Purpose: In this study, we will try to find out problems and improvements of the policies in order to verify whether the plans contribute to the health and welfare of the firefighters properly. Method: By the Delphi analysis by experts. Result: There are problems such as absence of Firefighters' hospital, insufficient mental health education program in fire department, lack of on-site risk assessment system, problem on ineffectiveness of mental and physical health care business, lack of substantiality on mental and physical stability program, absence of mental health education, ensuring the confidentiality for users of mental health programs, lack of support for parent firefighters, lack of firefighters' retirement design and insufficient treatment for female firefighters. Conclusion: There are Improvements such as establishing Firefighters' hospital, improving mental health education and training CISD leaders in the fire department, preparing disaster risk assessment system, effectiveness measurement for visiting psychological counseling projects, improving the program through customer satisfaction surveys, establishment of mental health education system, ensuring confidentiality by improving personnel systems, encourage childcare leave and introduce childcare facilities at fire stations, revitalizing retirement Firefighters and policy development for female firefighters.

The frequency of official injury of fire-fighting officers exposed to an extreme situation in disaster areas has been continuously increased. In spite of increase of injury, procedures of injury approval are complex, so the working environment of fire-fighting officers is very poor in terms of safety management. This study was, therefore, conducted to provide basic data for improvement of the injury management system for fire-fighting officers, by empirically analyzing the system for those in Busan city. The findings of the empirical analysis are as follows: first, the frequency of injury experienced by them is higher than that of other occupations; second, application for injury is not actively made; third, fire-fighting officers should bear the expense if injury is approved. On the basis of such an analysis on actual conditions, an analysis on policy factors for improving the injury management system shows; first, various high-risk matters should be considered in the review of application for injury, for improvement factors of the application for injury, while it is necessary to extend the benefit and support project for injured officers, for operation improvement factors of the injury management system, and the compensation act should be improved, for the improvement factors of the injury system. Second, it is urgent to develop damage prevention and coping education program for improving the injury management system. In addition, the simplification of administrative procedures of application for injury and the extension of benefit and support project for injured officers should be realized as soon as possible, moreover, the enhancement of directors' interest and support is also required.

The purpose of this study was to provide basic data for developing strategic programs based on broadcasting of civil defense exercise in nation focused on fire-fighting officers. 33 Q-population (concourse) was selected based on the media related literature review described above, and interviews targeting the general public. As the next step representative statements were chosen randomly and reduced in number to a final 25 statement samples for the purposes of this study. The methodology of a Q-study does not infer the characteristics of the population sample from the sample, selecting of the P-sample is likewise not governed probabilistic sampling methods. Finally, in this research, 41 people were selected as the P-sample.

This study is to investigate the problems of procurement circumstance of the current fire service funds and to suggest the alternatives for procuring the fire service funds for dealing with increasing demand on the fire service in the local autonomous era. The results are as the followings. First, most fire service officers see the procurement circumstances as premature stage and perceive the necessity of the improvement of this condition. In particular, the officers at the fire center recognize this problem as an urgent question than the officers at the front fire branches. In addition, as for the alternatives of the procurement of fire service funds, both groups prefer the long term plan to the short term plan, and show positive responses to the National Emergency Management Agency and central government as the entity to raise fire funds. As for the alternatives to improve financial system, both groups show the most positive responses on the way to increase the current common facilities tax. As for the specific procurement alternatives of fire funds, both groups agree the alternative to increase common facilities tax mostly, and to the next they agree the alternative to insecure fire funds by restructuring current financial system and by establishing fire service hospital and fire equipment maintenance center.

The purpose of this study is to study the need for psychological first aid for stress of fire officials. a 1:1 in-depth interview with 10 paramedics to solve the research problem. Through interviews, the policy on the need for psychological first aid to improve the mental health of firefighters was proposed as follows by analyzing the working environment of paramedics, post-traumatic stress experience, and psychological first aid experience. First, fire officials need to be assigned to the site to educate in advance about post-traumatic stress and the resulting physical symptoms before being exposed to traumatic events. Second, fire officials should provide psychological first aid at an appropriate time after exposure to trauma cases. Third, it is necessary to supplement the manpower and institutional devices that will specialize in mental health work. Fourth, for customized professional medical services and psychological support suitable for fire officials, it is necessary to link fire-fighting complex healing centers and national firefighting hospitals.

To accomplish the purpose, the current study drew factors affecting the transfer of education and training through a review of domestic and overseas literature, and aimed to empirically investigate whether these factors actually affect the transfer of education and training of fire officers. The results showed that significant variables affecting the degree of perception on the transfer of education and training were in the order of work relationship, learning culture, peer support, self-efficacy, learning motivation, learning ability, and teaching method.

