A Study on the Urban Disaster Management System - Focusing on Fire Service - (도시재난관리체제 운영실태 분석 연구 - 소방을 중심으로 -)

  • This study analyzed the current Urban Disaster Management System(UDMS) and proposed improvements, focusing on fire-fighting. We learned the problems with the UDMS empirically, conducting a survey intended for officials in fire station in various prefectures include big city, 6 metropolitan city and Gyeonggi-do. The problems with the UDMS were classified mainly into problems with law operating system, administration system and systematic countermeasures. As a result, it was found that regions that include Seoul and other big cities manage urban disasters better than the prefectures of which Gyeonggi-do and others are parts Consequently, it is desirable to cater appropriate Urban Disaster Management Systems into each of the two parts, one for big cities and the other for prefecture.

  • A primary task of fire department is maintaining public safety, system maintenance and welfare improvement by protecting life, body and property of a people through prevent and extinguish of the fire in emergency. Rescue part of those affairs has supported by the people but affairs related to the fire examination and investigation could not get it. Although fire examination is a very important part of fire department administration, it has been understood indifferently due to lack of awareness and concern. There are no scientific fire examination because of lacking education study and the whole responsibility capacity about it. There are many things have to be improved at fire examination and investigation system in Korea. Especially, establishment of the whole responsibility post is urgent through assuring professionals to improve accuracy of fire examination and investigation. Equipment which can do scientific fire examination and investigation have to be fully furnished. Efficiency of fire examination and investigation has to be increased through improving law related to fire examination and investigation, giving rescuers investigation right. Through this, it systematically have to be good for fire prevent.

  • 인류의 문명과 함께한 재난 중에서 가뭄은 역사를 거슬러 올라가면 국가의 존폐 위기를 가늠할 정도의 큰 재앙이었다. 우리나라의 가뭄상황을 파악하고 가뭄정보시스템을 구축하기 위해 국내 외의 가뭄관련 기관인 국토해양부, 기상청, 농림수산식품부, 환경부 뿐만아니라, 미국 네브라스카주 링컨대학교내에 설립되어 있는 국립가뭄경감센터(NDMC) 등에 대하여 살펴보았다. 본 연구에서는 우리나라 재난전담기관인 소방방재청에서 가뭄정보시스템을 구축함에 있어 실용적으로 유용한 시스템이 되기 위한 구축방안을 제시하고자 하였다. 국내의 물 관련 기관들이 구축해놓은 다양한 실시간 관측시스템을 연계 활용하기 위하여 가뭄관련 부처인 행정안전부, 국토해양부, 기상청, 농림수산식품부, 환경부 및 소방방재청 등에서 물 관련 현황을 파악하여 실시간 관측정보들을 파악하였다. 소방방재청에서는 국가가뭄정보시스템을 구축하기 위하여 2008년부터 연구를 시작하였으며, 우리나라 각 부처에서 구축한 가뭄관련 시스템들의 조사를 통해 생활 공업 농업용수 분야별로 시스템 구축을 위한 시사점들을 살펴보았다. 가뭄정보시스템의 구축방향 제시에 있어서는 동시접속으로 인한 인터넷 과부하를 예방하면서 실시간으로 수신되는 자료를 활용하여 좀 더 정확한 현황정보를 제공함으로써 시스템 활성화를 기하고자 하였다. 가뭄정보시스템을 구축함에 있어 내부 계산부문과 외부 표출부문으로 나누는 것이 합리적인 것으로 판단되었다. 내부 계산 부문에서는 여러 기관으로부터 수신되는 실시간 자료를 행정안전부 국립방재연구원 분석 평가 센터에서 관리하고 있는 서버에 집적하여 가뭄관련 정보를 수치적으로 계산하는 부문이다. 여기서는 강우자료를 토대로 하여 가뭄지수의 산정과 생활 공업 농업용수 분야별로 지역별 수요량과 공급량의 상태를 파악하여 실시간 가뭄지수(RDI)를 산정할 수 있도록 한다. 실시간 가뭄지수(RDI)는 지역 주민들이 가뭄으로 인한 용수량 현황을 알 수 있는 가뭄지수가 되도록 하고자 한다. 특히, 가뭄지수의 산정제시에 있어서는 가뭄지수에 따른 재해피해 상황을 제시하여 피해를 체감할 수 있도록 하며, 농어촌공사 관할 저수지의 실시간 저수율을 활용하여 공간적 분포를 고려하고 가뭄발생에 대한 간이상수도 및 마을상수도 등의 지역별 용수공급 가능성에 대한 전조정보를 파악하여 가뭄발생 이전에 사전 대응할 수 있도록 구축하고자 한다. 외부 표출 부문은 내부에서 계산된 결과 값을 인터넷의 부하를 줄이면서 자치단체 담당자들이 쉽고 빠르게 관할지역의 궁금한 정보를 파악할 수 있게 인터넷 홈페이지에 게시하여 가뭄정보를 공유하고자 한다.

