This study introduces consumer protection policies at domestic and overseas, regarding the current situation that is raised about, and analyzes how to promote e-commerce with consumer protection oriented. This article explores e-commerce protection policies aiming at enforcing consumer protection and introduces some strategies - enhancing consumer trust, improving electronic transaction disputation, personal information security and privacy and using authorized certificate. This paper aims at suggesting the method of promoting e-commerce through ensuring the consumer trust and decreasing the transaction cost.

최근 작물보호제에 대한 소비자교육과 연구시설 및 제품 생산현장을 둘러보고는 개발과정 및 안전성에 대한 과학적인 데이터를 통해 농산물 중 잔류농장에 대한 막연한 우려를 덜게 되었고 작물보호제에 대한 인식을 다소 새롭게 하게 되었다.

This study intends to investigate some practical problems that arise from the development of the social commerce market and propose a set of consumer protection policies. To that purpose, we discuss the concept of social commerce and analyze a few common types of social commerce in Korea. Then, we look into the problems of the social commerce industry and propose a set of consumer protection policies that can deal with those problems. The goal of the current paper is to suggest optimal policies that can protect consumers from this new trend of online transactions. We hope that the proposals can help establish the base of consumer protection from the social commerce business.

공정거래위원회는 소비자보호를 위한 각종 사업을 추진하기 위해 2000년 예산(안)에 전문자격사의 보수수준에 관한 실태조사비 등으로 480백만원을 반영하였다. 동 사업은 소비자의 입장과 이해를 대변하고 소비자와 관련된 정보를 보유하고 있는 소비자단체의 조직과 인력을 주로 활용할 계획으로 있으며, 동 사업의 추진으로 광고분야, 약관분야, 전문자격사의 수입료 등 국민생활과 밀접한 관련이 있고 소비자 피해가 가장 빈번하게 발생하고 있는 분야에 대한 소비자의 피해사례 등을 조사하여 소비자의 입장과 권익을 반영함으로써 소비자피해를 예방하고 소비자의 합리적 선택을 지원하는 계기가 되도록 하겠다고 밝혔다.

The smart grid can create benefits such as the expansion of consumer choice and flexibility enhancement, adaption to future electric power industry change and the increasing use of renewable energy sources. Consumers can make a contribution to improve the overall effectiveness of system through active receptive response. They can enhance the energy consumption efficiency based on more information from service providers. The Smart Grid Promotion Act, which was enacted in April 2011, contains consumer protection provisions such as information collecting, sharing, and protection measures. On this reason, it is needed to expand promotion and education regarding the smart grid to improve the consumer awareness, and the schemes to enhance smart grid consumer acceptance should be established.

자판기 분야의 거래질서를 확립하고 소비자의 적극적인 권리 보호를 목적으로 표준약관이 마련된다. 한국소비자보호원은 자판기분야를 포함, 주요거래 9분야에 걸쳐 표준약관(안)을 마련하는 작업을 올초부터 진행, 최근 해당 산업 각 분야의 검토의견을 수렴한 후 공정거래위원회에 초안을 제출했다. 이 초안은 공정거래위원회의 검토를 거쳐 수정 보완을 진행한후 내년 공청회를 거쳐 공식약관으로 확정되게 된다. 본 협회에서는 한국소비자보호원의 요청을 받아 자판기 분야 표준약관에 대한 업계 의견을 수렴한 후, 이를 종합한 업계 의견서를 제출했다. 자판기 분야 표준약관은 공정한 거래질서 확립이라는 근본취지는 높이 살 수 있으나 산업에 끼치는 영향은 엄밀히 말해 득이 될게 없다. 소비자보호를 강화하는 조항들이 오히려 기존 자판기 유통에 불리한 측면으로 작용할 수가 있어 가뜩이나 불황인 산업현실에서 우려되는 부분이 적지 않다. 하지만 자판기 유통도 보다 선진화하고 소비자 중심이 되기 위해서는 어짜피 거쳐 가야할 진통이다. 따라서 이 차에 합리적이고 효과적인 표준약관이 마련될 수 있는 계기로 삼아야 할 것이다. 본란에서는 한국소비자보호원이 마련한 자판기분야 표준약과 초안의 내용과 본 협회가 업계의 의견을 수렴, 제출한 의견서를 중심으로 현재의 표준약관 초안이 안고 있는 문제점과 보완방향을 살펴보기로 한다.