작은 국토 면적에 비해 잦은 산불피해가 발생하는 우리나라에서 영농활동을 위한 소각은 산불의 중요한 원인이므로, 이를 방지하기 위해서는 발화원인자인 영농인들의 의식조사와 관리주체인 산불관련 담당공무원의 의식조사가 필요하다. 이를 위해 영농으로 인한 소각행위가 빈번한 지방자치단체를 대상으로 영농소각으로 인한 산불 금지와 관련된 제도에 대한 설문조사를 실시하였다. 조사결과 소각 금지법에 대해 영농종사자들은 대체로 긍정적으로 인식하고 있었으며, 공무원들도 산불예방에 효과가 있다고 인식하는 것으로 보아 소각 금지법은 산불예방을 위해 지속되어야 할 것으로 판단된다. 영농종사자와 공무원 모두 공동소각이 산불예방에 효과가 있다고 답변하였으며, 이에 대한 활성화 방안이 필요할 것으로 판단된다. 소각 금지 거리 100m에 대한 적정성은 영농종사자와 공무원 집단 모두 긍정적으로 인식하는 것으로 나타났으며, 소각신청 허가서의 산불예방효과에 대해서도 양 집단 모두 긍정적인 인식을 가지는 것으로 나타났다. 영농폐기물 소각 근절을 위해 영농종사자들은 '기간 내의 신고에 의한 합법적인 소각'을 가장 필요한 대책이라고 인식하고 있었다.

This is a study on the type of perception about the transition of female firefighters to emergency car drivers. The purpose of this study is to identify the perception of the female firefighters on the circulation of emergency car drivers and to identify the characteristics of each type of firefighting officers and to provide basic data for the development and utilization of the emergency car drivers' work of female firefighters. The Q-sample of 27 statements was conducted on 31 subjects including 26 women and 5 men, and the data were analyzed using the QUANL program. As a result, the three types classified explained 60.8 % of the total variance, and the explanation power of each type was 50 % for type I, 5.6 % for type II, and 5.2% for type III. Type I was named 'feminist type', type II was named 'future-oriented type', and type III was named 'educational preparation type'. According to the perception of emergency cars by female firefighters, it was investigated that discrimination caused by gender should be eliminated and female firefighters can drive an emergency car if preparation and systematic education are made. Therefore, fire officials need to develop their personal abilities through gender equality and systematic education programs.

This study verifies effects of the distribution of fire fighting equipment on the satisfaction of fire fight equipment among fire officers and the mediating effect of the reliability of fire fighting equipment on the relationship between the two variables in order to provide preliminary data on the development of fire fighting equipments. Fire officers from the seven fire stations located in Gyeonggi-do province were selected and surveyed to achieve the purposes of the study. Using AMOS 18.0, structural equation modeling were applied to analyze the data. Major findings are as follows. First, the propriety of the amount of distribution of fire fighting equipment and the timeliness of distribution have positive effects on the reliability of fire fighting equipment. Second, the reliability of fire fighting equipment has a positive effect on the satisfaction of fire fighting equipment. Third, the propriety of the amount of distribution of fire fighting equipment has a positive effect on the satisfaction of fire fighting equipment. It was found that the reliability of fire fighting equipment has a partial mediating effect on the relationship between the propriety of the amount of distribution of fire fighting equipment and the satisfaction of fire fighting equipment.

Firefighters are high-risk group for posttraumatic stress disorder because they are repeatedly exposed to traumatic events. In this study, we examined the effects of a short-term, intensive, Mind subtraction meditation-based healing program on the ruminations and posttraumatic stress disorder symptoms of firefighters. In 2019, we used a survey questionnaire to assess the intrusive ruminations of 80 firefighters at a firefighting headquarters before and after implementing the Mind subtraction meditation-based healing program and personal journals over a period of two nights and three days. The results showed that there was a significant decrease in posttraumatic stress disorder symptoms, from 32.40 (± 14.67) to 30.31 (± 13.76) among the male subjects, and a significant decrease in posttraumatic stress disorder symptoms, from 32.03 (± 13.31) to 27.33 (± 10.68) and intrusive ruminations, from 5.21 (± 7.32) to 3.41 (± 6.30), among the female subjects. In conclusion, the Mind subtraction meditation-based healing program was effective in reducing the posttraumatic stress disorder symptoms and intrusive ruminations of firefighters. Therefore, the Mind subtraction meditation-based healing program could be proposed as a mental health promotion program for firefighters.
