This paper analyzes the impact of the change in telecommunication regulation on network investment such as the integration of telecommunication service. The integration of telecommunication service plays a role of separating the behavior regulation from entrance regulation and reducing a entrance constraints. Therefore, it is expected that the market spill over effect is high through the improvement of behavior regulation such as interconnection regulation, facilities provisions, retail price regulation, bundling, number portability of VoIP. This paper discusses the critical factor affecting the decision making process in respect of the firm level and analyzes the impact path guiding investment and innovation. Finally, the paper proposes the guideline for telecommunications policy.

Since 2011, after beginning of the systematic study on STEAM education, South Korea has developed a number of related programs. At this point we see that this is the time to clarify the challenges. The purpose of this study is to clarify the characteristics of their education through the review of many domestic and foreign papers in order to propose the challenges of STEAM education of Korea. The results are as follows. First, the course of integration cannot be separated by the difference in superiority but should be separated in accordance with the purpose of integration. Second, curriculum integration such as STEAM education is characterized by the emphasis on horizontal linking than vertical depth fusion. Accordingly, the content knowledge and vertical linkages are inevitably weakened. In order to overcome this problem, the key concepts and features that were emphasized in the previous curriculum need to also be emphasized in STEAM training, and the comparative study on the core concept and function of each subjects should be preceded. Third, after looking upon the current situation of our country's fusion research and talent training, the limits and the challenges that need to be overcome has been suggested. Fourth, with the basis on research results, we offered an example of the approach on STEAM education which is applicable to the current situation and proposed the challenges and implications that need to be addressed in the STEAM education of Korea in educational contexts such as curriculum, teaching and learning, and evaluation.

가공해서 사용하는 정보량이 많아질수록 원하는 정보를 찾는 데 더 많은 노력이 필요하게 마련이다. 따라서 사람들은 대대로 정보를 구조화하는 방법들을 고안해왔으며, 여러 가지 계층적 구조화 방법들을 사용했었다. 이렇게 구현된 정보의 계층 구조는 키워드 검색을 바탕으로 수평적 계층 구조만을 가지는 구조였다. 자료가 전문화되고 정보를 검색하는 사용자 또한 검색된 정보와 관련된 정보를 더 원하는 현 시점에서 정보의 수평적 계층 구조만으로 사용자의 만족도를 충족할 수 없다. 이러한 문제점을 해결하기 위해 이 논문에서는 특정 도메인의 문서를 단락별 명사와 동사 및 목적어를 추출하여 해당 동사가 명사 및 목적어를 취할 수 있는 가능한 값을 체크하여 그 단락의 계층적 트리를 구성하고, 단락별 트리를 이용하여 문서의 내용을 트리로 재구성할 수 있게 된다. 이렇게 만들어진 문서의 트리들은 트리의 구조를 보고 특정 문서에 더 구체적인지 아니면 더 일반적인지 측정하여 문서와 문서간의 관계 또한 트리 형식으로 보여주어 사용자가 원하는 정보를 보다 쉽게 검색해 주는 자동화 문서 계층 구조를 제안한다.

IT839정책에 따라 BcN 인프라를 기반으로 통신, 방송, 인터넷망이 융합되고, 폐쇄형망이였던 통신, 방송망이 개방되고 수직, 수평적 로밍이 가능한 다양한 서비스가 출현함에 따라 다양한 공격이 발생할 것으로 예상된다. 이에 따라 사전에 공격을 예측하고 대응할 수 있는 BcN 정보보호프레임워크가 필요하다. 이는 기존지식을 통합, 체계화하는 작업이 선행되어야 하며 그에 따른 DB를 설계하고자 한다. 또한 향후 개발이 필요한 신규정보보호기술 과제를 도출하는데 사용할 수 있다.

