지난 5월21일 '국토의 계획 및 이용에 관한 법률(이하 국토계획법)'에서 정하고 있는 공공 시설에 학교를 추가하는 개정안이 발의되었다. 이에 따라 학교를 공공 시설에 포함하는지의 여부에 따라 개발과 비용 부담하는 주체가 달라진다.

정부는 자전거 이용활성화에 관한 법률」을 1995년에 제정하여 지자체별 자전거이용시설의 정비계획을 수립하도록 하였지만 실제적으로 수립되고 있는 많은 정비계획들이 아직 초기단계기고, 사전에 충분한 시간을 갖고 세밀한 분석과 연구 없이 수립되다보니 상위계획과의 연계성부족과 지역적 특성에 부합되는 계획안 부족, 도로설계기술의 부족 등 많은 부분에서 문제점들이 지적되고 있다. 따라서 보다 발전한 연구내용의 계획으로 실제적으로 자전거 활성화에 기인하기 위해서 도출되는 문제점들을 진단하고 수정 분석하여 보완하는 작업이 필요하다. 본 연구에서는 1995년부터 1998년 상반기까지 내무부에서 검토된 자전거이용시설 정비계획 보고서 중 10개 도시에 대하여 각도시별 정비계획의 문제점을 현황조사부분과 분석부분 계획부분으로 분류하여 분석하고 이의 개선방향을 제시하였다.

정부는 축산업 허가제 시행에 맞추어 허가대상 농가의 부담을 최소화하기 위해 축사시설현대화사업 예산을 대폭 확대하여 허가기준에 맞는 시설을 갖추도록 할 계획이다. 한편 무허가 축사의 경우는 건축법과 축산법은 별도의 법률이므로 기존 무허가 축사는 축산업 허가를 받을 수 있도록 할 계획이나, 신규 진입농가 및 사육면적을 확대하는 농가에 대해서는 적법한 축사에 한하여 허가토록 할 계획이다.

The purpose of this study is to identify the problems and present the improvement measures by assessing the suitability of planning of provincial natural parks on a legal basis. We assessed the suitability of 29 provincial parks to examine the suitability of park planning (special-purpose district planning and facilities planning) according to the Natural Park Act, implementation of the park projects, and registration of Korea Real estate Administration intelligence System (KRAS) for park management and obtained the following results. In the case of the park nature conservation districts among the special-purpose districts, 24.1 % (7 parks) were not feasible or decided the park facility that was larger than the planned area. The amended law requires the park cultural heritage district as a new special-purpose district, but 41.2% did not designate the district or failed to comply with the standard. Moreover, there was a problem of establishing or announcing the plan that was unsuitable for the management of park village district (former collective facilities district). Although provincial parks are categorized as the restricted area, the park facility plans still focus on regional development and tourism development, and the titles (names) of the park facilities are wrong. The law requires digitalization and disclosure of park plans, but many parks fail to abide by the law. We judge that it is necessary to develop effective provincial park planning and establish the measures to protect and manage the provincial parks.

`Information measure model' and 'Information benefit model' for road plan are developed. In result of application to actual road project, 'Information measure model' showed same result with actual road plan, it can express qualitative element by 'Information' like safety, public discontent, etc. and 'Information benefit model' can evaluate present plan in the side of provider's and demader's 'benefit'.

In urban design and planning, establishing neighborhood units and arranging urban planning facilities are important matters to be considered first. In particular, effective arrangement considering the influence area of each urban planning facility can solve traffic problems and improve the efficiency of urban structure according to the visitors to the facility, and can be used as basic data for more effective living areas. Therefore, this study proposed a methodology to analyze the number of users, the time required for access, and the destinations of users for major urban planning facilities such as schools and neighborhood parks based on mobile communication base station data. In addition, using this methodology, the users and influence areas of major urban planning facilities in Cheonan-si were analyzed.

항만 및 부대 시설은 건설 계획이 마련되고 실제 건설이 이루어지기까지 5~10년 이상의 시일이 소요되는 사업으로, 해당 계획이 진행될 당시의 선박의 제원을 바탕으로 마련될 경우 실제 시설의 건설이 완료되고 운영 시 선박의 대형화, 주요 제원의 변경 등을 반영하지 못하고 있다. 특히 항만의 경쟁력 확보를 위하여 향후 항만의 통항 선박에 직접적인 영향을 미치는 교량의 형하고, 통항로를 교차하는 형태의 항공기 운항 등 시설물의 계획 시 장래 추정되는 선박의 제원이 고려되어야 한다. 본 연구는 과거 컨테이너 선박의 제원 변화를 추세분석하였고, 주요 항로에 존재하는 교량의 형하고 등을 분석하여 현재 빠르게 진행되고 있는 컨테이선 선박의 대형화를 분석하고, 항만 및 부대 시설 건설 시 고려해야할 기간 기준 마련의 필요성 및 그에 따른 장래 선박의 제원을 추정하여 제안하였다.

