Introduction to National Mid-term Fundamental Plan for Wetlands Conservation and Management (습지보전.관리를 위한 국가 중장기 계획 소개)

  • The Ministry of Environment of the Republic of Korea set up 'the $2^{nd}$ Fundamental Plan for Wetlands Conservation' to facilitate systematic surveys and management of various national wetlands and to promote sustainable conservation and use of those wetlands. The mid-term fundamental plan was established in accordance with the Article 5 of the Wetland Conservation Act, which spans 5 years from 2013 to 2017 and covers national wetlands including inland wetlands and coastal wetlands stated in the Act. The fundamental plan aims to promote the wise use of wetlands through establishing policies for sustainable conservation based on the assessment of implementation of the $1^{st}$ Fundamental Plan, setting up a scientific framework for establishment and implementation of national wetland policies by improving wetland survey systems and enhancing basis wetland data, improving the ecological health of wetlands and securing biodiversity conservation of wetlands by strengthening conservation and management system of national wetlands, and through raising public awareness and diversify education and promotion tools. The main objectives of the $2^{nd}$ Fundamental Plan is to revise the entire Wetland Conservation Act, to create a new monitoring system of national inland wetlands, to upgrade the national wetlands inventory, to reflect the 'Ecological Map' for promoting precautionary management of wetlands, to improve the 'Wetland Restoration and Management' system to build wetlands resilience, and to systematize the wise use of wetlands that benefits local people. As the Ministry of Environment plans to establish its other master plan for wetland conservation based on the $2^{nd}$ Fundamental Plan, this document introduces the $2^{nd}$ Fundamental Plan to stakeholder and wetland professions.

Study on the Institutional Limitations and Improvements for Effective Management of Coastal Wetlands (국내 연안습지 보전 정책의 법제도적 한계와 개선방향 고찰)

  • In 1999, Wetlands Conservation Act was enacted for the domestic implementation of the Ramsar Convention in Korea. According to the Act, wetlands have been managed by the Ministry of Environment and the Ministry of Oceans and Fisheries(MOF). In the field of coastal wetland of which MOF is in charge, starting with the designation of Muan coastal wetlands as protected area in 2001, there are 12 wetland conservation areas up to $218.96km^2$. Even though there has been rapid growth of protected areas, it is time to give attention to the effective implementation of wetland conservation policies. This study aims to analyze institutional and operational problems related to wetland management and give some recommendations for the improvement of the wetland conservation policy and legal framework.

A Case Study on Selecting Sites for Wetland Restoration - Focusing on the Research Survey of National Inland Wetlands Monitoring in 2016 - (복원대상습지 선정 사례 연구 - 2016년 전국내륙습지 모니터링 결과를 중심으로 -)

  • This study aims to provide basic data for the decision-making process in selecting sites for wetland restoration projects. To this end, the current list of demaged wetlands was identified based on the findings from the nationwide monitoring project in 2016 targeted at wetlands in inland areas. Then, to determine the necessity of restoration for these demaged sites, the cause of demage was investigated, and their conservation value was examined from an ecological and legal perspective. The 2016 monitoring project identified a total of 20 demaged wetlands, of which one site was deemed to have high conservation value through analysis of its ecological and legal values and on-site reviews. The results of this study are expected to support policymakers' decision-making in selecting wetlands for restoration projects since it identifies priority sites among demaged wetlands that require immediate restoration efforts. It should also be pointed out that wetlands in South Korea cannot benefit from legal protection despite their high conservation value unless they have a designated status as protected areas.

  • This study aims to draw the limitations of wetland restoration related legal systems of ASEAN+3 countries and suggest the improvements. In the case of Korea, there is no integrated law or integrated management organization for wetland restoration, and the legal basis for estuaries restoration is insufficient. As many ASEAN countries depend on wetlands for their livelihood, public support for sustainable use and conservation of wetlands should be preceded through raising awareness about the value of wetlands. Some countries need to establish a specific wetland definition, while developing countries need to strengthen national capacities through international cooperation. A legal basis is needed to eliminate the impacts on peatlands and mangrove forests and conserve them.

