wastes, the loss of national resources, and the lack of the housing for rent nearby the reconstruction area. This problems limit active tying into the reconstruction business at present in the industrial and political perspective. In this context, it is necessary to revitalize the remodeling rather than the reconstruction. In order to reach this objective, this research aims at identifying the user-oriented performance for the housing and deducing the core technology. It is expected that the result of this research can contribute to more revitalize the remodeling as tying researches in terms of design, structure, equipment, and construction.

Government Support for Animation as Audiovisual Policy (방송영상 콘텐츠로서의 애니메이션 지원제도 연구)

  • The crisis in profit and funding for animation is in evidence around the world. The change in media environment has forced broadcasting advertising revenue down and animation viewers spread out. Now, animation players in the strongest position are either the US major studios, or producers benefiting from domestic support schemes. Government support is available in many countries because many governments believe that support for domestic animation carries both economic and cultural benefits. This paper is designed to suggest new policy schemes for Korean animation industry. The new paradigm of animation policy needs a new perspective on content industry as a whole, not centered on the animation itself. The researchers on public policy for culture, audiovisual and content industry argued that the government should, (i) play the role of facilitator for virtuous cycle of industry value chain, (ii) provide fiscal support through automatic and selective schemes, (iii) provide tax benefit to strengthen the competitiveness of industry, and (iv) enforce the broadcasters to contribute to domestic programming and financing. Comparative analysis on French and Canadian audiovisual policy supports such arguments, and animation industry of two countries are enjoying the high audience ratings and sustainable production volume. From the analysis, this paper suggests the new government schemes for Korean animation industry, which are, (i) securing the public funding for fiscal support, (ii) introduction of automatic production support, (iii) modification of broadcasting quota, (iv) broadcaster's performance envelope and production quota, and (v) tax benefit as indirect support.

Estimation of buckling and collapse behaviour for continuous stiffened plate under combined transverse axial compression and lateral pressure (조합하중을 받는 연속보강판의 좌굴 및 붕괴거동 평가)

  • Estimation of the buckling and ultimate strength of a continuous stiffened plate subjected to combined transverse compression and lateral pressure is of high importance to ensure the safety of ship structures, particularly for the bottom plating under a deep draft condition For example, bottom plating of bulk carriers is subjected to transverse thrust caused by the bending of double bottom structure and the direct action of pressure on the side shells. Most of experimental tests, theoretical approach and numerical researches have been performed on the buckling and ultimate strength behaviour of plates or stiffened plates under combined compression and lateral pressure. With regard to stiffened panels, however, most of studies have been concerned with the load conditions of combined longitudinal thrust and lateral pressure, while fewer studies have been performed for the combined transverse thrust and lateral pressure. In addition, the previous researches are mainly concerned with an isolated rectangular plate simply supported along the all edges, whereas actual ship plating is continuous across the transverse frames and heavy girders. In the present paper, a series of elastoplastic large deflection FEA on a continuous stiffened plate is performed and then clarify the characteristic of collapse mode and explain the effect of transverse compression.

A Study on the Efficiency Analysis for the Automotive Parts Manufacturer Using Data Envelopment Analysis (DEA를 활용한 자동차부품 기업의 효율성 평가에 관한 연구)

  • Due to the recent global recession, the car industry demand levels have plummeted which led to a crisis in the automotive parts industry for the first time in history. Since the fourth quarter of 2008, the automotive parts manufacturers in America have faced a record loss and those in Japan and Europe who also had a strong track record are facing a weak economy. In addition, the domestic automotive parts industry is also affected by the global economic crisis. This research is that the relative efficiency analysis utilizing the DEA has done on the object of 25 small and medium-sized automotive parts manufacturers publicly listed, As the efficiency analysis result 6 of 25 manufacturers are efficient in CCR model and 12 manufactures have shown efficiency in BCC model, the efficiency analysis in consideration of the manufacturer size. The manufacturers with efficiency 1 in 25 manufacturers are DMU 1, 5, 7, 10, 18, 24 and the relatively benchmarking objects in other manufactures are DMU 1, 10, 24, Based on the results of this research, a direction to the domestic automotive parts manufacturers as well as a significant information will be provided in managing the companies in the future by the improvement of management efficiency through the practical efficiency analysis.

A Study on the Method of Computing Standard Wartime Maintenance Man-Hour Incorporating Wartime Maintenance Condition (전장 정비환경을 고려한 전시 표준정비인시 산출방안 연구)

  • In a military maintenance system, the standard maintenance man-hour of weapon systems is a tool to estimate the maintenance capabilities of maintenance units, provide standards for determining the maintenance needs and workload, and provide basic data for establishing a maintenance plan. The standard maintenance man-hours of major weapon systems have already been derived and used, but the standard maintenance man-hour in a wartime maintenance environment has not been computed. Therefore, the standard wartime maintenance man-hours need to be derived and This study proposes a process and method of computing the maintenance man-hours. In addition, this work suggests the criteria of collecting and screening data that is necessary for estimating the standard maintenance man-hours and introduces a methodology for analyzing the characteristics of maintenance man-hour distribution in the process. The proposed process first designs a model that reflects the wartime maintenance environment, selects statistical techniques, collects maintenance data, analyzes the descriptive statistics, estimates the distribution, and finally presents representative values of maintenance man-hour. Based on the proposed method, the standard wartime maintenance man-hours of the four weapon systems were calculated, and the distribution of the maintenance man-hours was analyzed to follow a lognormal distribution, and the method presented reliable results.