This research analyze the current status pertaining to the sport industry's information system and information network in Korea to propose integrated information network of sport industry construction measures with the goal of optimizing vertical and horizontal network formation, and knowledge information sharing and dissemination. To construct integrated information network of sport industry, literature examination and meeting of experts to search for measures are utilized. This paper analyze the realities of the sport industry's information system and information network in Korea to propose the following when it comes to the measures to realize sport industry's information integration. First, DB for sport industry relate information that factored in the Ontology is being developed. In other words, it is necessary to design a DB that factors in the Semantic Web. Second, once the DB relate to the sport industry that factored in the Ontology is developed, it is necessary to build RSS/Atom based active network that enables exchange of organic information among them.

European economic integration and geographical enlargement brought change in the intra-european trade flow and a trade structure. The first, an european enlargement contributes to the increase in intra-european trade, but its effect relatively becomes smaller successive enlargement. The second, the intra-industry trade increases in the intra-european trade according as an european economic integration and enlargement make possible the economy of scale. In the intra-industry trade, the horizontal intra-industry trade decreases and the vertical intra-industry trade increases. The third, the Western Europe's trade is generally an intra-industry trade, the trade of Southern Europe, Central and Eastern Europe is an inter-industry trade. But the South Europe's trade and Central and Eastern Europe's trade change from the inter-industry trade to the intra-industry trade.

공급사슬의 구성문제는 주문의 동적환경를 고려하여 전체 관점에서 스케줄링되어야 한다. 이러한 공급사슬구성문제를 본 연구에서는 에이전트 협상 방법론을 통해 해결하고자 한다. 에이전트 협상은 공급사슬망을 경쟁적 관계로 이해하고 개별목적을 가진 구성원 에이전트간의 협상과정을 통해 재스케줄링이 발생되어 공급사슬을 구성하게된다. 지금까지의 연구는 공급사슬 상에서 수직적 통합(vertical integration)을 중심으로 조직의 유연적 조정에 초점이 맞추어졌다. 그러나 본 문제에서는 구매자로부터 주문을 받기 위해 경쟁적 관계에 놓인 제조자가 도급계약(sub-contract)이 허용되는 환경에서 협력적 관계를 통해 개별적 이익을 최대화하는 동시에 공급사슬 전체의 관점에서도 비용 최적화를 이룰 수 있는 제조자 협상방법론을 제안하였다. 본 협상방법론을 통해 수평적 관계에 놓인 경쟁업체들의 협력적 관계 및 전략적 제휴의 중요성을 살펴볼 수 있다.

본고(本稿)에서는 최근 달성된 전국민의료보험(全國民醫療保險)(NHI)의 재원조달방식(財源調達方式)을 개관한 다음 소득재분배관점(所得再分配觀點)에서 이론적(理論的), 실증적(實證的) 분석(分析)을 행하고자 한다. 의료보험(醫療保險)은 주로 건강한 사람으로 부터 병든 사람으로 의료(醫療)의 수평적(水平的) 재분배기능(再分配機能)을 행하나 결과적으로 수직적(垂直的) 재분배(再分配)에도 영향을 주게 된다. 형평(衡平)과 관련하여 모든 국민(國民)들에게 필요한 최저수준(最低水準)의 의료이용(醫療利用)을 보장한다든가 의료이용(醫療利用)에 따른 경제적(經濟的) 부담(負擔)을 균등하게 한다든가 하는 제기준(諸基準)의 선택은 결국 우리 사회(社會)가 내려야 할 가치판단(價値判斷)의 문제일 것이나 우리의 여건에 비추어 전자(前者)를 기조(基調)로 하되 후자(後者)를 지향하는 접근방식이 바람직하고 평가된다. 실증분석(實證分析)의 결과는 비록 작은 크기이기는 하나 어느 정도 재분배효과(再分配效果)를 보여주었으나 프로그램간 급여(給與)와 보험료부담(保險料負擔)의 측면에서 격차가 벌어지고 있는 실정이어서 NHI 재정통합(財政統合)이라는 장기목표(長期目標) 아래 소득연계적(所得連繫的)인 보험료부담(保險料負擔) 및 급여체계(給與體系)를 단계적으로 확립해 나가되 우선은 의료보호(醫療保護)부터 이 방안(方案)을 실천에 옮기도록 권고한다.

