This article is aiming at finding the character of social welfare corporations and at finding whether the outside director system is constitutional or not. These two issues are closely interrelated with each other. After examining critically existing studies and precedents that have seen the character of social welfare corporations as public sector or private sector, the present study suggests the dualism that divides social welfare corporations into facility corporations and support corporations and that finds the character of facility corporations and support corporations respectively. According to the dualism, even if outside director system for the facility corporations restricts the right to manage the corporations the system is seen as being constitutional because the corporations are more likely to be public sector so that the principle of private autonomy would not be applied to them. While outside director system for the support corporations is seen as being unconstitutional because the corporations are more likely to be private sector so that the principle of private autonomy would be applied to them. So, this article suggests the amendment of Social Welfare Service Act through which the different character of the facility corporations and support corporations can be respected and the diversity of social welfare corporations and social welfare services can be realized.

This study was carried out to grasp the economic effects of the social welfare foundation by establishing and operating it. For this purpose, the effects of the social welfare law of Daegu Metropolitan City on the regional economy were analyzed using the input-output analysis model. As a result, the effects of GDP was 43,445 billion won, the total value-added effect was 1,940 billion won, and the total employment inducement effect was 37,411. Based on these results, the future direction of the social welfare corporation is suggested as follows. First, it is necessary to shift the perception of consumer-oriented welfare toward welfare that contributes to the activation of the local economy. Second, efforts should be made to continuously expand employment linked to social welfare services, to create an environment where jobs can be created from a long-term perspective, and to establish a separate support system. Third, the value-added created by the social welfare foundation should be newly recognized and sought to be expanded in various fields. Fourth, efforts should be made to secure the legitimacy of social service provision and ensure accountability by appropriately promoting the economic ripple effects of social welfare foundation to the local community.

The purpose of this study is to suggest the improved methods for cost sharing in apartment remodeling projects. Case studies on apartment remodeling projects with different plan type were analyzed and compared. Cost sharing estimated by 'proportional rate method' shows similar results estimated by 'return on investment method' in case of similar area ratio of existing plan to remodeling plan. Otherwise cost sharing estimated by 'proportional rate method' shows great differences comparing the results estimated by 'return on investment method'. Although return on 'proportional rate method' is widely used, it is not proper to estimate cost sharing when each householder's contribution for the project varies, such as considerable differences area ratio of existing plan to remodeling plan. Improved cost sharing method is needed taking into account project contribution and characteristics.

난가공 전문회사 농업회사법인 세양(주)은 친환경 신선한 계란을 생산하기위해 21만수 규모의 산란계농장을 설립했다. 지난해 3월 충북 음성군 삼성면에 착공을 시작으로 그해 10월 첫입식과 함께 지금은 한창 산란피크를 올리고 있다. 이 농장은 1개동 계사에 21만수 전수사육이 가능하도록 최신식 무창계사를 신축했고, 무엇보다 환기와 차단방역에 중점을 둔 시설설비로 총 74억 원의 어마어마한 투자 비용이 소요되면서 주목받고 있다. 농업회사법인 세양(주) 음성농장(이하 음성농장)의 강구만 대표를 만나 농장에 대해 보다 자세히 들어 보았다.

현대사회에서 내 집 마련은 가정의 안정적 유지를 위한 기본적 요소이다. 그러나 지난 5월 통계청에서 발표한 '1/4분기 가계수지 동향'을 기준으로 가계소득 329만 1,000원인 도시근로자가 대출이나 부모의 도움 없이 저축만으로 내 집을 마련하는데 걸리는 기간은 서울 25평 아파트 20년 9개월, 32평형은 27년 5개월 걸리는 것으로 집계됐다. 그렇다면 '사회복지'라는 커다란 영역안에는 어떠한 형태의 집들이 존재할까? 우리나가 거의 대부분의 사회복지기관, 시설들은 지방자치단체에 의해 법인에게 위탁, 임대되어지는 것이 대부분이다. 물론 국가가 법인직영의 반위탁 형태로 운영되는 곳도 있지만 아주 극소수이다. 우리나라 지역복지의 핵심 주체인 지역사회복지관의 경우(한국사회복지관협회, 2005) 사회복지법인 289개소, 재단법인 47갯, 사단법인 9개소, 학교법인 22개소, 지방자치단체 직영이 14개로, 거의 대부분의 복지관이 민간위탁으로 운영되고 있다. 대부분이 전세집살이를 하고 있는 것이다. 이번호에서는 이러한 민간위탁의 미흡한 제도와 과정에 대한 현장의 소리를 들업고자 한다.

농업회사법인 대영농원(주)(대표이사 우대일)는 2014년 ISA와 산란종계 수입계약을 체결하고 지난 8월부터 국내 산란계농장에 이사브라운 병아리를 공급하고 있다. 부화율 향상을 위해 맞춤별 사료를 공급하고 있으며 급이, 급수, 방역 및 소독으로 병아리 품질관리에 만전을 기하고 있다. 또한, 5계군 운영으로 만약의 종계군 오염을 대비하고 있으며 신축 종계장과 부화장의 최신 시설과 대영농원의 노하우를 접목하여 고품질 우수 병아리를 생산하고 있다. 이번호에는 40여년 양계 외길을 걷고 있는 우대일 대표이사를 만나 농장운영 대해 들어 보았다.
