우리의 안전 불감증은 언제 끝이 나려나 서해 바다의 기름유출사고와 이천 냉동 창고 화재 참사의 아픔이 아직도 가시기 전인데 또 다시 설 명절 연휴 마지막 날 저녁에 우리나라 국보 1호인 숭례문이 화재로 어처구니없이 전소되는 일이 발생했다. 한심스러운 것은 이번 숭례문 화재에서도 안전 불감증, 화재 불감증이라는 말이 이곳저곳에서 쏟아져 나온다는 것이다. 과거 삼풍백화점 붕괴에서부터 매년 발생되는 사고에서 안전 불감증이라는 말이 안 나온 적이 없었다. 언제까지 우리나라는 안전 불감증만 탓할 것인지 다시 한 번 되새겨볼 때이다.

본 연구에서는 숭례문 화재를 재현하기 위한 실물 모형을 제작하여 화재의 전이과정 및 붕괴에 이르는 과정을 추론하여 보고자 하였다. 실험결과 시너의 폭발력에 의한 화염이 천정의 적심부분에 직접적인 화재 원인임을 예측 할 수 있었으며, 이에 따른 적심부의 계속적인 훈소과정을 거쳐 숭례문의 천정내부에 화재가 성장하였을 것으로 판단되었다.

The present study purposed to assert the necessity of cultural property disaster control through analyzing the fire of the Sungnyemun and to suggest directions for the development of cultural property disaster control in the future. For these purposes, we reviewed literature such as research papers and books on cultural property disaster control, and presented problems in current cultural property disaster control and solutions for the problems through case study of the fire of the Sungnyemun. In a word, the fire of the Sungnyemun is a representative case showing difficulty in disaster prevention activities for wooden cultural properties. Accordingly, we need to recognize the necessity of cultural property disaster control and to prepare measures. For this, first, it is essential to reinforce preventive systems against cultural property disasters. Second, early actions should be taken in consideration of the characteristics of each cultural property. Third, for cultural property disaster control, it is important to maintain cooperative relations among the Cultural Properties Administration, National Emergency Management Agency, and relevant local self.governing bodies. Lastly, standards for cultural property fire protection systems should be tightened by improving related laws, and institutional bases should be intensified through preparing grounds for aggravated punishment for crimes against cultural properties such as arsons.

Soongrae-Mun Fire shows safety problem in Korea intimately. People have pressed for the responsibility of persons in charge and have asked for improvement measure whenever Fire accident occur, but similar accidents occur again without any improvement. This research is to provide improvement. measure on the base of the analysis of the cause of Soongrae-Mun fire to prevent similar accident, also to help private security company do effective security job. This research is approached from a security point of view. A lot of accidents occur by direct cause such as people's unsafe action and unsafe condition. but it is very difficult to remove the facts of direct cause, so the facts of indirect cause should be analyzed together. Drew-up of security related legislation should be included when the establishment of fire fighting related legislation is examined, also technical improvement should be examined with legislation. security company should be concerned about securing of expertise and reinvestment for the improvement of expertise to overcome limitations of private security such as job boundary, capability and responsibility. Also private security company should try to service for public benefit and to examine practical compensation for loss occurred by mistake of security company.

설 연휴가 끝나갈 무렵 발생한 숭례문(국보1호) 화재사건으로 온 나라가 발칵 뒤집혔고 모든 국민은 나의 소중한 일부를 잃어버린 공허함에 형용할 수 없이 참담한 심정으로 하루하루를 살아가고 있다. 언제나 그랬던 것처럼 화재원인의 끝자락에는 여지없이 인재로 귀결되고, 보존관리와 소화과정에 대한 논란도 쉽게 정리되지 않을 듯하다. 우리 주변에는 화재발생 요인도 다양하지만 그 대상물 또한 지니는 특징이 매우 다양하여 소화기법이나 조사기법 등에 있어서도 그 만큼 복잡한 형태를 갖는다. 본 코너에서는 화재로 인해 심각하거나 빈번한 피해를 가져다주는 주요 구조 형태에 따른 화재의 특징을 살펴보고 화재 원인의 유형과 조사기법에 대하여도 논의해 보고자 한다. 숭례문 화재 사건은 현재 조사가 진행 중인 만큼 사찰과 함께 특수 건축물의 유형으로 분류하여 추후 논의할 기회를 가져볼 것이다. 화재의 종류에는 소방관점이나 건축법상의 대상물 등 다양하게 표현되고 분류할 수 있다. 본 코너에서는 이러한 틀에서 벗어나 화재의 특징이 달라질 수 있는 구조나 재료, 형태 등을 달리하는 건축물 또는 구조물별로 화재 현상을 나누어 그들에서 발생하는 화재의 특징을 살펴보고, 사고 후 업무와 관련이 되는 담당자의 관점에서 조사의 요점이나 화재 사례 등을 살펴보고자 한다. 접근 방법에 따라 몇 가지로 분류해 보면 다음과 같이 나누어 볼 수 있다.

A fire detector installed in wood cultural properties has not have selected the detector type appropriate for the features of cultural properties and the structure of wood fire after the fire in Sungnyemun-Gate since 2008. Applying wooden cultural properties different from the general architecture of the structure and fire characteristics is difficult. Therefore, buildings were classified into four shape types and field survey and wooden architecture structure characteristics to identify the problems of the detectors installed on wooden cultural property buildings. The problems appeared to lack the adaptability to external fire detection sensor selection and missing fire detectors installed in accordance with the place. To solve the problem, the closed and open space of the rooms used a smoke detector, outdoor select flame or fixed temperature linear detector to solve the problem.