A Study on the Improvement Plan for the Operation of National Fire Mobilization (전국 소방력 동원령 운영 개선방안에 대한 연구)

  • The purpose of this study is to improve the National Fire Mobilization Plan. This plan is a national-level comprehensive response system aimed to compensate for scarce firefighting resources and minimize damage from large-scale disasters that exceed the response limits of city and province firefighting forces. As such, relevant literature and domestic and foreign firefighting mobilization standards were reviewed, and simulations of firefighting mobilization were performed using the QGIS program to compare and analyze cases. Results showed that, as opposed to the current method of issuing mobilization orders by dividing resources according to city and province, recognizing the entire country as a single entity and prioritizing the mobilization of adjacent firefighting resources is more effective in terms of minimizing time and distance and more quickly securing resources. Regarding national firefighting mobilization, recognizing the country's firefighting resources as a whole will allow adjacent firefighting resources to be mobilized with priority. However, the mobilization-related limits of each region need to be set to respond to local disasters. Once the scale of mobilization is determined, a system that can quickly calculate how to mobilize firefighting resources based on location and distance can be established. Additionally, it is necessary to create an integrated management system so the central government can directly organize and mobilize local firefighting resources.

  • 본 논문은 재난관리의 성과에 대한 근원적 의문에 대한 문제제기에서 출발하였다. 재난관리의 성과는 재난에 대한 정부의 관리적 측면, 즉 행정관리 역량이나 산출지표 등으로 평가되어 왔다. 재난은 일상의 삶에 대한 도전이자 생존의 문제와 직접적으로 연계되어 있다는 점에서 재난에 대한 정부의 책임 요구가 지속적으로 강조되어 왔다. 정부 역시 재난에 대한 책임과 역할을 위하여 다양한 정책적 노력과 전문성을 강화하기 위한 노력을 지속하여 왔다. 그렇다면 재난에 대한 책임을 모두 정부에 물을 수 있는 것일까? 여기에 대하여 상황을 고려해야 하며, 반드시 정부가 책임이라고 답하기에는 분명 한계가 존재할 것이다. 즉, 재난에 대응하는 과정에서 정부의 노력과 함께 개인적 차원의 관심과 노력 역시 필요하기 때문이다. 따라서 본 연구는 재난관리의 성과가 정부 조직의 책임역량이 증진되는 것과 함께 시민들의 참여도 증진 역시 그 성과로 이해할 수 있을지를 검토하고 실증분석하는데 목적이 있다. 분석을 위하여, 기존 연구들에서 재난관리의 주요한 독립변수로 활용되던 재난경험, 재난위험, 조직특성 등을 주요한 독립변수로 사용하고자 하며, 종속변수는 재난조직의 책임역량과 재난현장에의 시민들의 자원봉사 참여도로 구분하여 설정하였다. 즉, 기존의 재난관리 성과와 대안적 성과로서 시민참여도 증진을 실증분석하고자 하였다. 분석결과, 재난성과는 조직의 내부적 책임역량의 증진과 함께 외부적으로 시민들의 참여를 이끌어 낼 수 있어야 한다. 이러한 시민 참여는 재난관리의 성과로서 정부의 새로운 지표가 될 수 있다. 시민들의 참여는 지역에 대한 재난의 위험 인식이 높을수록 그 참여도가 증진되는 것으로 나타나며, 이는 재난에 대한 대국민 인식개선 및 환경에 대한 위험도 증진의 정책적 노력이 필요함을 의미한다.

The Self-regulating Fire Prevention System in Korea: with the Focus on the Role of Insurance System (자율예방체계의 구축 -규제개혁의 차원에서 보험의 역할을 중심으로-)

  • This paper's purpose is three-folded: modeling the self-regulating fire prevention system, developing a packet of practical fire prevention measures and regulations, and reviewing the applicability of fire insurance system in Korea as a main components of the self-regulating fore prevention system. The so called self-regulating fire prevention system is defined as a grand national fire prevention framework based on and promoted by the vitality and creativeness of the market (or private sector). This drastically contrasts with the existing government-led fire prevention system in Korea. The self-regulating fire prevention system has three grounds: the principle of self-responsibility, the redefinition of the fire service as a public goods, and the principle of self-selection. It seems natural that the self-regulating fire prevention system requires the function of fire insurance institution as a pivoting mechanism providing individual decision makers with a system of incentives, resulting in rational behaviors in the part of each individuals and in the well-balanced fire prevention network in the part of the overall public. In this regard, this pilfer examines the institutions and performance of the fire insurance industry in Korea and reviews the limitation of the industry as an instant replacement mechanism of the current government-led fire prevention system in Korea.