This study chiefly aims to clarify optimize evacuation circulation which can be applied to architectural planning through the analysis of educational facilities. On the planning phase, the evacuation circulation of buildings are defined through the zoning of plans and sections based on the functions and purposes. It is very important to consider efficient evacuation circulation under the circumstances of disasters such as fire and earthquake etc, and it is directly related with the lives of people in the educational facilities. This study tries to find out methods can be applied to architectural planning and architectural design through optimized circulation after the analysis and understanding of behavioral characteristics of human.

지난 20여년간의 비약적 경제 성장을 통하여 우리 사회는 모든 물리적 측면에서 양적인 성장과 질적인 발전을 거듭하여 왔다. 이러한 경제 성장기를 거치면서 우리의 삶은 다각도에서 변화를 겪었으며 건축환경에도 많은 변화가 있었다. 정보화, 세계화라는 시대적 흐름은 우리의 생활자체를 급속도로 변화시키고 있으며 업무용 시설을 포함한 모든 건축물이 대형화, 고층화 뿐 아니라 정보화, 현대화되고 있다. 그러나, 교육의 중요성과 이를 뒷받침해 줄 학교 시설의 중요성에도 불구하고 교육환경의 질적 개선은 상대적으로 낙후되어 있는 상황이라고 할 수 있다. 교육개혁위원회의 교육개혁방안이 계속적으로 나오고 있고 서울의 불암초등학교를 필두로 한 시설 현대화 시범학교가 시도별로 마련되고는 있지만 전반적인 교육 환경은 아직 열악한 상태이다. 특히 구도심부에 위치한 초등학교의 경우, 준공된 후 30년 이상 경과된 학교 건물을 사용하고 있는 경우가 적지 않아 안전상의 문제마저 안고 있는 실정이다. 따라서, 건물의 내구 연한이 그 한계에 달해 가고 유지보수비용이 계속적으로 늘어 경제성을 잃어 가고 있는 학교들을 대상으로 한 재건축과제가 신설 학교의 신축 또는 기존학교의 이전 못지 않은 주요 과제로 대두되고 있다. 더욱이 기존 학교의 재건축사업은 수업을 진행시켜가며 철거 및 신축공사가 단계적으로 수행돼야 한다는 어려움을 갖고 있다. 본 연구는 초등학교의 재건축을 위한 기본적인 자료를 정리하고 배치 및 평면 계획을 중심으로 한 계획 대안을 작성, 검토하여 대안별 장단점을 분석한 후 가장 바람직하다고 평가되는 안을 제시하는 것을 연구의 범위로 하였다. 계획안의 작성에 앞서 실시된 문헌조사 및 실측조사를 통하여, 신축되는 홍파초등학교에 필요한 시설의 내용 및 규모가 산정되었는데 특기할 사항은 좁은 대지임에도 불구하고 가능한 체육관 시설을 포함시키고자 하였다는 것이다. 홍파초등학교 부지는 $8,960m^2$ 정도밖에 안되는 좁은 부지로서 운동장도 제대로 확보할 수 없는 상황이었으나 체육관의 높은 활용도 및 장래의 필요성을 고려하여 소규모라도 계획되는 것이 바람직하다고 판단하였다. 열린교육에의 대응, 제반 특별교실의 확충, 식당 및 지하주차장의 확보 등 모든 시설이 현재 및 장차의 사용에 적합하도록 계획하여 현 시설의 1.5배 정도의 연면적을 갖는 신축 계획안을 작성하였다. 서울대학교와 광운대학교에서 분담하여 실시된 계획안의 작성을 통하여 총 4개의 계획안이 도출되었으며 이 대안들을 채광 및 환기, 학년별 zoning, 기능별 zoning, 열린교실의 정도, 지역사회에의 개방성, 재건축 공사의 용이성, 규모, 옥외공간의 활용성, 동선 계획, 조형성 등 10개 항목을 기준으로 평가하였다. 이러한 비교분석을 통하여 결론적으로 제1안을 최적안으로 제시하게 되었으며, 이를 바탕으로 구체적인 최종 설계안이 도출되기를 기대하는 바이다.