Verification of Weight Effect Using Actual Flight Data of A350 Model (A350 모델의 비행실적을 이용한 중량 효과 검증)

  • Aircraft weight is an important factor affecting performance and fuel efficiency. In the conceptual design stage of the aircraft, the process of balancing cost and weight is performed using empirical formulas such as fuel consumption cost per weight in estimating element weight. In addition, when an airline operates an aircraft, it promotes fuel efficiency improvement, fuel saving and carbon reduction through weight management activities. The relationship between changes in aircraft weight and changes in fuel consumption is called the cost of weight, and the cost of weight is used to evaluate the effect of adding or reducing weight to an aircraft on fuel consumption. In this study, the problems of the existing cost of weight calculation method are identified, and a new cost of weight calculation method is introduced to solve the problem. Using Breguet's Range Formula and actual flight data of the A350-900 aircraft, two weight costs are calculated based on take-off weight and landing weight. In conclusion, it was suggested that it is reasonable to use the cost of weight based on the take-off weight and the landing weight for other purposes. In particular, the cost of weight based on the landing weight can be used as an empirical formula for estimating element weight and optimizing cost and weight in the conceptual design stage of similar aircraft.

Analysis of PBL for Korean Apprenticeship Program in Mechanical Engineering (기계분야 일학습병행제에서의 PBL 실태 분석)

  • The purpose of this study was to analysis of PBL for Korean Apprenticeship Program in Mechanical Engineering. The details of the study were as follows: First, the perception related to the PBL of Korean apprenticeship program was investigated. Second, the utilization and the operational difficulties of PBL for Korean Apprenticeship Program were investigated. Third, the supporting system for PBL was suggested. Research methods were literature research, questionnaire survey and FGI. The survey was conducted online from July 15 to August 14, 2021. A total of 515 respondents responded. A total of 108 in 515 respondents were in Mechanical Engineering. FGI conducted a total of 25 people who actual use PBL in the field of Korean Apprenticeship Program. Conclusions and suggestions based upon the result of this study are as follows. First, It is necessary to improve the utilization of PBL for Korean Apprenticeship Program in Industry. Second, PBL is necessary to apply optionally according to the job and field situation. Third, it is necessary to support system of evaluation for PBL in Korean Apprenticeship Program. Finally, related operation model and guideline need to be prepared for best practice.

A Study on Forecasting of the Manpower Demand for the Eco-friendly Smart Shipbuilding (친환경 스마트 선박 인력 수요예측에 관한 연구)

  • This study forecasted the manpower demand of eco-friendly smart shipbuilding, whose importance and weight are increasing according to the environmental regulations of the IMO and the spread of the 4th industrial revolution technology. It predicted the shipbuilding industry manpower by applying various models of trend analysis and time series analysis based on data from 2000 to 2020 of Statistics Korea. It was found that the prediction applying geometric mean had the smallest gap among the trend and time series analysis methods in comparing between forecast results and actual data for the past 5 years. Therefore, the demand for manpower in the shipbuilding industry was predicted by using the geometric mean method. In addition, the manpower demand of smart eco-friendly ships wast forecasted by using the 2018 and 2020 manpower survey results of the Ministry of Trade, Industry and Energy and reflecting the trend of manpower increase in the shipbuilding industry. The result of forecasting showed that 62,001 person in 2025 and 85,035 people in 2030. This study is expected to contribute to the adjustment of manpower supply and demand and the training professional manpower in the future by increasing the accuracy of forecasting for high value-added eco-friendly smart ships.

LNG Gas Demand Forecasting in Incheon Port based on Data: Comparing Time Series Analysis and Artificial Neural Network (데이터 기반 인천항 LNG 수요예측 모형 개발: 시계열분석 및 인공신경망 모형 비교연구)

  • LNG is a representative imported cargo at Incheon Port and has a relatively high contribution to the increase/decrease in overall cargo volume at Incheon Port. In addition, in the view point of nationwide, LNG is the one of the most important key resource to supply the gas and generate electricity. Thus, it is very essential to identify the factors that have impact on the demand fluctuation and build the appropriate forecasting model, which present the basic information to make balance between supply and demand of LNG and establish the plan for power generation. In this study, different to previous research based on macroscopic annual data, the weekly demand of LNG is converted from the cargo volume unloaded by LNG carriers. We have identified the periodicity and correlations among internal and external factors of demand variability. We have identified the input factors for predicting the LNG demand such as seasonality of weekly cargo volume, the peak power demand, and the reserved capacity of power supply. In addition, in order to predict LNG demand, considering the characteristics of the data, time series prediction with weekly LNG cargo volume as a dependent variable and prediction through an artificial neural network model were made, the suitability of the predictions was verified, and the optimal model was established through error comparison between performance and estimates.
