2012년 12월 사회적 경제 촉진 방안으로서 협동조합 기본법 제정 이래 3차에 걸린 개정을 해왔으며, 협동조합 중 소상공인협동조합의 경쟁력 강화와 자생력 제고를 위해 정부 및 지자체의 지속적인 경제적, 교육적 지원 노력에도 불구하고 현실은 소상공인협동조합의 영세성과 최근의 COVID-19사태 등 소상공인협동조합의 경제적 활로 개척 등이 쉽지는 않은 실정이다. 본 연구는 기존의 소상공인협동조합 관련 문헌 연구를 기반으로 하여 소상공인 관련 전문가 집단의 FGI를 통해서 소상공인협동조합의 현실적 어려움에 대한 대안적인 정책들을 수립하고자 한다.

The reason why Small enterprise cooperatives are important in the history of cooperatives is that they provide the basis for the development of cooperatives. Small enterprise cooperatives are composed of five or more members of small business owners and has received financial support from the government through the evaluation of the business plan from 2013. In 2018, however, Small enterprise cooperatives must be evaluated for five years of performance. In this study, we surveyed Small enterprise cooperatives members in 2015 to identify motivating factors that affect the sustainability and cooperation of Small enterprise cooperatives. On conclusion, intrinsic motivation has been found to be an independent variable affecting the sustainability and collaboration of Small enterprise cooperatives.

그 어느 때 보다 한국경제에서 사회경제적시스템의 성공적인 안착이 필요 한 시대이며, 해외 선진사례에서 보듯이 최근 사회경제적시스템에서 고용창출, 소상공인 경제적 활로 개척 등 소상공인의 협동조합의 역할과 중요성이 점점 커지고 있는 실정이다. 이러한 사회경제적망에서 소상공인협동조합의 자원을 위한 중소벤처기업부/소상공인시장진흥공단은 전국 8대 권역(2분소)에 소상공인협동조합을 위한 협업아카데미를 운영 중에 있다. 각 권역별 협업아카데미에서는 컨설팅, 교육, 네트워킹 등 공통 조합지원 프로그램으로 운영하고 있으나, 소상공인시장진흥공단의 정량/정성적 평가에 따르면 각 아카데미별 운영 결과는 상이하게 나타나고 있다. 이는 협업아카데미 운영인력(매니저)의 자질과 업무 수행역량에 따른 상이한 결과로 판단하고 있다. 이에 협업아카데미 운영 인력의 업무적 필요 역량에 관한 연구를 통해 운영인력(매니저)수급과 인력운영에 관한 기준점을 설정하고 효과적이고 생산적인 소상공인협동조합 지원사업을 수행함에 있어 유용한 자료를 제공하고자 한다.

This paper examines the factors affecting financial exclusion, and proposes the strategies for enhancing the role of credit unions as financing source for small business startups. Credit cooperative institutions have played an important role in assisting people and communities who suffer from social and financial exclusion such as small business owners. But many of them have closed and lost their operational grounds by financial restructuring. Accordingly people with low credit scores have faced with increased financial constraints and the government has proposed various measures to assist them. Credit unions should develop strategies more actively to ease their financial constraints, expand and reinforce the operational grounds through relationship banking, enhance competitiveness by community based specialization strategies and developing models.

2012년 12월 협동조합기본법이 시행된 이래, 2015년 6월 현재 전국적으로 약 7,300여개의 협동조합이 설립되어 조합원들의 유기적인 공동활동을 통해 공동사업을 수행하고 있다. 소상공인협동조합, 사회적협동조합 등 다양한 형태의 협동조합은 자신들의 공동목적을 달성하기 위한 요소로 업무정보 공유에 기반한 협업이 필수적이라고 인식하고 있다. 기획재정부의 분류에 따르면 21개의 업종으로 다양한 산업군에 걸쳐 협동조합은 하나의 기업처럼 사업활동을 하고 있다. 하지만, 일반기업과는 달리 협동조합은 수직적인 경영구조가 아닌 조합원들 간의 수평적 경영조직을 갖는다. 본 논문에서는 공동사업 수행과 공동이익 창출이라는 협동조합의 특수한 사업모델과 전국에 산발적으로 분산되어 있는 조합원들 간의 공동업무 활동을 위한 협업 시스템을 제안한다.
