  • As time goes by, educational facilities have become superannuated and damaged; therefore, performance and safety of buildings have been decreased. It causes the decrease of service quality and deterioration of educational environment. In order to protect facilities from serious damages and deterioration, a consistent maintenance and repair program is required. The educational facilities can keep the good educational environments and also make better environments through the program. This study is made by investigating and analyzing the maintenance data which was collected from fifty schools in Asan area, Chungchengnam-do in order to derive foundation data for the efficient educational environment maintenance program.

Legislative and policy issues related to the advancement of the maintenance system of water resource facilities (수자원시설물의 유지관리 체계 선진화를 위한 입법 및 정책과제)

  • In this study, legislative and policy issues related to advancing the maintenance system of water resource facilities were presented by investigating and analyzing the degree of aging and management status of water resource facilities. Data from the comprehensive Facility Management System (FMS) operated by the Korea Infrastructure Safety Corporation were collected and used to analyze the aging of water resource facilities. Using safety grade data categorized by facility, type, local area, and grade, the ratio of dangerous facilities and the aging rate were calculated to analyze the status of water resource facilities and guidelines and manuals related to water resource facilities were investigated. Through this, four required actions to address legislative and policy issues were presented: 1) Readjusting the scope of water resource facilities and supplementing guidelines and manuals, 2) Establishing a maintenance system considering changes in disaster conditions, 3) Improving the FMS and activating standard linkage services, and 4) Establishing a facility asset management system.

  • Recently, the maintenance concept of infrastructure has been changed from the stability management of the structure determined by the safety inspection of the existing facilities to the asset management related to evaluating and managing the performance of the facilities. For management of the property of the facilities, it is necessary to efficiently classify their information for the maintenance and service level of the facilities and to manage them. In the case of power plant facility, especially, it is a complex structure, which is constructed in a various component and detail. In this study, therefore, the components of power plant facility were classified into facilities, spaces, parts, and elements considering the type of integrated construction classification system in Korea. To reflect the deterioration rate of the facility in accordance with environmental conditions such as airborne salt and humidity etc., it was classified by adding direction, interior, and exterior condition of each component not to be considered in the existing classification system for its effective and systematic maintenance, since it is generally located in the coastal area due to the operation of the power generation structure. The classification system developed in this study can be used as fundamental data for development of the computer system for asset management of power plant facility.

  • Infrastructures such as bridges and tunnels are crucial elements of national economic growth, and sudden collapses may lead to great catastrophes with significant social and economic losses, as well as a loss of lives. Hence, an efficient maintenance technique must be applied to guarantee safety, secure budgets to maintain a certain level of service, and prevent maintenance expenditures from being concentrated in a specific time period. Developed countries have experienced rapid increases in maintenance budgets, and maintenance costs now account for about 40% of the total maintenance budget. The level of service in asset management systems is an essential element for setting management goals and making priority decisions. Therefore, this study uses fuzzy theory to develop a new way to assess the level of service.The assessment model was applied to an actual bridge to evaluate the level of service for users.

An Inspection/Maintenance Job Scheduling Management Method by Using Location Information based on Wi-Fi AP Connection History (Wi-Fi AP 접속 기록 기반 위치 정보를 이용한 점검/유지보수 작업 스케줄 관리 방법)

  • In this paper, we propose a location-based service that the user's location is known by connection history to WI-FI AP installed in a facility known its location previously. The location-based service proposed in this paper manages job processing states of technicians who inspect and maintain the facility like elevator by using worker's location and arrival time information. The job scheduling management method proposed in this paper is based on previously scheduled arrival time and actual arrival time to a target facility. And we experimentally implemented the inspection and maintenance system of an elevator to show the feasibility of job schedule management based on location and arrival time information acquired from Wi-Fi AP connection history. Our experimental implementation shows that our proposed method is usefulness in the field of the inspection and maintenance of a facility.

  • A number of BTL projects for educational facilities have been augmented because of the increase of newtown development and deflationary policy of class size for learning efficiency. As the operation and maintenance costs rapidly increase, the budget for operation and maintenance is expected to be short. Therefore the asset management maximizing asset value is required to clarify the budget plan and distribution and provide a qualitatively high service. The main objective of this research is to establish asset valuation process in educational facilities delivered by BTL project. In order to meet the research objective, the asset valuation process is established by literature reviews, expert advice, and lessons learned from the developed countries. The developed process includes depreciation by internal accounting law, the core element of valuation, and asset valuation process. The results of the research will be help to offer the qualitatively high service and explain the standard of budget plan. It will assist commencing the asset management system.

Improvement Direction of Facility Management System(FMS) through Related Systems Analysis (유관 시스템 분석을 통한 시설물정보관리종합시스템 개선방향)

  • The Special Act on Safety Control for Infrastructure was enacted in 1995 to contribute to ensuring the public safety and welfare improvement of Korean people. In addition, the FMS has been developed and operated to manage facilities effectively. However, several problems of the FMS have also occurred. Thus, this study aimed to analyze the FMS and related systems scrutinizingly to suggest improvement directions such as (1) extension of the FMS into the national facility information management system including small-size facilities other than Types 1 and 2 facilities, (2) development and promote standardized inspection and diagnosis systems as per facility type, (3) development of the database utilization system including decision making support function for management body, and (4) providing the FMS performance improvements and stable operating environment utilizing latest information technologies. If the improvement directions suggested in this study are adopted, they can improve services for Korean people by providing facility safety and maintenance work parties with optimum information services.

  • In many developed countries, social infrastructure asset management has become an important issue for the effective operation and management, performance improvement, and providing better quality services. This paper describes infrastructure asset management practices in Korea and in the developed countries. Learning lessons from those countries and improve the asset management practices in Korea is the main theme of this paper. Considering the definition and basic structure of infrastructure asset management, authors have analyzed main concerns regarding infrastructure management, techniques, organizations (systems), and processes. The requirements and considerations are presented to overcome the limitations of current maintenance system. This paper will assist adopting infrastructure asset management in Korea and provide guide for the infrastructure maintenance.

Patterns in User Requests for Facility Management Services in Higher Education Facilities (대학 시설물 유지관리 서비스 사용자 요청 패턴 분석)

  • This paper aims to identify patterns in users' requests for facility management (FM) services in higher education facilities. We analyzed data collected from 309 service request forms, made available via a department office and an enterprise resource planning system, at a private university in Seoul between May 2009 and February 2015. We found that the number of user requests were the highest in September and October. Requests for electronic and communication (E/C) services outnumbered those for architectural services and mechanical and plumbing (M/P) services. Repair requests for doors and windows were the most common under architectural services; repairs for air-conditioners and radiators were the most commonly under M/P services; and installation of electrical outlets, telephone wires, and internet services were the most sought-after E/C services. Maintenance requests were received every three months, while repair requests were received every six or seven months.
