2008년 숭례문 화재 이후 국가지정 중요목조문화재에 소화전, 방수총, 감지기, CCTV, 자동화 재탐지설비 등 수많은 방재시설이 설치되었다. 그러나 설치 및 관리에 대한 기준이 없어 안전관리에 많은 문제점이 나타나고 있다. 또한 문화재의 특수성을 고려한 별도의 법률이 아닌 소방시설설치 및 유지관리에 관한 법률에서 특정소방대상물로 분류되어 소방법의 적용을 받고 있는 현실이다. 따라서 본 연구에서는 전국에 위치한 159개 국가지정 중요목조문화재 현장조사를 통하여 방재시설 실태를 알아보고 소방시설 설치 및 관리기준 마련의 필요성을 알아보고자 한다.

Recently, there is a growing need to review compliance with legal requirements to ensure fire safety as the number of fires caused by noncompliant fire safety facilities in high-rise buildings has increased. While there are a large number of apartment buildings in Korea, there is a lack of review on fire safety facilities' compliance with fire safety requirements. The reason for this lack of review despite apartment buildings causing deaths due to their structural features in the event of a fire, lies in the misinterpretation of legal provisions as the Building Act and the Fire Services Act are mixed up; a final inspection when fire safety facilities are unnecessarily installed or missing could result in significant losses in terms of finances and time. Therefore, this study developed a checklist that makes it possible to review mixed-up legal requirements for fire safety facilities simultaneously, and examined the importance and current level of each item through IPA (Importance Performance Analysis). Based on these results, this study intends to develop a manual that considers its applicability to construction practices and contribute to reducing construction companies' fire safety inspection risks.

현재 국내건축물은 주택, 빌라 등을 제외한 대부분의 건물에 소방시설을 적용하고 있다. 그렇지만 소방시설의 활용은 이천물류 창고 화재, 부산 노래방화재, 대구 지하철 참사와 최근 부산의 고층 오피스텔 화재 등을 볼 때 제대로 작동하지 않고 있다. 이처럼 우리나라의 실제 화재시 소방설비가 제대로 작동이 되지 않아 인명피해, 재산피해 등이 계속해서 발생되고 있다. 이에 본 연구에서는 소방시설 중 가장 널리 사용되고 초기소화에 가장 중요하게 사용되는 경보설비 및 피난설비의 관리 실태를 파악하고 그것에 대한 문제점을 데이터화하여 실제 화재시 소방시설의 적극적인 활용을 위한 해결점을 찾고자 한다.

원자력발전소 화재방호기준인 KEPIC 원자력발전소 화재방호기준과 대부분의 소방시설관련 NFPA 기준에서는 소방시설 또는 소방시설에 사용하는 구성품(이하 "소방용품"이라 한다)은 관할기관(AHJ : Authority Having Jurisdiction) 받아들일 수 있는 인증(Approved) 되거나 등록된(Listed)된 제품을 사용하도록 규정되어 있다. 따라서 KEPIC 기준이 국내 원자력 발전소에 적용되기 위한 선결과제로 KEPIC 기준에서 요구하는 소방용품의 수급이 원활이 이루어질 수 있는지의 검토가 필요하다. KEPIC 기준은 대부분 NFPA 기준을 적용하고 있기 때문에 KEPIC 기준대로 설계가 이루어지려면 NFPA 기준에서 요구하는 동등이상의 구조와 성능을 갖는 소방용품으로 소방시설을 설치할 필요가 있다. 미국의 경우 일반적으로 UL인증제품이나 FM인증제품이 NFPA 기준에서 의미하는 관할기관이 요구하는 인증 및 등록된 제품으로 인정되고 있으나, 국내의 경우 소방관계법규에 근거하여 정부규격(소방방재청 고시)에 의해 주요 소방용품에 대한 의무검정제도를 운영하고 있어 원자력발전소 화재방호에 KEPIC 기준을 적용할 경우 소방용품의 수급이 원활치 않을 수 있으므로 국내에서 검정받은 소방용품으로 대체할 수 있는 지의 검토가 필요하다. 이에 따라, 국내 소방검정제도와 미국 UL인증제도를 비교하고 또한 국내 기술기준과 UL인증 시험기준이 있는 대표적 주요 소방용품 10가지에 대한 국내검정기준과 미국 UL인증 시험기준의 비교분석 등을 통하여 원자력발전소 화재방호에 KEPIC기준이 적용될 경우에 합리적인 소방용품의 적용방안에 대하여 검토하였다.

The fire safety of social welfare facilities increasing at high speed with coming-up of an aging society have been on the rise as a very important social problems. This research paper has analyzed the fire safety laws and standards about the social welfare facilities as a lesson elderly nursing home's fire that occurred in recent years. This research worker have conducted the questionnaire survey including research of the true actual through the fire protection engineers, the professors, the fire facilities managers and the users. This study has proposed the installing of suitable fire protection systems through the law revision, normal maintenance of the facilities, the safety management plan through evaluation about fire protective management and related facilities by the methods of the fire safety management.

Currently, domestic architecture has applied the building fire-fighting equipments to most buildings except conventional houses, villas and facilities, and so on. However, the use of fire-fighting equipments what are not working properly result in a human life and property damages consistently like a fire of Icheon warehouse facilities, Korea cold storage, the tragic incident of subway in Daegu and the recent issue of a fire in the high-rise efficiency apartment, etc. In this study, I'm trying to seek solutions by taking research on the actual condition of fire alarming system, fire escaping equipment, Indoor Fire Hydrant Installation.

본 연구는 다중이 이용하는 복합문화센터에서 피난설비 및 피난동선의 적합성 여부와 소방시설의 적정 유지관리방법에 관하여 연구하였다. 다중이 이용하는 복합문화센터와 같은 시설에서 화재나 비상시에 피난기구 및 피난동선의 적정성 여부와 소화설비의 적정한 설치 및 유지관리 실태를 파악하고자 하였고, 조사 결과 피난기구 및 피난동선의 구조적 문제 때문에 화재가 발생하면 많은 사람이 일시에 몰려들 경우 노약자와 어린이는 부상의 위험성이 높았고, 소방시설의 유지관리 시스템은 소방안전관리자의 전문성과 적정 유지관리시스템이 확보되지 않았으며 지하층에서 지상으로 완전 피난에 여러 가지 문제가 있었다.
