Recent trend of rapid growth in the basic research activities in East-Asian newly industrialized countries bring about the change in the world knowledge production structure. Particularly, Korea showed the changing patterns not only in the number of publication, but also in the aspect of structural change of basic research activities. The stylized facts of basic research activities in Korea can be summarized in three aspects; first, selective development patterns, second, reverse pattern of evolution, and finally, the rapid growth of basic research activities in major firms. This paper analyse the evolutionary patterns of basic research activities in empirical base and propose the policy implication for supporting basic research activity in newly industrializing countries.

Recently, emerging countries have been paying attention to Korean economic development policy, trying to adopt the Korean regional innovation model. Korea is also interested in exporting its regional innovation model and enhancing economic cooperation with those countries. This paper aims to analyze the capacity-building programs of the Korean regional innovation model for emerging countries and suggests policies for it. For this purpose, the local innovators' participation patterns in the process of collaborative learning/networking/interaction are investigated with a focused group-interview method. From an analysis of the programs supported by Korean organizations, this study finds that the correlation coefficient between the training time of capacity building and the participation rate of local members' collaborative learning is very high (0.975). Since the correlation coefficient between the participation rates of collaborative learning and networking is relatively low (0.667), a policy to link local collaborative learning to networking should be provided. As the correlation coefficient between the participation rates of networking and interaction is high (0.950), networking is a key to regional innovation. This study recommends activity programs to promote networking among local innovators, rather than training and consulting programs. As introduced in the Chungnam Techno Park case, this study suggests that the capacity-building program should include programs to initiate a collaborative learning network, to create a local-demand, regional innovation model, and to operate the regional innovation platform, which should be done by local innovators in the emerging countries.

The aim of this study is to suggest the strategic implications for manufacturing 3.0 in Korea by reviewing an innovation approaches of German that is a source of manufacturing innovation in Europe. Today, growth potential of korean economy has been weakened by the rise of emerging economies. Furthermore, technological advantage of emerging economies has been strengthened. In this situation, Korea needs to make efforts to enhance global competitiveness. The growth of developing countries provides a new opportunities for Korea for export demand. However, this situation can be recognized as threats for Korea because Korea has to compete with those countries to expand market share. In this regard, reviewing the approaches of manufacturing innovation in German is important because German keeps remaining a high levels of competitiveness in spite of a rise of emerging economies and European recession. To do this, this research can give hints to advance the industrial policy improvements.

(사)한국포장협회(회장 신동호)가 지난해 9월 19일부터 12월 3일까지 총 11주간 진행한 제26기 포장기술관리사(Packaging Professional) 통신 교육 결과, 총 92명의 포장기술관리사를 배출했다. 이번 제26기 포장기술관리사 통신교육에서는 신진욱 신흥글로벌(주) 과장이 총 1백점 만점에 96.3점을 획득해 최고 성적 우수자로 선정됐으며, 윤정운 플레어코리아(주) 사원이 94.6점으로 2등으로 수료했다. 또한 한지석 (주)데시칸트 영업팀 과장과 정광신 동원시스템즈(주) 압연영업팀 부장이 91.1점으로 3등으로 수료했다. 다음에 제26기 포장기술관리사 우수성적수료자들의 통신교육에 대한 견해를 살펴보도록 한다.

산업과 생활수준의 향상에 따라서 도로나 철도 등의 기간산업에 대한 고속화 및 대용량화가 요구되고 있다. 특히 철도에 있어서는 선형의 직선화 및 복선화계획이 진행되면서 터널건설이 증가하고 장대터널이 요구되고 있는 실정이다. 이에 따라 철도터널의 환기 및 방재 시스템의 설계기법에 관심이 고조되고 있으나 현재의 국내 철도 터널은 대부분 오래 전에 건설된 것이며 또한 환기설비를 요구할 만큼의 장대터널이 없기 때문에 이를 고려하지 않고 있다. 그래서 국내의 철도터널 환기설계 기술은 미약한 상태로 현재 발주되는 대부분의 공사를 외국의 용역사의 설계에 의존하고 있는 실정이다.

한국과학기술단체 총연합회는 11월16일 학술원 대회의실에서 「신정부 과학기술정책의 나아갈 길」이라는 주제로 과학기술정책포럼을 열고 관련전문가들로부터 분야별 시책을 진단해보았다. 김기형초대과기처장관을 비롯 1백여명의 과총회원 단체장들이 참석한 가운데 열린 이날 포럼에는 진해술과기처 기술신흥국장, 신길식경제기획원 산업4과장 등 정부부처 관계관들도 참석, 토론자들과 열띤 토론을 벌였다. 이날 토론 과정에서 경제기획원 신길식산업4과장은 「정부의 과학시상제도의 통폐합시도는 재고되어야 한다」는 이은웅 서울대 명예교수와 박택규 건국대 이과대학장의 주장에 대하여 「26년의 전통을 이어오고 있는 대한민국과학 기술상이 다른 상과 통폐합되지 않도록 정부최고위층에 적극 건의하겠다」고 약속하는 등 구체적이며 실질적인 정책대안이 교환되었다.
