Derivation of a Vision and Major Strategies for Developing the Smart City (스마트시티 조성을 위한 비전 및 주요전략 도출)

  • Due to rapid urbanization around the world, various social problems and side effects are occurring. Accordingly, the creation of smart city is being promoted to improve the quality of life of citizens and promote sustainable urban development. In Korea, visions and strategies for the creation of smart city have been presented for each ministry within the government. But they are proposed from the standpoint of each ministry, not from the national level. Therefore, it is necessary to establish a vision and core strategies at the national level. In this study, the problems of Korea smart city were derived, and a smart city vision was established as a solution. In addition, STEEP analysis was conducted through Korea and overseas smart city status analysis and literature review, and based on this, CLDs (Causal Loop Diagrams) were drawn up to derive major smart city strategies. The smart city vision and major strategies proposed in this study are expected to be helpful in setting the direction for future successful smart city creation.

  • 기존 유선망 중심의 스마트시티 플랫폼과 달리 무선 통신 모듈을 가지고 있는 정보 수집 장치들과 연동할 수 있는 5G 스마트시티 융합서비스 플랫폼은 도시내 설치된 다양한 무선 정보 수집 장치들을 통하여 수집된 정보를 기반으로 분석된 각종 정보를 제공해 주는 시스템이다. 도시 정보 수집 장치들 중에는 5G 지능형 CCTV 가 있으며 이를 통해 수집되는 영상 이벤트 정보를 기반으로 도로 안전 서비스 제공을 위한 이벤트 수집/필터링/대응 기능을 통하여 도로 안전 서비스를 제공해 주는 시스템을 설계하고 개발하여 적용함으로써, 도시내 도로 안전 수준을 높이는 것으로 목적으로 하고 있다. 본 논문에서는 도로 안전 서비스 제공을 위한 기능 모듈 구성에 대해 기술하고 해당 모듈들을 통하여 제공되는 도로 안전 서비스 실증 사례를 제시하고자 한다.

  • 5G 기반의 스마트시티 서비스 데이터 수집 및 공유 시스템은 5G 융합서비스 플랫폼의 시스템컴포넌트로 설계 및 개발된 시스템이다. 본 시스템은 크게 데이터 수집 서브시스템, 데이터베이스 서브시스템, 및 데이터 공유 서브시스템 세 서브시스템으로 이루어져 있으며, 범용성, 확장성, 유연성 및 개방성에 중점을 두고 설계 및 개발되었다.

  • In the field of urban planning and disaster prevention, various geographical information systems (GIS) and design softwares have been in use. Recently urban planners and disaster managing officials face new challenges, as three dimensional GIS, web environment, and smart phone app are rapidly developed. Technical progress in open API and mashup opens a possibility of making the citizen participation-based smart phone applications in the field of urban planning and disaster prevention. Our suggested smart phone applications will have technical, economic, and administrative impacts on the society in general; and play an effective role in developing U-City, U-health, and disaster prevention.

  • The Smart City Living Lab is becoming important as a local innovation platform to develop urban solutions. In January 2018, the 4th industrial innovation committee, which was a direct subordinate from the president, empathized citizens' participation and their roles within the Smart City [Urban Innovation and Future Growth Engine-Creating Smart City Strategy]. This was the starting point of the living lab. The central government and local governments have been promoting various types of living labs to encourage citizens to participate. On the other hand, due to the lack of systematic concepts and theories for practicing and structuring living labs, the practice is not performed well. This study aimed to develop systematic approaches and implementation methods of the public-led Smart City Living Lab. The Full-cycle Smart City living Lab model was designed by integrating smart city living lab work processes, as suggested in the standards of the national land plan, double design diamond framework, which is a type of innovative design methodology, and design thinking process. The entire cycle Smart City living lab model requires four components to practice the living lab, such as framework, module, process, and methodologies. In the future, this model is expected to be incorporated in the Smart City Living Lab.

  • This study proposes the utilization of a model registry to secure interoperability among urban domain information models. It reviews urban information and data sharing along with related standards and standardization activities. By analyzing registry use cases in the context of Spatial Data Infrastructure (SDI), it presents the concept of a model registry for facilitating information sharing and exchange among urban domain information models. An use case linking urban domain information models using the model registry is developed with a prerequisite of seamless implementation of smart city services. The paper discusses technical requirements and outlines technology implementation and validation through prototype development, highlighting them as future research tasks.