지난 2008. 2월 정부조직 개편에 따라 방송통신위원회가 출범함으로써 디지털 융합환경에 능동적으로 대응할 수 있는 제도적 기반이 마련되었다. 신설된 방송통신위원회는 공공성과 산업성을 조화시켜 "품격있고 활기찬 커뮤니케이션 일류국가"를 구현하는 것을 비전으로 삼고 있다. 2009년에는 전반적인 경기침체 속에 방송통신 서비스 및 기기 분야도 예년에 비해 저성장이 예상되고 있어, 경제 살리기 차원에서 고용효과가 높고 경제적 파급효과가 큰 방송통신 서비스를 집중 육성할 계획이다. 우선 IPTV의 조기 산업화를 위해 네트워크 및 콘텐츠 투자확대, 공공분야 시범사업, 기술개발 등을 집중 추진하고 방송의 디지털전환에 대한 국민적 인지도를 획기적으로 향상 시키려고 한다. 나아가 수평적 규제체계로 나아가는 통합 사업법 준비에 본격 착수하고 다매체 다채널 시대에 적합한 방송통신 콘텐츠 활성화에도 노력을 경주할 것이다. 방송분야에서는 세계적 추세에 맞춘 규제 개혁이, 통신분야에서는 본원적 설비투자에 대한 투자활성화 유도가 핵심이다. 아울러 소중한 전파자원의 효율적 이용을 강화하고 방송통신망의 고도화도 계속 추진할 것이다. 끝으로 기술 발달과 산업 성장이 궁극적으로 이용자 복지 증진에 기여하도록 세심한 주의를 기울일 계획이다. 우리는 방송통신 융합 활성화에 유리한 물적 인프라와 인적 특성을 보유하고 있어 민관이 공동으로 노력한다면 다가오는 시대에도 방송통신 강국의 지위를 유지할 수 있을 것이다.

u-Society 구현을 위한 IT 발전전략은 경제 재도약을 위한 IT 산업정책에의 요구 종대, 디지털 컨버전스 추세의 강화, IT의 사회전반에의 영향력 확대라는 세 가지 환경변화를 감안하여 수립 추진되어야 한다. IT 산업정책에의 요구 증대에 부응하기 위해서는 IT를 중심으로 하는 신성장 동력을 강화해야 하는데, 구체적으로는 IT 원천기술 투자비율을 단계적으로 증가시키고 기존산업과 IT의 융합 분야의 창의적인 R&D 과제를 발굴하고 국제화된 IT인력을 양성하는 것이 중요하다. 또한 한국형 벤처 생태계를 조성하여 소프트웨어 및 컨텐츠 부문을 육성시키는 것이 필요하다. 디지털 컨버전스 추세에 대응하기 위해서는 진입장벽의 완화, 수평적 규제체계의 적용, 방통융합 서비스의 조속한 도입 및 규제기구의 통합이 선결과제이다. IT의 사회전반에의 영향력 확대를 경제 및 사회 제분야의 발전으로 연결시키기 위해서는 물리적인 광대역 인프라의 구축에 더하여 정보사회의 역기능 방지 및 정보보호체계 강화, 정보화추진위원회의 기능 강화가 요구된다. 또한 비IT부문에의 IT접목과 더불어 복지, 교육, 공공부문 혁신에 If를 적극적으로 활용하여야 한다. 즉, u-Society구현은 기존의 정보화정책의 한계를 넘어, 물리적인 인프라 구축과 보완 제도, 규제정책, 산업정책의 유기적인 조화를 필요로 하며 이러한 노력이 결실을 맺을 때 우리나라는 경제적 풍요와 수준 높은 삶의 질을 향유할 수 있을 것이다.