The Study About the Installation of Fire-fighting Office by the Local Government (기초지방자치단체의 소방기관설치에 관한 연구)

  • In the Local Autonomy Law, we regard the fire-fighting service as inherent service for the local government. However, if we look into the course of the charge of fire-fighting service, after the transfer of this from the police service, or the state, to the local service in 1991, this is now taking a firm hold as service of the local government. what we call the local services includes the business about the welfare of the residents and that of taking in charge of the resident properties, proclaimed in the Constitution. That is to say, the basic purpose of the local autonomy is to make the residents feel the most convenient and safe, and this is the mission of the present-day local autonomy. Looking from this point of view, if we consider that the ultimate purpose of fire-fighting is promoting the welfare of the residents by preventing and putting out fires and, in the time of emergency, carrying out rescue and relief operations, and furthermore, maintaining the safety and order of a society, until present time the benefits of fire-fighting business were mainly available to the residents of the cities. In order to break from these thoughts, according to the result of comparing and analyzing the metropolitan city, surrounding rural areas, middle and small cities and typical rural areas, the rural areas are urgently demanding fire-fighting service, so it is being proved that it is necessary to install the offices in these areas. Therefore, the installation of the fire-fighting offices in the counties that are the basic units of the primary local autonomy and are rural areas should be expanded as part of the welfare administration.

Pohang City Fire Vulnerable Area Prediction and Fire Damage Rating Measurement by Administrative District (포항시 화재 취약지역 예측 및 이에 따른 행정구역별 화재 피해 등급 측정)

  • Due to urbanization and industrialization, the importance of large-scale fire prevention, management and measures is increasing day by day. However, the fire site arrival rate in Golden Time, which is a factor that can minimize large-scale fire damage, of Pohang, a large city with a population of over 500,000, is relatively low. So additional fire fighting power deployment and infrastructure investment are required. However, as budget and manpower are limited, it is necessary to selectively deploy fire fighting power and invest in infrastructure. Therefore, this study attempted to present a fire damage rating that can compare the level of fire damage, which is an index that can help selectively provide fire fighting services in Pohang and make related decisions. For the index, the OD cost matrix was used to predict fire vulnerable areas with a high probability of increasing the fire scale in the event of a fire. Also fire damage was measured by predicting the level of fire damage in the event of a fire according to population, building density, and access of fire trucks. It is expected that the fire damage rating will be able to help in various decisions related to fire fighting service deployment and services not only in Pohang city, but also in other regions.

  • Firefighters (who are responsible for people's safety) have one of the jobs that are expected to have problems due to aging in the workforce. An increase in the average age of firefighters can lead to serious social problems. The aim of this study is to survey firefighters in Jeollanam-do about their awareness of aging in firefighters, and to propose a plan to prepare them for aging through investigation and analysis of work problems that may occur due to an aging workforce. The survey shows that the higher the age group, the higher the awareness of aging firefighters, and the higher the total work experience and internal/external work experience, the higher the awareness of aging. As a plan to solve various problems that may arise from aging in firefighters, regular operation of physical fitness promotion programs, field work, job rotation, and managerial measures (such as a change of position to an administrative department) are prepared, and drone or robot technology is used. These solutions include the introduction of applied high-tech technologies to firefighting activities, establishment of retirement management policies, and preparation of plans to revitalize the connection to private employment. In order to maximize the applicability of the field, government institutional plans and preparations are essential.

Assessment of Refuge Safety in Accomodations According to Awareness and Usability of Descending Life Lines and Simple Descending Life Lines (완강기 및 간이완강기의 인지·사용능력에 따른 숙박시설의 피난안전성 평가)

  • The purpose of this study is to evaluate the awareness and usability of descending life lines and simple descending life lines for fire situations in the accommodation of the public officials who are responsible for supervising the installation and maintenance of descending life lines and simple descending life lines. The main results of the study are summarized as follows. First, in comparison of the ability to distinguish between descending life lines and simple descending life lines, the majority of female public officers in general administrative services do not have the ability to distinguish between descending lifelines and simple descending life lines, so they should be able to improve their ability to distinguish descending life lines. Also, institutional strategies are needed to regularly receive education through the Safety Experience Center in order to prevent safety accidents such as falling in emergency situations. Second, as a result of verifying reusability of simple descending life lines by gender and occupation, most public officers with the exception of half of the firefighting officers were analyzed as having no ability to reuse the simple descending life lines. Therefore, it is necessary to change the relevant laws so that only the installation of descending life lines which can be used continuously is permitted, except for the simple descending life lines among the evacuation instruments to be additionally installed in each room of the accommodation. Third, in terms of the ability to perceive the maximum load of the descending life lines according to occupation, the perception ability of the rescuers was the highest and the perception ability of the fire service personnel was the lowest. In order to improve the perception abilities of the fire service personnel, it is necessary to strengthen the theoretical and practical education of descending life lines in collective education such as the command-enhancing training which is regularly carried out in fire service academy. Lastly, it is believed that it is more effective to conduct the experience training of the descending life lines by imagining the fire in accomodations rather than other facilities, because it is the location where fires are actually seen the most.