A Study on the Smart Region Strategy in Yellow Sea Rim (환황해권 스마트리전 구축방안 연구)

  • Smart cities are expanding their spatial scope to urban areas and regions. Linking regional economic development strategies beyond the borders with smart city planning can lead to cooperation and economic development between regions and countries as well. The purpose of this study is to suggest cooperation and regional development of the three nations - Korea, North Korea and China - through the Yellow Sea Rim Smart Region. To this end, smart city strategies and economic development plan with implementation status in the three countries including special economic zones have analyzed that could be the spatial basis of the smart region. On the west coast of Korea facing the Yellow Sea, lots of projects related to smart cities are actively underway in Saemangeum, Yellow Sea Free Economic Zone(YESFEZ), and Incheon Free Economic Zone(IFEZ). Although the political situation is still uncertain, North Korea is analyzed to have economic and technical potential in the west coast connecting Haeju, Nampo, and Sinuiju. In Liaoning and Shandong provinces of China, smart city projects have been actively promoted in recent years especially in the state-supporting industrial cities. Restoration of economic cooperation between South Korea and China, linkage of transportation networks, vitalization of cross-border cooperation projects between China and North Korea centered on Dandong and Sinuiju, and the connecting of smart city infrastructure and services for China and South Korea's economic cooperation process will make the Yellow Sea Rim as a world prosperous economic region. However, it is necessary to establish and operate a governance system through long-term planning for transnational consultation and establishment of a promotion organization.

무선메쉬네트워크를 활용한 경제적인 u-City 서비스 제공방안

  • u-City는 첨단 정보통신 인프라를 바탕으로 유비쿼터스 정보서비스를 제공함으로써 도시의 문화와 역사를 반영한 환경 친화적이고, 경제적이면서 도시의 가치를 높이는 스마트한 미래형 첨단 도시이다. 따라서, u-City를 구축하기 위해서는 경제성을 반드시 고려해야한다. 본 연구에서는 정부와 지자체, 토지개발사업자, 통신사업자, 대형 SI, 솔류션 제공사업자에 의하여 진행되고 있는 신도시 또는 기존도시, 개발사업 등에 효율적으로 적용가능한 무선메쉬네트워크 기술을 제안한다. 본 연구에서 제안한 무선메쉬네트워크를 u-City 인프라로 활용할 경우 50%이상의 경비절감을 구현할 수 있다.

  • TOD (Transit-Oriented Development) is one of the urban structure concentrated on the multifunctional space/district with public transportation system, which is introduced for maintaining sustainable future cities. With such trends, the project of building complex transferring centers located at a urban railway station has widely been spreaded and a comprehensive and systematic analytical framework is required to clarify and readily understand the complicated procedure of estimation with the large scale of the project. By doing so, this study is to develop a comprehensive analytical framework for estimating a pedestrian OD matrix using a spatial information and an integrated smart card data, which is so called a data depository and it has been applied to the Samseong station for the model validation. The proposed analytical framework contributes on providing a chance to possibly extend with digitalized and automated data collection technologies and a BigData mining methods.

An Estimation on Development Capacity under Urban Growth Management Policies: A Case of Maryland in the U.S. (도시성장관리정책 하에서의 개발용량 추정과 정책적 함의: 미국 매릴랜드 주를 사례로)

  • Using MD Property View database on 15 counties in Maryland in the U.S., this study attempts to explore the estimation process on the housing development capacity under the Maryland's urban growth management policy known as the Smart Growth Initiatives. This study also seeks to draw the implications of the estimated development capacity by individual counties on successful implementation of the urban growth management policy. The finding shows that this region has land for residential use enough to accommodate growth for the next 30 years. However, contrary to the goal of the Smart Growth Initiatives, a majority of development capacity is located not only outside the Priority Funding Area designated by the Smart Growth Initiatives but also at counties that are located far away from the major metropolitan area. In addressing this problem, the state does not need to either abolish or immediately expand the Priority Funding Area. Rather, the state requires local governments to include housing elements in their comprehensive planning, to provide periodic estimates on housing and employment capacity, and to establish and manage database on the location and the capacity of developable land.