The Conservation strategy of DMZ wetland in Cheolwon, Korea (비무장지대의 습지생태계 보전방안 -철원지방을 중심으로-)

  • 우리나라의 비무장지대는 북위 38도를 중심으로 동서로 띠 모양을 이루고 있으며 총 면적이 $907.3km^2$에 이른다. 비무장지대외곽에는 민통선이 비무장지대의 남쪽 5-20km 아래에 위치하고 있으며 이곳에는 15개의 시, 군, 98개 읍, 면이 있다. 또한 동해에서 서해로 이르는 내륙의 접경지역은 약 248km에 이르며 이곳에는 2,800여종의 동식물과 146종의 희귀 동식물이 다양하게 분포하는 우수한 생태계를 이루고 있다. 하지만 이 지역은 남북교류 및 협력의 강화로 인해 향후 남북교류와 통일을 위한 전략지역으로 활용되기 위한 방안이 논의되고 있다. 그 결과 남북접경지원법(2000)이 제정되었고 각종 개발사업의 시행이 이 지역의 우수한 생태계를 훼손하려하고 있다. 철원의 비무장지대를 비롯한 습지지역은 세계적인 희귀 철새이며 우리나라의 멸종위기종인 두루미의 서식지공간으로 활용되고 있다. 철원지방의 두루미서식지 보전을 위해 벼농사 추수 후 농경지를 그대로 유지하는 것이 중요하다. 우리나라 비무장지대의 보전을 위해 유네스코의 접경지원보전방안의 도입이 필요하다. 보전계획을 수립한 후, 보전지역 확보를 위한 자금이 조성되어야 하며, 지역주민의 참여를 유도하는 생태관광의 도입이 필요하고, DMZ를 교육 및 연구의 중심지역으로 발전시키는 방안이 강구되어야 한다. 국제사회의 주목을 받고 있는 자연생태계우수지역의 유지, 발전을 위해 정부, 학계는 같이 노력하여야 한다.

A Characteristic of Vegetation Distribution in Jangdo Wetland (장도 습지보호지역의 식생 분포 특성)

  • The purpose of this study is to provide the basis information for ecological conservation and restoration of Jangdo wetland conservation area through the survey of vegetation diversity and spatial distribution characteristics. Syntaxonomic account of plant communities were carried out field survey by Z.-M. school method at 14 sites and relationship analysis between plant community and environment variables with Principal Coordinate Analysis (PCoA). Based on the floristic composition, all the plots were classified into xeric and hydric type and arranged in seven plant communities. Spatial distribution of plant communities is determined primarily by the soil moisture condition and amount of organic matter. Hydric vegetation is around 8% ($7,337m^2$) of the protected area and distributed swamp forest of dominating willows under 18 years. Proliferation of willows are recognised extended from edge to centre after in 1990's caused by fallow and control of livestock grazing on wetland. Jangdo wetland will have to readjust the protection boundary because wet meadow zone and swamp forest have been distributed outside the protection area.

갯벌의 중요성과 보전방안

  • 국토의 3%를 차지하면서 우리들의 삶 속에 함께 있었음에도 불구하고 갯벌은 오랫동안 우리의 관심밖에서 매립, 간척으로 파괴되거나 각종 오염물의 유입으로 훼손되어 왔다. 갯벌은 그동안 조개류나 양식등을 통한 수산물을 획득하는 것 이외에는 질퍽한 뻘이 가득한 땅, 쓸모없는 땅으로 인식되어 왔다. 주로 서남해안에 위치해 있는 갯벌은 간척의 대상으로서 주목을 받아왔고 계화지구, 영산강 지구, 남양만 지구, 아산만 지구, 천수만 AB지구, 영종도 신공항 지구, 시화지구, 새만금 지구 등 강하구를 비롯한 주요한 갯벌의 대부분이 간척되었거나 간척중이다. 갯벌에 대한 중요성과 그 가치에 대한 인식은 최근 몇 년 사이에 급속히 확산되고 있으며 지난해 12월 29일 통과된 습지보전법에 의하여 정부는 갯벌에 대한 관리방안 마련과 조사활동 계획등을 수립하고 있다. a99년 이번 5월 10i¡18일에 있었던 제7차 람사협약당사국총회가 진행되는 동안 우리 나라의 갯벌은 국제적 관심사로 부각되기도 하였다. 그동안 우리 나라의 갯벌이 어떻게 인식되어 왔고 이용하였으며, 특히 농지와 산업용지 확보라는 측면에서 추진되었던 간척사업의 문제점 등을 새만금 종합개발 사업을 중심으로 하여 살펴보기로 하고, 먼저, 갯벌에 관한 일반적인 내용과 우리 나라 갯벌을 이해한 후 새만금종합개발사업에 논하도록 한다.

