Collision Risk Assessment by using Hierarchical Clustering Method and Real-time Data (계층 클러스터링과 실시간 데이터를 이용한 충돌위험평가)

  • The identification of regional collision risks in water areas is significant for the safety of navigation. This paper introduces a new method of collision risk assessment that incorporates a clustering method based on the distance factor - hierarchical clustering - and uses real-time data in case of several surrounding vessels, group methodology and preliminary assessment to classify vessels and evaluate the basis of collision risk evaluation (called HCAAP processing). The vessels are clustered using the hierarchical program to obtain clusters of encounter vessels and are combined with the preliminary assessment to filter relatively safe vessels. Subsequently, the distance at the closest point of approach (DCPA) and time to the closest point of approach (TCPA) between encounter vessels within each cluster are calculated to obtain the relation and comparison with the collision risk index (CRI). The mathematical relationship of CRI for each cluster of encounter vessels with DCPA and TCPA is constructed using a negative exponential function. Operators can easily evaluate the safety of all vessels navigating in the defined area using the calculated CRI. Therefore, this framework can improve the safety and security of vessel traffic transportation and reduce the loss of life and property. To illustrate the effectiveness of the framework proposed, an experimental case study was conducted within the coastal waters of Mokpo, Korea. The results demonstrated that the framework was effective and efficient in detecting and ranking collision risk indexes between encounter vessels within each cluster, which allowed an automatic risk prioritization of encounter vessels for further investigation by operators.

  • The harbor tranquility is indicating the level of calmness in the mooring basin of harbor. It relates keenly to berthing/unberthing and cargo handling works but also it is an important indicator to get the minimum water area as the safe refuge. Therefore, it is necessary to analyze in complex the variation of wave height and direction caused by wave refraction, diffraction, shoaling and reflection from the incident waves from outside the harbor. In order to check the calmness inside a harbor, the numerical models are being used currently need fundamental reviews according to the difference of results which depend on their respective features. In this study, hence, it was introduced the validity of numerical models by comparing the computational results for Hupo harbor.

  • Aids to Navigation have been operated and placed along coasts and navigable waters as guides to mark safe water and to assist mariners in determining their position in relation to land and hidden dangers, controled on the basis of the maine traffic survey. The traditional survey have been conducted by some methods like an ocular observation using portable radar, a on-the-spot survey, a questionnaire. But these methods must have a lot of manpower and expenses. In this paper, we have developed the module which have some real time processing functions like making a database of radar image using PC camera, saving of the vessel's track, analysis if the maine traffic tendency and the distribution of density.

  • 항행하는 선박은 자기선박 주변을 하나의 영역으로 생각하여 그 영역안에 타선박의 허가하지 않는 자기만의 영역을 가지고 있다. 지금까지 우리나라에서는 선박간의 항과거리를 일본의 자료를 이용하여 해상교통 환경평가의 하나인 해상교통혼잡도를 평가하고 있다. 이 일본의 자료는 30년전의 자료이며 선박의 고속화${\cdot}$대형화로 인하여 선박간 항과거리는 선박의 통항형태, 항로의 종류, 선박의 크기에 따라 상이할 것으로 사료된다. 하지만, 상기의 모든 요소를 다 가미하여 일반화한 연구는 찾아보기 힘들며 상당한 자료를 이용하여야 하므로 분석하는데 시간이 많이 걸릴 것으로 판단된다. 이 연구에서는 해상교통량이 대단히 높은 중국 상해항을 입출항하는 선박간의 항행거리를 기초로 선박간의 최소 항과거리를 모델화함으로써 우리나라 실정에 맞는 해상교통혼잡도 평가에 이용하고자 하며, 선박운항자들의 항행에 최소 항과거리를 제공함으로써 안전항행에 도움을 주고자 한다.

Relation with Operational Stress and Environmental Difficulty on Maneuvering of Ship (조종부하와 조선곤란성의 관계에 관하여)

  • When maneuvering a ship in a narrow channel or under bridge, the ship operator may take actions of slowdown engine and altering course in order to avoid possible navigational dangers, which may reduce difficulties on navigation or collsion avoidance against other ship and/or bridge. In this paper, taking notice of the stress caused by these actions of slowdown engine and altering course, survey is carried out for whether it is possible to quantify the stress by time delay as an index. Based on the ship handling simulator experiment, it is verified that difficulty of navigation changes is highly correlated with the time delay, which result from compensation actions of slowdown engine and altering course.

  • 우리나라는 2012년에 4대강 사업을 통하여 수자원확보를 통한 가뭄대응전략으로 16개의 대형보가 건설되었고 영산강에는 승촌보와 죽산보 2개의 보가 건설되었다. 보의 건설로 흐름은 급격히 감소하여 정체구역의 수역이 확장되면서 여름에서 초가을까지 녹조현상은 매년 지속적으로 발생하고 있으며, 최근 국민들은 안전한 농산물의 안정적인 생산에 요구가 점증함에 따라 농업용수질 오염문제가 범국가적 문제로 대두되고 있고, 그 중요도 및 심각성이 점차 커져가고 있다(한강유역환경청, 2007). 많은 량의 물을 농업용수로 사용하고 있는 영산강의 녹조현상 및 수질개선이 절실하다. 따라서 본 연구에서는 영산강의 승촌보와 죽산보의 건설과 수질오염총량관리제의 시행에 따른 부영양화특성의 변화를 파악하기 위하여 환경부, 국립환경과학원(2006)에서 개발한 한국형 부영양화지수(TSIko) 평가법을 이용하여 영산강유역의 12개 주요지점에 대하여 수집한 자료를 봄(3월~5월), 여름(6월~8월), 가을(9월~11월), 겨울(12월~2월)로 분리하고, 다시 4대강 사업의 영향을 검토하기 위하여 2013년을 전후하여 분리하였으며, 계절별 수질인자 COD, T-P, Chl-a 값을 이용하여 계절별 $TSI_{Ko}$를 산정하여 영양상태를 4개의 등급으로 구분하여 부영양화특성을 파악하였다.

