This study examines the influence of CEO(Chief Executive Officer) turnover on earnings management in public institutions. We classified sample into four portfolios based on the joint types of departing CEO(Forced/Voluntary) and incoming CEO(Expert/Nonexpert), and we explore whether earnings management are distinguishable depending on the types of CEO turnover. Empirical findings are summarized as following. The different patterns of earnings management are observed for each portfolio in the turnover year. In particular, when departing CEO leaves the company forcibly and incoming CEO is an expert in that business, there is an evidence of downward earnings management in the turnover year. This means that the incoming CEO takes a bath in his first year by recording big charges to shift blame for failed management on to the predecessor. The results documented in this paper provide an important implication for diverse interest groups participating in the CEO turnover decisions at the present time when normalization of management of public institutions is viewed more important than ever.

In this research, The new CEO is expected to increase a reporting income through earning management for individual benefit such as a good reputation, high compensation and CEO' s contract extension in the early years of service, of which may influence value relevance of the accounting numbers. We investigate the change of value relevance from 2004 to 2014, compare firms with a change of CEO and firms with non-change of CEO and analysis the value relevance in the early years and in the late years of the new CEO. The results of research are as follows. First, value relevance of EPS of firms with change of CEO are decreased, whereas value relevance of BPS are increased in the regression of all sample. Second, value relevance of EPS are decreased, whereas value relevance of BPS are increased in the early years of the new CEO. This research makes a contribution to provide the first proof about influence of value relevance by the earning management in the early years of the new CEO in Korea.

본지는 전 월(11월호)부터 한국오리협회의 숨은 주역, 전국의 지회 소식으로 회원들을 찾아가고 있다. 한국오리협회 지회를 가다 제2부의 주인공은 지난 11월 16일 '2011 충북도지회 정기총회'에서 차기 지회장으로 선출된 충북도 신임 정기헌(짱구농장 대표) 지회장이다. 충북도지회 신임 정기헌 지회장은 충북지회 정기총회에서 차기 지회장으로 추대되어 만장일치로 선출, 2012년 2월부터 3년 동안 한국오리협회의 발전과 충북도의 오리산업을 위해 충북지회를 이끌어 가게 됐다. 그는 음성군 맹동면 봉현리에서 3만수 규모의 짱구농장 경영자이자 그간 한국오리협회 이사로서, 그리고 음성군지부장으로서 활발히 활동해왔다. 정기헌 신임 충북지회장을 만나 앞으로의 충북지회 사업방향 및 계획을 통해 그의 포부를 들어보았다.