Satellite-derived high-resolution land cover classification using machine learning techniques: Focusing on inland wetlands in Korea (머신러닝 기법을 활용한 인공위성 자료 기반 고해상도 토지피복 분류: 국내 내륙습지를 중심으로)

  • 습지 생태계는 탄소저장고, 대기 온·습도 조절 등의 기능을 수행하는 만큼 면밀한 관리가 요구된다. 습지의 규모와 생태계는 밀접한 연관성을 가지므로 그 규모를 우선적으로 파악할 필요가 있으며, 이를 위해 지표면의 상태를 산지, 습지, 수역 등의 항목으로 구분한 토지피복지도가 고려될 수 있다. 현재, 환경부에서 운영 중인 환경공간정보서비스(https://egis.me.go.kr/)에서는 각각 30 m, 5 m, 1 m의 공간 해상도와 7, 22, 41가지 분류 항목을 갖는 대분류, 중분류, 세분류로 구분된 토지피복지도를 제공하며 이러한 자료들은 모두 1년 이상의 시간 해상도를 갖는다. 습지의 경우, 계절에 따른 환경 변화로 인한 규모의 변동성이 크게 나타날 수 있기 때문에 1년 이하의 시간 해상도를 갖는 고품질 토지피복 분류 정보가 요구된다. 따라서 본 연구에서는 기존 자료의 낮은 시간 해상도 보완을 목표로, 1개월과 30 m의 시·공간 해상도를 갖는 토지피복지도를 구축하기 위한 방법론을 제안하고자 한다. 이를 위해 Landsat-8 등과 같은 다양한 인공위성 자료를 수집하고, Support Vector Machine 등과 같은 머신러닝 기법을 적용하였다. 최종적으로 습지보전법에서 지정한 습지보호지역 중 내륙습지 26개소를 대상으로, 본 연구로부터 산출된 토지피복지도를 기존 환경공간정보서비스 내 대분류 토지피복지도와 비교·평가하였다.

Economic value of the Koeran mudflat wetland (우리나라 갯벌의 경제적 가치)

  • In the aftermath of nation-wide controversy over "conservation vs. development" of the costal wetland in the Saemangeum, Korea could legislate the laws of wetland conservation and costal management in 1998. Since then, the public interest in the costal mudflats and its conservation has increased greatly, but the controversy on the economic value of mutflat wetland and the futher (un)necessity of reclamation) is not yet settled. In the cases of Korea dealt, economic valuation of wetland was performed mainly in the milieu of reclamation(development) vs conservation conflict, or from interest of recreational use. Korean studies used to estimate economic value of development case and conservation case respectively and then tried to compare these two value, as is sometimes done also in other countries. But the scrutiny of the results of these studies leads us to conclude that the revealed wide discrepancy among estimated values, above all other methodological problems, denies any practical applicability to the actual policy use. Benefit transfer as a convenient alternative method of valuation can not be usable either in our cases, because there is too few reliable estimated economic values of mudflat wetlands.

A analysis of plant communities distribution characteristics of Boseong river wetland using ordination (서열법(ordination)을 이용한 보성강 하천 습지의 식물군락 분포 특성 분석)

  • To analyze the distribution of plant communities growing in river wetlands and the relationship between biotic and abiotic environmental factors, plant communities and environmental factors were investigated in river wetlands in the Boseong River. The Boseong River Wetland, the research site, consists of Hwapyeong Wetland, Bangujeong Wetland, and Seokgok Wetland. From June to September 2022, a plant community survey was conducted from the perspective of physiognomical vegetation, and the coverage of the emerging species followed the Braun-Blanquet scale. Plant species and the coverage of each species were recorded in the quadrant for plant community survey, and the cover of the quadrant, the total number of species, and the number of exotic species were measured as biological factors. As abiotic factors, altitude, orientation, inclination, soil texture, litter layer depth, dominant species diameter at breast height, and topography were recorded. In a total of 50 square plots, the most common Salix koreensis and Phragmites japonicus communities were found, and the community with the highest Shannon species diversity index was Phragmites japonicus-Echinochloa caudata community. As a result of ordination analysis by DCCA, the most significant clusters were separated according to topographic factors such as leeve, leeve slope, upper floodplain, lower floodplain, upper waterside, middle waterside, lower waterside, river island and opem water. As rare plants that need to be preserved in river wetlands, Hydrocharis dubia and Penthorum chinense were found in lower waterside, and it was found that the management of the river in the reservoir is necessary in line with the topographical distribution of ecosystem-disrupting plants, such as Paspalum distichum var. indutum.