A Study on the Standard Ship's Length of Domestic Trade Port (국내 무역항의 표준 선박길이에 관한 연구)

  • With the introduction of increasingly large-sized ships, the conditions of main domestic port facilities remain the same as in the past. So, there is high probability that marine traffic congestion can occur at the certain ship's routes. The standard ship's length used to assess the marine traffic congestion of domestic trade port is 70 meters. It has been in use for the last 30 years, so, its usefulness is highly recommended for review. This study deeply analyzes the tendency of ship's dimensional changes according to recent enlargement of ship's size by utilizing the particulars of 60,000 ships saved in domestic Port-MIS database and suggests the standard ship's length by figuring out the correlation between length of ship and gross tonnage. In addition, the basis of statistical data on the ship's tonnage in domestic trade over the last five years suggests the standard ship's length by deriving the reference point of cumulative incidences that occupy more than over 50 %, except for small vessels. It is necessary to consider the characteristic of each domestic trade port before the actual application of suggested standard ship's length.

The study On An Yacht Moorings Establishment Location Analysis Using Optimum Spiral Method (최적화 기법을 이용한 요트 계류장 입지분석에 관한 연구)

  • This study is to determine an optimal yacht mooring location candidate among many alternative candidates in order to obtain the maximized efficiency under the natural conditions using integer programming. To deal with marina's construction location, the optimal construction location is selected using 21 important factors analysis for 4 candidates in the Mokpo city. The development period and the initial investment cost weight are one and half times more than the others among 21 factors. The optimal spiral analysis of weighted linear model shows that the Peace Square sea area is selected as the most optimal place among 4 candidates. This proposed model has not been applied in the optimal marina's facility candidate selection problem yet. This paper will contribute to determine the most reasonable alternative. Also, this proposal model can be applied to other marina's facility candidate selection problem in other regions.

The Spatial and Temporal Variation of Phytoplankton in Youngsan River Estuary (영산강 하구역 식물플랑크톤의 시공간적 변동)

  • 영산강 하구둑에 의해 폐쇄내만의 조건을 가진 영산강 하구역에서 식물플랑크톤의 계절변동을 파악하고자 2008년에 계절별로 7개 정점에서 조사하였다. 영산강 하구역에서 출현한 식물플랑크톤 개체수는 14$\sim$34,958cells/mL의 범위를 보였다. 조사시기별로는 7월에 평균 10,796cells/mL가 출현하여 조사기간 중 가장 많은 출현 개체수를 보였고, 이어서 9월(평균 3,327cells/mL), 5월(평균 590cells/mL), 11월(평균 34cells/mL) 순으로 감소하여 조사시기별 출현개체수의 변동이 매우 심하였다. 규조류는 모든 조사시기에 걸쳐 최고의 점유율을 나타내었고 11월을 제외하면 전체 개체수의 90%이상을 차지하고 있어 규조류가 영산강 하구역의 식물플랑크톤 생물량을 좌우하고 있는 종임을 알 수 있었다. 영산강 하구역에서 출현한 식물플랑크톤의 제 1 우점종은 5월에 Eucampia zodiacus(83.1%), 7월에 Chaetoceros curvisetus(24.2%), 9월에 Pseudo-nitzschia delicatissima(94.3%), 11월에는 Chroomnnas류(33.6%)로 변화하였다. 5월과 9월은 한 종이 전체 식물플랑크톤 개체수의 80% 이상을 차지하는 극우점양상을 보여주었고, 7월에는 C. curvisetus, Skeleton듬 costatum 및 Chaetoceros sp. 등이 유사한 점유율로 우점하고 있었다. 영산강 하구역의 식물플랑크톤 종다양성지수는 0.228$\sim$2.260의 범위로 소수의 우점종에 의해 전체 군집의 분포양상이 결정되는 전형적인 연안, 하구수역의 군집 특성을 보이고 있었다.

Bar Morphological Changes for Navigation Route Design with Environmental Affinity in the Han River Estuary (한강하구 뱃길 개발을 위한 하구역 퇴적상 변동 조사)

  • Based on SAR signatures for bars, bar transformation is investigated from 2000 to 2005, and monitoring of suspended-silt transportations from terrestrial runoff is tried to understand the morphology during the events of severe rain storm. SAR data did not reveal clearly the bar locations because of most of data acquisitions during high tides form 6.8 m to 9.0 m. Even though the problem, it could be said that in the estuary vegetated area and natural levees are developed well, but bars are shifted after an event like a flood. It is also showed that suspended solids such as silt transported through the estuary could contributed highly to a sedimentation environment around Incheon. A navigational route could be designed with a minimum width of about 200m.
