License Plate Recognition System Using Hotelling Transform (호텔링 변환을 이용한 자동차 번호판 인식시스템에 관한 연구)

  • In this paper by using the image taken from the rear of the vehicle to effectively extract the license plate and how to recognize the characters appearing in the offer. A study on the improved de-interlacing applying third order spline interpolation for horizontal direction and ELA (수평방향의 3차 스플라인 보간과 ELA을 이용한 개선된 디인터레이싱 연구)

  • This paper proposes an improved de-interlacing method that converts interlaced images into progressive images from one field. First, it calculates inter-pixel values applying third-order spline interpolation for the horizontal direction from four upper lower pixel values of missing pixels. From inter-pixel values obtained from spline interpolation and upper lower pixels with value, the proposed method makes an accurate estimate of the direction by applying the correlation between upper and lower pixels. The correlation between upper and lower pixels is calculated in nine directions of a missing pixel by using values obtained from spline interpolation and pixels with value. The direction of an edge is determined as the direction in which the correlation between upper and lower pixels is at its minimum. Thus, a missing pixel is calculated by taking the average of upper lower pixels obtained from the predicted direction of an edge. From the simulation results, there are problems in that it takes a bit more time for processing, but it is expected that the time problem will be improved by increasing CPU processing speed. As for image quality, it is shown that the proposed method improves both subjective and objective image quality and quantitatively improves picture signal-to-noise ratio (PSNR) in the range between 0.1 dB to 0.5 dB, as compared with previously presented de-interlacing methods.

  • The reconstructed images from highly compressed MPEG or H.263 data have noticeable image degradations, such as blocking artifacts near the block boundaries, corner outliers at cross points of blocks, and ringing noise near image edges, because the MPEG or H.263 quantizes the transformed coefficients of 8$\times$8 pixel blocks. A post-processing algorithm has been proposed by authors to reduce quantization effects, such as blocking artifacts, corner outliers, and ringing noise, in MPEG-decompressed images. Our signal-adaptive post-processing algorithm reduces the quantization effects adaptively by using both spatial frequency and temporal information extracted from the compressed data. The blocking artifacts are reduced by one-dimensional (1-D) horizontal and vertical low pass filtering (LPF), and the ringing noise is reduced by two-dimensional (2-D) signal-adaptive filtering (SAF). A comparison study of the subjective quality evaluation using modified single stimulus method (MSSM), the objective quality evaluation (PSNR) and the computation complexity analysis between the signal-adaptive post-processing algorithm and the MPEG-4 VM (Verification Model) post-processing algorithm is performed by computer simulation with several MPEG-4 image sequences. According to the comparison study, the subjective image qualities of both algorithms are similar, whereas the PSNR and the comparison complexity analysis of the signal-adaptive post-processing algorithm shows better performance than the VM post-processing algorithm.

A High Performance License Plate Recognition System (고속처리 자동차 번호판 인식시스템)

  • This Paper describes algorithm to extract license plates in vehicle images. Conventional methods perform preprocessing on the entire vehicle image to produce the edge image and binarize it. Hough transform is applied to the binary image to find horizontal and vertical lines, and the license plate area is extracted using the characteristics of license plates. Problems with this approach are that real-time processing is not feasible due to long processing time and that the license plate area is not extracted when lighting is irregular such as at night or when the plate boundary does not show up in the image. This research uses the gray level transition characteristics of license plates to verify the digit area by examining the digit width and the level difference between the background area the digit area, and then extracts the plate area by testing the distance between the verified digits. This research solves the problem of failure in extracting the license plates due to degraded plate boundary as in the conventional methods and resolves the problem of the time requirement by processing the real time such that practical application is possible. This paper Presents a power automated license plate recognition system, which is able to read license numbers of cars, even under circumstances, which are far from ideal. In a real-life test, the percentage of rejected plates wan 13%, whereas 0.4% of the plates were misclassified. Suggestions for further improvements are given.

VVC Intra Triangular Partitioning Prediction for Screen Contents (스크린 콘텐츠를 위한 VVC 화면내 삼각형 분할 예측 방법)

  • Versatile Video Coding (VVC) is a new video coding standard that is being developed by the Joint Video Experts Team of ISO/IEC/ITU-T and it has adopted various technologies including screen content coding tools. Screen contents have a feature that blocks are likely to have diagonal edges like character regions. If triangular partitioning coding is allowed for screen contents having such the feature, coding efficiency would increase. This paper proposes a intra prediction method using triangular partitioning prediction for screen content coding. Similar to the Triangular Prediction Mode of VVC that supports the triangular partitioning prediction, the proposed method derives two prediction blocks using Horizontal and Vertical modes and then it blends the predicted blocks applying masks with triangle shape to generate a final prediction block. The experimental results of the proposed method showed an average of 1.86%, 1.49%, and 1.55% coding efficiency in YUV, respectively, for VVC screen content test sequences.

Directional Feature Extraction of Handwritten Numerals using Local min/max Operations (Local min/max 연산을 이용한 필기체 숫자의 방향특징 추출)

  • In this paper, we propose a directional feature extraction method for off-line handwritten numerals by using the morphological operations. Direction features are obtained from four directional line images, each of which contains horizontal, vertical, right-diagonal and left-diagonal lines in entire numeral lines. Conventional method for extracting directional features uses Kirsch masks which generate edge-shaped double line images for each direction, whereas our method uses directional erosion operations and generate single line images for each direction. To apply these directional erosion operations to the numeral image, preprocessing steps such as thinning and dilation are required, but resultant directional lines are more similar to numeral lines themselves. Our four [$4{\times}4$] directional features of a numeral are obtained from four directional line images through a zoning method. For obtaining the higher recognition rates of the handwrittern numerals, we use the multiple feature which is comprised of our proposed feature and the conventional features of a kirsch directional feature and a concavity feature. For recognition test with given features, we use a multi-layer perceptron neural network classifier which is trained with the back propagation algorithm. Through the experiments with the CENPARMI numeral database of Concordia University, we have achieved a recognition rate of 98.35%.
